A Change in our Professional Fee, the American Rescue Plan, and Taxes

American Rescue Plan Act of 2021

The American Rescue Plan Act of 2021 (ARP) was passed by Congress in March of 2021. Individuals enrolled on plans through the Washington Healthplanfinder (HPF) will see expanded eligibility for financial assistance. ARP changes to marketplace premium subsidies are temporary and in effect for 2021 & 2022.

Plan Year 2021 Unemployment Compensation: Tax Credits and Cost-Sharing Reductions Increase

Individuals who are approved for or receive unemployment compensation benefits during any week in 2021 and earn over 133% FPL, will have their income treated as 133% FPL for purposes of calculating their tax credits eligibility. The 133% FPL determination will also apply to cost-sharing reductions eligibility, making individuals approved for or receiving unemployment compensation eligible for a cost-sharing reductions plan.

Plan Year 2021 & 2022 Increased Tax Credits
Effective retroactively to January 1, 2021, for plan years 2021 and 2022, the income-limit percentages for calculating tax credits are lowered and tax credits are extended to individuals earning over 400% FPL. The image below will provide more detailed information on the maximum income contribution a household can expect to pay based on their income as it relates to the federal poverty level for their household size. Actual eligibility will be determined once HPF systems are updated with ARP eligibility changes and an application is submitted.

Review Your Application to Prepare for Updated ARP Eligiblity
The Washington Health Benefit Exchange, or WAHBE, is in the process of updating the HPF application with ARP expanded eligibility changes and is expecting a system revision to be complete in May. Existing HPF customers should be on the lookout for communications during the month of April with additional information on system updates, implementation, and processes for updating eligibility under expanded ARP eligibility provisions.

While we await further guidance from WAHBE our office wanted to provide you with preliminary information on expanded ARP eligibility. HPF applications will need to be updated to reflect current income and unemployment benefits, including start and end dates, to provide new eligibility results once the system revisions are implemented.
Public Health Emergency
Special Enrollment Period

Due to the COVID-19 public health emergency (PHE), WAHBE initiated a special enrollment period (SEP) on February 15 to align with the federal marketplace. This is an opportunity for anyone that does not have current coverage obtained through WAHBE to apply and enroll. The closing date of the SEP was recently extended to August 15. The PHE SEP does not allow for existing WAHBE customers to make carrier/plan changes.

How to Access your 1095-A or 1095-B

Healthplanfinder customers can access their Qualified Health Plan 1095-A tax form through their "Message Center" and Washington Apple Health (Medicaid) 1095-B tax form from the Account tab on their dashboard. If you were enrolled in more than one plan during the year, you will receive a 1095 for each plan.
 
If you purchased your coverage directly from the insurance carrier outside of the Washington Healthplanfinder you will receive a 1095-B directly form your insurance carrier.

Pofessional Fees

The past year has helped us to reevaluate the way we do things at KMi. Just over a year ago, we began waiving our professional fee to ensure our services were accessible while so many people were experiencing changes that would affect their access to health care.

We are happy to announce that we are formally removing the professional fees associated with Individual & Family plans. While our professional fee was relevant for the last few years, it is no longer a necessity to be able to continue offering our services. We are glad to continue focusing on our passion to help people make informed decisions.

As always, there is no fee associated with our Medicare services.
