ARPA Project Pulse Newsletter

This month we will be revisiting projects in the category of Improve Crisis & Acute Services. Crisis situations can lead individuals who reside in the community to seek treatment or care in a hospital or institutional setting. Unfortunately, these emergency situations can often be the impetus for long-term placement in institutional settings. If preventive services are expanded, crisis response improved, and transitions strengthened, individuals may be able to, instead, return to their homes and communities. We are excited to share updates about two key programs in this category this month: Initiative 2.01 - Behavioral Health Transition Support Grants to Prevent Institutionalization and Initiative 2.02 - Expand Behavioral Health Mobile Crisis Teams. 2.02 - Expand Behavioral Health Mobile Crisis Teams

The Colorado Crisis Service (CCS)-Mobile Crisis Response (MCR) is being developed in partnership with HCPF and the Behavioral Health Administration (BHA) as a part of the behavioral health system enhancements across the state. This new benefit, which will be available for Medicaid members, is intended to offer de-escalation and stabilization in a self-defined behavioral health crisis to decrease the use of the emergency department and inpatient care as well as unnecessary arrests for individuals whose needs can be met in the community. 


MCR under the CCS program is available at all times, 24 hours a day, 7 days a week, and 365 days a year to all Coloradans regardless of insurance status or prior service utilization, and delivered by a multidisciplinary MCR team who will be endorsed by the BHA.


MCR is not a replacement for ongoing treatment services and should be used to address emergent and unforeseen crises. MCR teams will connect individuals to services after their crisis to support their further recovery and connection to care and community resources. They will also be supported to enter higher levels of care if needed.


We continue to seek input from stakeholders on the implementation of the benefit. We are also eager to provide information to providers about what to expect as they update their existing services and begin to advertise to the community about this crisis response option. Your voice can influence training for MCR providers, assist in identifying community resources, and in developing guidance for providers.

Grantee Spotlights

2.01 Behavioral Health Transition Community Grants 

HCPF is excited to share information about the grant recipients of $14M funding for the expansion of behavioral health transition services from institutional settings to community care.


This work connects to SB 19-222, which requires all proposed projects to align with efforts to ensure high-quality behavioral health system access. This system will serve people regardless of payer type or acuity level, including individuals living with severe behavioral health disorders and co-occurring mental health and substance use disorders.


The project provides short-term grant funding for behavioral health crisis and transition services between residential/inpatient and outpatient care. Grantees must:


  • Support Medicaid members moving from an institutional setting or correctional facility to the community
  • Focus on increasing capacity for community-based care

How will you use the grant funding?


We will use this funding to hire the additional staff needed to work on community engagement and these projects. We will also purchase houses for step-down transitional housing for clients that need it as well as items needed for basic essentials and any out-of-pocket costs as well. We will also be purchasing vehicles for transportation as many of these clients do not have the resources to travel to appointments or for essentials. We will be helping our clients to learn how to better themselves in our communities and teaching life skills to be successful.


What are you most excited about related to this project/work?


It affords us the chance to do more for a wider community, to offer transitional housing, and to put more people to work to change our communities for the better.

How will you use the grant funding?


Recovery Resources will utilize this funding to provide Intensive Wrap-Around Services for clients who are struggling with complex substance use and behavioral health issues that prevent them from meeting their basic needs for food, safe shelter, and access to health care. Intensive Wrap-Around Services will also be provided for clients transitioning from Withdrawal Management and/or residential treatment programs into outpatient and community-based care programs. Primarily, our application seeks to provide these services for homeless individuals, those at risk of homelessness, and individuals in the early stages of substance use recovery. This program's work will be centered on helping our clients get enrolled in Medicaid, navigate the regional system of care to access key services, and transition into community-based programs that will support more positive long-term health outcomes.


What are you most excited about related to this project/work?


We're really excited to develop our Intensive Wrap-Around Services care team to work more closely with vulnerable clients who need extra support to access services and prioritize health. We're also excited to ramp up our data collection and reporting systems so that we can best share project impacts with our community. 

Reminder:

HCBS Provider Training Fund Grants Open for Applications! 

HCPF is offering short-term grant funding to incentivize and expand training opportunities for the Home and Community Based Services (HCBS) workforce with the goal of increasing recruitment and retention. Maximum award amount per application request is $100,000. 


Eligible applicants include:


  • Currently enrolled HCBS waiver providers; or
  • Training vendor/provider that develops/delivers training/specialization for the HCBS workforce.


The first grant cycle closed and eight awards were offered and the second grant cycle closed on January 31, 2023, with more awardees to be announced soon. Grant awardees from the first grant cycle will be executing a number of exciting new training programs, including but not limited to: training homemakers to become personal care workers, establishing a direct care worker mentorship program, educating staff on Alzheimer’s disease and related dementias, training on Crucial Conversations, home care training for members experiencing mental health disorders, and collaborative safety.

Community First Choice (CFC) Council

March 2023 Meeting

 

The CFC Council collaborates with HCPF on the design and implementation of a CFC option in Colorado. The CFC Council needs input from Coloradans with Disabilities, Coloradans over 65 years or older, and advocates to help ensure CFC is implemented in a way that best meets Colorado’s needs. Everyone is welcome!


CFC Council meetings will be held on the first Wednesday of each month from 10 a.m. - 12 p.m., through May 2023. These meetings are open to the public.

ARPA 3.07 Peer Support Grants for Housing Stability Q&A Webinar


This meeting is a Question & Answer session regarding the Peer Support Grants for Housing Stability (ARPA 3.07) project. All interested stakeholders are welcome.

 

The purpose of this grant project is to expand access to Peer Support Services for Medicaid members with complex needs and a history of homelessness. Funding shall be awarded to cover costs associated with outreach, engagement, hiring, training, retention, and supervision of Peer Support Professionals that can provide billable services in the context of housing stability. Funding shall also be awarded to support costs associated with building administrative capacity to become a Medicaid provider and successfully provide and bill for Peer Support Services.
