Spring 2021: Laskin Road Construction
Spans Entirety of Project Corridor

Eighteen months into the Laskin Road Widening and Bridge Replacement Project, construction spans the project limits -- from Republic Road to Red Robin Road. See below for project activity updates and upcoming traffic impacts as the project moves forward.
PROJECT ACTIVITY UPDATE
Utility Work: Underground Progress Continues

Over the course of this project, crews will install a total of 3.8 miles of new storm water drainage pipe, 3.1 miles of sanitary sewer pipe and 4.5 miles of domestic water pipe underground.

The utility updates are expected to yield significant improvements to stormwater management, drainage and water and sewage systems in the corridor.

Numerous utility improvements have been made, from Red Robin Road to Winwood Drive, including approximately 1 mile of water pipe, 1.5 miles of sanitary sewer and 2,000 feet of 54-inch stormwater pipe, as well as various private utility upgrades, including cable, fiber and natural gas.

Additionally, four 36-inch water main tie-in connections have been completed, and traffic shifts have been implemented on both sides of the bridge over Linkhorn Bay to allow for continued utility work and paving.

Bridge Replacement: Construction Advances Over Linkhorn Bay

Construction on the new bridge over Linkhorn Bay continues, with the project contractor focusing on work within the northside of the existing bridge in the coming weeks.

Recently, the contractor has continued removing bridge piers as demolition of the existing structure continues.

The ongoing demolition, which began in fall 2020, is being done in a phased approach that allows two-way traffic to safely remain on the bridge at all times. The contractor has installed concrete piles and placed concrete beams for the first phase of the new bridge construction, which will continue for several months.

TRAVEL INFORMATION
Traffic Impacts

Scheduled lane and road closures can be found on the project website on the Traffic Alerts section. All construction work and closures are dependent upon weather conditions and subject to change. The speed limit within the project limits is 35 mph. Some of the current and future project traffic impacts include:

Traffic Shifts, Utility Work on Laskin Road
As early as April 30, crews will implement two minor traffic shifts on Laskin Road:
  • Westbound traffic at the Hilltop North Shopping Center will shift approximately 12 feet south for ongoing utility work. Access to businesses and properties in this area will be maintained at all times, although ingress/egress points may be altered temporarily.
  • Eastbound on Laskin Road, just east of the bridge over Linkhorn Bay, will shift approximately 12 feet for ongoing utility work.
Motorists should stay alert when navigating traffic shifts and be mindful of crews working beside the roadway.

Winwood Drive Utility Work
Utility work continues at the intersection of westbound Laskin Road and Winwood Drive (on the north side of Laskin Road). Although there are no scheduled full closures of this intersection, motorists may experience lane closures under flagger control, as well as temporarily restricted left turns from eastbound Laskin Road onto Winwood Drive. When left turns are restricted, motorists should travel down Laskin Road, make a U-turn and access Winwood Drive from westbound Laskin Road.

Planned Lane Closure Hours
Per the project contract, planned lane closures on Laskin Road can be in place Monday through Friday, from 7:30 a.m. to 4 p.m., as well as 9 p.m. to 6 a.m. Single-lane closures on First Colonial Road can be in place Monday through Friday, from 9 p.m. to 6 a.m.

Nighttime Lane Closures on First Colonial Road
First Colonial Road will begin having nighttime lane closures within the next several months to allow for exploration of existing utilities, storm drain verification, median work to allow for traffic shifts and traffic signal alterations to set up for the shifting traffic patterns. Access to businesses along this corridor will be maintained at all times.

VDOT continues to work with the City of Virginia Beach to manage project impacts.
Work Zone Safety

Please obey the reduced speed limit throughout the work zone and be mindful of crews working alongside the road.
