UPDATE: INTERSTATE RAMP, LANE CLOSURES SCHEDULED NEXT WEEKEND ON INTERCHANGE PROJECT AS NEW RAMP SET TO OPEN
Editor's Note: This traffic alert has been updated to reflect changes in scope and schedule, shown below in yellow.
VIRGINIA BEACH – As progress continues on the I-64/I-264 Interchange Improvements Project, a series of ramp and lane closures will be in place during the coming weekends, allowing crews to safely perform bridge work and complete a new exit ramp from I-264 to Witchduck Road (exit 16).

Due to the nature and scope of this work, motorists are encouraged to prepare for delays and seek alternate routes, when possible. Plan your commute with VDOT’s free traffic information tools:

The following work is weather-dependent, and the schedule is subject to change.

Multiple Lanes Closed on I-264 East, With Ramp Closures Also Scheduled
Beginning as early as 7 p.m. on Oct. 22 and continuing through 5 a.m. on Oct. 25, crews will implement a series of progressive, multi-lane and ramp closures on I-264 east for milling and concrete work on the I-264 bridge just west of the Witchduck Road interchange.

To help facilitate this work, the following ramps will be closed:
  • The flyover ramp from I-64 west to I-264 east (inside set) (exit 284B) continuously from Oct. 22 at 7 p.m. through Oct. 25 at 5 a.m.
  • The ramp from I-64 east to I-264 east (exit 284A) Oct. 22-24 from 10 p.m. until as late as 8 a.m.
  • The 64 Express Lanes Oct. 22-23 from 7 p.m. until as late as 11 a.m.

The I-64 ramps to the collector-distributor road (I-64 west to Newtown Road, exit 284B) will remain open to traffic.

Beginning as early as 10 p.m., mainline I-264 (inside set) will close to all traffic between approximately Military Highway (exit 13) and Witchduck Road (exit 16), with all eastbound motorists shifted to the collector-distributor road (outside set) during this time to get around the bridge work.

The eastbound collector-distributor road will be reduced to one lane Oct. 22-23 as early as 10 p.m. until as late as 6 a.m. Slow rolls with stoppages of up to 20 minutes on I-264 east are scheduled to occur on Oct. 22 as early as 10 p.m., as well as on Oct. 25 from 2-5 a.m.

Starting as late as 8 a.m. on Oct. 23-24, mainline I-264 east (inside set) will reopen to traffic, with three through lanes open to traffic. Two center lanes on I-264 east, just before the Witchduck Road (exit 16) interchange will be closed to traffic, The center, double-lane closure will leave two left lanes and one right lane open to traffic while the work is underway. Signs will direct all I-264 east traffic heading to Witchduck Road (exit 16) to utilize the collector-distributor road.

This lane/ramp closure schedule and traffic pattern will be repeated the weekend of Nov. 5-8.
Closure of Witchduck Road On-Ramp to I-264 East
Beginning as early as 7 p.m. on Oct. 29 and continuing consecutively through Nov. 1 at 5 a.m., crews will close the on-ramp at South Witchduck Road to I-264 east.

A signed detour will be in place during this time for motorists traveling from Witchduck Road to
I-264 east:
  • Motorists traveling northbound on Witchduck Road will utilize Virginia Beach Boulevard then Independence Boulevard to access I-264 east; and
  • Motorists traveling southbound on Witchduck Road will utilize Princess Ann Road to Baxter Road, then Independence Boulevard to I-264 east.

The ramp from southbound Witchduck Road to I-264 east was previously shifted onto a temporary alignment in March 2020 to allow for milling, grading and paving at this location. Next week's weekend ramp closure will allow crews to shift the ramp onto its final, permanent alignment.

Opening of New Off-Ramp from I-264 East
During the above ramp closure, crews will also be working on the new, adjacent off-ramp from I-264 east to Witchduck Road, which will open to traffic as early as Nov. 1 at 5 a.m., weather and schedule permitting.

With the opening of the new off-ramp, the existing off-ramp will close to traffic permanently.

This new traffic pattern will require eastbound motorists to exit I-264 just beyond the bridge over the former Norfolk-Southern railroad tracks and then travel down the new ramp before turning to access either north- or southbound Witchduck Road or traveling straight to access Grayson Road.

The new ramp is built on what was previously a portion of Greenwich Road, which was closed to traffic earlier this year.
