Framework for the Implementation of the Greenhouse Gas Reduction Fund

The U.S. Environmental Protection Agency (EPA) has released new details about the design of the $27 billion Greenhouse Gas Reduction Fund (GGRF). The GGRF will use government funds combined with capital from community lenders to implement thousands of clean energy projects.

CARB Public Hearing to Approve the Advanced Clean Fleets Regulation (ACF)
|
|
April 27 - In-person and Virtual
- Requires fleet owners to transition to zero-emissions medium- and heavy-duty vehicles.
- Affected fleets include drayage truck operators, State and local government, federal government, fleets that own, operate, or control a total of 50 or more vehicles with a GVWR greater than 8,500 pounds or are entities with $50 million or more in gross annual revenue.
- Regulation covers medium- and heavy-duty vehicles, off-road yard trucks, and light-duty mail and package delivery vehicles.

EPA's Thriving Communities Technical Assistance Centers
|
|
The White House has announced funding for the “Thriving Communities Technical Assistance Centers.” $177M in funding will be provided to 17 “Thriving Communities Technical Assistance Centers” around the US to help overburdened, underserved, and rural communities be able to access technical assistance from the federal government. Each center will receive at least $10M.
|

Sacramento County Named Top California Fleet
|
|
The prestigious “100 Best Fleets” program, run by the National Association of Fleet Administrators, has named their top 100 best Public Agency Fleets, and Sacramento County’s Fleet, headed up by Keith Leech, Chief of Fleet Division and Parking Enterprise and President of the Sacramento Clean Cities Coalition, was named the best fleet in California and second overall in the United States. Sacramento County is appropriately recognized as a national leader in implementing lower-emission and zero-emission vehicles, equipment and fuels.

Hydrogen Combustion Engines
|
|
A number of companies are developing hydrogen powered vehicles, but using Internal Combustion Engine (ICE) technologies rather than fuel cells. Toyota has advanced on-road performance testing underway on light-duty vehicles, Cummins and Westport have developed hydrogen powered ICEs using their gaseous engine technologies and JCB has advanced in-use testing underway on their off-road construction equipment.

With new restrictions on EVs that qualify for full or partial federal tax credit in effect, manufacturers will be pushing to improve their domestic content.. Caterpillar Tests Biodiesel in Marine Engines
|
|
Caterpillar is testing biodiesel in a high-horsepower 3516 (2,000hp - 3,300hp) powering two marine vessels in the Netherlands. The Cat 3516 is rated for standby, mission critical and prime power applications.

US Inventory of Greenhouse Gas Emissions and Sinks

|
1990-2021: While GHG emissions have gone up a bit in the last year, they are down 17% from 2005.

Natural Gas Given a Reprieve
|
|
In a unanimous decision, a three-judge panel of the Ninth District Court of Appeals reversed the ban on natural gas that was implemented by the City of Berkeley in 2019, ruling that the ordinance was preempted by the federal Energy Policy and Conservation Act of 1975.
