NOTICE: Paving begins Sept. 21
Paving begins on 198th Avenue between Jaylee Street (just south of the creeks) and Farmington Road beginning Sept. 21. The work is expected to take about a ten days, weather permitting.

Expect lane closures and delays 8 a.m.-6 p.m. weekdays. Use alternate routes.

198th Avenue will be paved prior to the side streets. When side streets are paved, there may be times when access to and from 198th Avenue is blocked. Plan to use alternate routes. The contractor will try to notify occupants of dead-end streets prior to closing access.
Construction information
SW 198th Avenue, between Blanton Street and Farmington Road, continues to be a designated construction zone. The posted speed limit is temporarily reduced to 25 mph. Traffic fines for moving violations are doubled. Lane restrictions and other traffic control remains in place.
Work in progress
The general contractor has completed all storm pipe installation, ending with the recent Kinnaman Road closure. The concrete subcontractor has completed most of the new sidewalk and curb ramps in the south half of the project.
 
All of the new roadside Low-Impact Development Approaches (LIDA) swales on the south part of 198th Avenue have been completed. Over the next few weeks these swales will be planted with native grasses and shrubs. The purpose of the LIDA swales are to treat road runoff naturally, prior to the water entering into the creeks and streams.
 
The electrical contractor has installed the new street lights, the new Rectangular Rapid Flashing Beacons (RRFB) at the Rosa Road pedestrian crossing, and the speed display board just south of Celebrity Street.
Upcoming activities
198th Avenue
Work schedule for the upcoming months includes:
 
  • Paving top lift of asphalt between Jaylee Street and Farmington Road.
  • Continued installation of electrical conduit, junction boxes and street light pole bases between Shaw and Southview streets.
  • Continued construction of new curb and gutter and sidewalks north of the bridges between Anderson and Shaw streets.
  • Continued grading and installation of driveways and approaches for residents between Southview and Shaw streets.
  • Installation of ground cover seeding on disturbed soil and begin landscaping of LIDA swales in south segment.
  • Continued installation of new traffic signal equipment at the new Kinnaman Road intersection.
  • Complete aerial and underground relocations by utility providers, and removal of old utility poles.
  • Begin raising manholes and valves to final road grade between Jaylee Street and Farmington Road.
  • Installation of road signs, striping and legends (weather permitting).

 
NOTE: The contractor and County will make an effort to give advanced notice to property owners when driveway work is scheduled to occur. If no one is around, a door hanger will be left on the front door with the approximate dates the driveway work is to occur. Depending on the work, access to your driveway may be restricted.
Safety
Please obey all construction signage and flagger instructions/directions. These safety measures are in place to protect the public, as well as the construction workers.

With any road construction activities, there will be noise, dust and traffic impacts. We understand that this is very disruptive to the neighborhood/homeowners.We apologize for these inconveniences and appreciate your understanding and patience.
Traffic impacts
198th Avenue
Beginning Monday, Sept. 21, the 198th Avenue road contractor and their paving subcontractor will begin the final lift of asphalt from Jaylee Street (just south of the creeks) to Farmington Road. Work is expected to take about a week and a half to complete, weather depending.
 
Lane restrictions hours have been extended to accommodate this work. Expect lane closures 8 a.m.-6 p.m. weekdays. Drivers should expect delays during these times and are encourage to use an alternate route.

Please note that the through lanes at the north end of the project, between Shaw Street and Kinnaman Road, are still shifted to the west side. This lane shift allows construction of the new road section on the east side while still allowing through traffic. Caution should be used when traveling through work zones.

Project work hours are 7 a.m.-6 p.m., weekdays. Lane restrictions are limited to the hours of 8:30 a.m.-4 p.m., weekdays but have been extended for the paving operations from 8 a.m. to 6 p.m. during paving.
About the project
SW 198th Avenue between Farmington Road and Tualatin Valley Highway is being widened to three lanes (one lane in each direction and a center turn lane).

Additional improvements include:
  • Continuous bicycle lanes and sidewalks
  • Replace bridges at Butternut and Celebrity creeks
  • Signalize 198th Avenue/Kinnaman Road intersection and realign west leg the intersection
  • Safety enhancements at all intersections
  • Street lighting
  • Storm drainage upgrades
  • Culvert crossing upgrades
  • Roadway geometry improvements
