SMALL BUSINESS RESTART PROGRAM

As of Sept. 21, 2020, small businesses that have received economic relief funding through federal programs, including the Paycheck Protection Program, Economic Industry Disaster Loans, and Community Development Block Grants, are now eligible to apply for the Indiana Small Business Restart Fund. The details of this fund can be found at www.backontrack.in.gov .

Non-payroll expenses covered by another Cares Act supported program such as PPP, EIDL, or from a local government entity (CDBG) may not also be reimbursed by this grant, but those businesses that continue to operate at 40% losses or more month-over-month (2019-2020) from last year can apply to get money to cover those operating losses, up to a total of $10,000. Please, see the details of the grant below. 
Grant Details
Small businesses that meet the eligibility requirements can apply for reimbursement of up to 80% of qualified business expenses incurred between March-November 2020. Reimbursements for expenses may be awarded up to $2,500 or up to $5,000 for each month during that time period in which the business demonstrates a revenue loss of at least 40% or of at least 80%, respectively.

Grants will be issued up to $10,000 per company and will be issued in the order in which applications are received until funding is exhausted.
Eligibility requirements:
  • Business must be registered to operate in Indiana
  • Business must have had less than 50 employees at of 12/31/2019
  • Business must have had less than $5 million in revenue in 2019
  • Business must have been profitable in 2019
  • Businesses must demonstrate a monthly revenue loss of at least 40% compared to pre-COVID-19 revenues
  • Must be in good standing with the Indiana Department of Revenue (DOR) or have a DOR-approved payment plan
Program Deadline:
  • Nov. 1, 2020, for eligible small businesses located in Marion County, or until funding is exhausted
  • Dec. 1, 2020, for eligible small businesses located in Indiana outside of Marion County, or until funding is exhausted
Preparation
To prepare the necessary information for the application, small businesses are encouraged to ready the following documentation:
  • Monthly Profit and Loss Statements (2019 and 2020) – Attached is a fillable income statement and balance sheet, if the business does not currently have their own.
  • Expense documentation for relevant expenses if planning to submit for reimbursement:
  • Copy of mortgage statement or lease agreement
  • Copy of utility bills; invoices accepted
  • Lease payment for real or personal property
  • Receipt for safety improvements/PPE
Some key qualifying questions to establish eligibility are below:
·        Is the business registered to operate in Indiana?
·        Did the business have less than 50 employees as of Dec. 31, 2019?
·        Did the business have less than $5 million in revenue in 2019?
·        Was the business profitable in 2019? FYI – cash flow positive (EBITDA) is what they are looking at
·        Can the business demonstrate a monthly revenue loss of at least 40% compared to pre-COVID-19 revenues?
If the answer to any question is NO, the company does not qualify for a Restart Grant. Please encourage them to take advantage of any other programs or services from the SBDC or from local resources in your area.
If the answer is YES to all of the above, a company MAY qualify for the program.

The CARES Act Pandemic Unemployment Assistance (PUA) creates a temporary federal unemployment insurance program for individuals not otherwise eligible for UI benefits, including the self-employed, independent contractors, gig economy workers, those seeking part-time employment, and individuals lacking sufficient work history but who would be able to work and looking for work were it not due to COVID-19.

Batesville Heavy Trash Pickup
November 7

Rumpke will collect 10 large items (material too large to fit in a garbage can/heavier than 75 pounds) four times a year. Collection begins at 5:00 A.M. Citizens are encouraged to set their disposable items out the evening before to ensure items are not missed.

Acceptable Items Include:
All items should be properly prepared (sealed in plastic, 4ft bundles, not exceeding 75lbs. etc.)
Old Clothing
Furniture (sealed and wrapped in plastic)
Any mattress or box springs must be completely sealed in disposable plastic for removal
Old rugs, carpet pieces
Rubber hose
Appliances (washers, dryers)
Insulation
Cans and buckets, completely cleaned and dry
Paint cans

Not accepted:
No electric devices containing mercury (TV’s, computers, microwaves, cell phones)
No building and construction materials (bricks, etc.) or remodeling materials (interior/exterior)
No car body parts including wheels and tires
No steel or metal framing
No tree limbs or leaves

Read about our latest project, donate, share and invite friends to participate! We will receive up to a $50,000 match from the Indiana Housing and Community Development Authority's CreatINg Places program, but only if we reach our goal! Together, we will make great things happen downtown!
We are pleased to announce that the second round of the HartBeat of Main Street Grant Program will open on Thursday, Oct. 22 at 9am PT. In partnership with The Hartford, the program will continue to fund solutions that help small business owners respond and adapt to the COVID-19 pandemic, and also help to revitalize and strengthen older and historic downtown commercial districts.  

A link to the application will be posted on our program webpage as soon as the application opens. In the meantime, you can review a PDF version of the application here.  

A few important things to note:
  • Applications will open on Thursday, Oct. 22 at 9am PT and must be submitted by Thursday, Oct. 29 at 4:59pm PT. 
  • All Round 1 grant applicants have been notified about the status of their submissions, and grant recipients will be publicly announced on Oct. 21.
  • Please review our program website and FAQ before completing an application.

I wanted to make you aware of two FREE important offerings that the Red Cross has put together. The Covid-19 pandemic is challenging employees and businesses in new ways. As employees begin returning to work, they may have questions about the measures needed to maintain safe and healthy workplaces. To help during this time, the Red Cross is offering this course. Based on guidance from the Centers for Disease Control and Prevention (CDC) and Occupational Safety and Health Administrating (OSHA), the course provides safety actions that employees can take during reopening periods and includes insight into new or modified business policies and procedures implemented to maintain safe work environments. This course is designed to help with the following:
·        Facts about Covid-19 and how to limit the spread of the virus
·        The phased approach to returning to work
·        Ways to keep your coworkers and yourself safe at work
·        Ways to support your coworkers and yourself at work
·        How to keep your family safe at home
This course should take approximately 60 minutes to complete and upon completion, students will receive a certification that is valid for two years. You will need to register for this course and if interested, let me know and I will send you the registration link along with a coupon code that will allow you to take this course at no charge. Access codes are for individuals and not organizations, so if you want to train multiple people, it will be necessary for me to issue multiple codes (which is fine). Just let me know how many codes you will need.

  1. Psychological First Aid: Helping Others in Times of Stress
This class covers basic principles of Psychological First Aid – the practice of recognizing and responding to people experiencing crisis – related stress. This class is scheduled for 3 hours. Upon completion of this course, participants will be able to:
o  Recognize the signs of stress in clients, co-workers, and themselves
o  Provide immediate support to people who may be experiencing stress by using psychological first aid principles
o  Assist clients, co-workers, and themselves in connections of mental health services

Available Classes:
