CICP COVID Policy

As our current situation has continued to evolve, the Department has evaluated the flexible signature policy currently in place for CICP applicants and has extended the end date until midnight on Monday, Jan. 31, 2022.

Providers will be able to collect signatures verbally over the phone as well as through email correspondence for applicants who need to apply, but have no access to email and/or a printer or scanner to sign the completed application through the month of January 2022. Documentation of the email or phone "signature" must be included in the application. 

To be clear, providers must still collect all documentation of income, lawful presence, Colorado residency, etc. from applicants. This information cannot be verbal.

Additionally, providers will be able to extend end dates for clients whose ratings are expiring between March 24, 2020 and Jan. 31, 2022 and who are uncomfortable coming into the facility to complete an application and/or who are unable to complete an application remotely. For clients whose rates expire between March 24, 2020 and Dec. 31, 2021, their dates can be extended to Jan. 31, 2022. For clients whose rates expire in the month of January 2022, their end dates can be extended to Feb. 28, 2022. 

Please keep in mind these two policies apply only to clients who are unable to complete the application either in person or remotely, and therefore should apply only to a very small group of clients. If the client has access to email, they should be able to complete an application and "sign" by return email.

Electronic Signatures

Providers will be allowed to use electronic signatures for applications going forward as long as they are using a program that date and time stamps all necessary steps. One program that has been approved is Adobe Sign, which prints out a history document showing time and date stamps for when the application was sent, viewed, and signed by the applicant and enrollment staff. If your facility wishes to use an electronic signature program, you will need to notify the department of what program you would like to use and provide an example of the documentation the program creates showing the necessary time and date stamps. To be clear, this is a different process than the emailed "signatures" currently allowed under the COVID-19 flexible signature policy. Those types of "signatures" will be allowed until Jan. 31, 2022 for applications falling under the situations described in the flexible signature policy.

Emergency Medicaid

For any CICP client who has been approved for emergency Medicaid, COVID-19 related or otherwise, providers will need to send all claims through Medicaid prior to them being written off to CICP. Confirmation that the claim or claims have been denied should be kept so documentation may be provided as part of an audit. Under normal circumstances, a patient should not hold a CICP card while covered under Health First Colorado; however, the Department is aware that some patients who have been granted emergency Medicaid continue to have claims covered under that program. Therefore, all claims for these patients must be submitted to Health First Colorado prior to being included in the CICP write off data.
