Here we are again in another Provincial State of Emergency that includes a Stay-at-Home Order, with additional restrictions to help control the spread of COVID-19. People are tired of having to stay home, wear masks, wash their hands a lot and anxious about vaccines.
This is why it is more important than ever to be patient and be kind to your neighbours, fellow residents and workers that serve you in our community.
 
From the beginning of the pandemic, the health and well-being of our community and staff has been and continues to be the City of Burlington’s top priority. The City continues to coordinate efforts to protect the public and staff from the spread of COVID-19, while maintaining essential City services. We ask that you be considerate and kind to City staff doing their jobs. Frontline City personnel have been working tirelessly to serve the public, despite the risk, throughout this pandemic and City staff continue to work remotely whenever possible to ensure seamless delivery of programs and services.
 
Under the City’s Zero Tolerance Policy and as part of the City’s social media commenting guidelines, unacceptable, abusive behavior will not be tolerated. Words hurt: Using abusive language can have a direct and harmful impact on the people who are doing their best to help you.

City News
Burlington Telephone Town Hall - April 28
On Wednesday, April 28, from 6:30 to 7:30 p.m., the City will host a telephone town hall event to share information and answer resident questions related to COVID-19, the province-wide shutdown, and ongoing impacts on city programs and services.
 
How to Participate
Residents who would like to participate in the town hall can do so in the following ways:
 
1. Register in advance: Burlington residential phone numbers will be randomly selected to be part of the telephone town hall. Residents who would like to be added to the telephone call list can email getinvolved@burlington.ca by the end of the day on April 27. If you registered for any of the previous town halls, you are not required to register your phone number again. To remove a name from the call list, email getinvolved@burlington.ca by the end of the day on April 27.
 
2. Join by telephone: Anyone who does not receive a telephone invitation can call 1-800-541-5864 just before 6:30 p.m. on Wednesday, April 28 to join the town hall. For those individuals calling in, please be advised more than one attempt may be required due to the high volume of traffic on the phone lines. If the first call does not connect, please hang up and dial the 1-800 number again.
 
3. Listen to audio: Live audio from the April 28 town hall will be broadcast on YourTV, channel 700 on Cogeco and on the YourTV Halton YouTube page.
 
Once the call begins, a moderator will provide participants with instructions for how to submit their questions to the leadership panel.
A recording and transcript of the town hall will be posted online after April 28 at burlington.ca/townhall.
We are a few weeks into our third province-wide emergency and Stay-at-Home Order.
Here are services that are allowed in Burlington at this time. Outdoor exercise is considered essential for physical and mental health. Please use caution and follow all public health precautions.
 
Parks and Trails
City-run parks, playgrounds, skateboard parks, Bocce Ball Court and trails are open. Residents are reminded to stay off all artificial turf fields (that are locked and closed) and to stay six feet away from anyone not in your household. Wearing a mask is also strongly recommended.

Please be courteous to all visitors and help keep the parks clean by taking all your garbage home for proper disposal. Please note most park washrooms are not yet opened for the season, please plan accordingly.
 
Team sports on fields will be cancelled as there are no permitted activities at this time. Outdoor amenities can be used for casual use. Participants for community sport and recreation rentals are advised to check in with their organization directly for more information.
 
We ask that you cooperate with others using outdoor spaces and follow all COVID-19 health precautions and posted signage. If the outdoor recreational space is busy, please try another outdoor recreational amenity in the city or come back at a different time. Please be kind to one another, remain vigilant and stay safe. Sport courts and ball hockey courts are open to the public daily from 8 a.m. to 8 p.m. for 30-minute, first come, first serve usage. Masks must be worn when not playing, and highly recommended during play. Two-meter physical distancing is required at all times.
 
Outdoor Courts
All outdoor tennis and pickleball courts are open to the public daily from 8 a.m. to 8 p.m. for 30-minute, first come, first serve usage. Masks must be worn when not playing, and highly recommended during play. Two-meter physical distancing is required at all times.
 
Lending Library
Play Equipment – Horseshoes, glow in the dark soccer balls, Kanjam, washer toss, tennis, Spikeball and more are available to borrow. Visit burlington.ca/playlending.

Through TelePALS, users can participate in free, over-the-phone programs, including Chat Groups, Listen and Learn, Game Shows, Ask the Expert and Listen for Enjoyment.

Recreation Services and Facilities
City of Burlington indoor recreation facilities are closed, and all in-person Spring Session 1 programs are cancelled, including Spring Break Camps and PA Day Camps. Virtual and TelePAL programs will continue as planned. Recreation Services staff are contacting user groups, renters and program participants affected by these changes. An exception applies for user groups who provide childcare, they are able to continue during the emergency brake as per the Provincial Guidelines.
 
Residents are asked to please be patient during this time as it will take two to four weeks for staff to process the large volume of cancellations.
 
Those who paid using a credit card will receive a pro-rated refund to their card where possible. This applies to rentals and program participants. All other payment methods will receive a credit to their recreation account.
 
Cheque refunds can be requested by emailing liveandplay@burlington.ca. Please be sure to include your full mailing address in your request. Individuals with questions can follow up with their sport provider or user group or call Recreation Services customer service at 905-335-7738.

Elections 2022 – Share your Input
The City of Burlington is asking residents for input on election-related topics in preparation for the 2022 municipal election. Residents can share their thoughts on voting methods, election signage, voter turnout and more by completing an online survey at getinvolvedburlington.ca/elections2022. Feedback from the survey will be used to create a report for Burlington city council about preparations for the Oct. 24, 2022 election.

The survey will be available until April 23 at 11:55 p.m.
The Burlington Fire Department is now using the location app what3words to help locate anyone who needs assistance and cannot provide an exact location, such as on a trail, in a forested area, park, parking lot or even in a large building such as an arena or community centre.

The app is free to use and can work offline when there is unreliable or no data connection.

Burlington's Open-Air Burning Program
The spring weather has finally arrived and it’s the time of year we all want to get outside. It’s also the time of year when the Burlington Fire Department sees a spike in the number of burning complaints.
 
It’s important for residents to know the rules about open-air burning in the City of Burlington, especially before burning on your property or spending money on a backyard fire feature.
 
Here are a few points to keep in mind:
  • Open-air burning is only allowed in designated areas of the city with a valid open-air burning permit.
  • Open-air burning (such as a wood burning camp fire or burning of brush) is never allowed in urban Burlington, which is anywhere south of Dundas Street and Highways 403 and 407 ETR. This includes fire bowls and chimineas, which are also considered open-air burning.
  • Rural residents in approved areas can apply for an open-air burning permit online at www.burlington.ca/burnpermit or by calling 905-637-8207. Open-air burning permits involve a site visit from a fire department inspector are free of charge.
  • Outdoor burning devices that use propane or natural gas as fuel supply, such as outdoor heaters, liquid or gas-fueled accent appliances are allowed in all areas of the city. Note: The exception is apartment building balconies where prohibited by condominium corporation rules, rental agreements and/or Technical Standards Safety Authority (TSSA) regulations. These approved devices are safe, do not produce smoke which can be a nuisance to neighbours.
  • The City of Burlington recently made changes to its Open-Air Burning Bylaw 65-2019 along with changes to open-air burning permits. To learn more visit: www.burlington.ca/open-air-burning

Burlington Transit News
We are Extending our Customer Service Hours to serve you better!
Do you need to pick up your SPLIT pass or want to access PRESTO services?
We are extending our hours at the Burlington Transit Downtown Terminal at the end of March to give you more options. This month, in addition to our regular hours, the Downtown Terminal will also be open:
  • Thursday, March 25, 2021 - 9 a.m. to 6 p.m. and
  • Saturday, March 27, 2021 - 10 a.m. to 2:30 p.m.
 
To keep our customers and employees safe during COVID-19, only one customer is allowed in the Terminal at a time and you must wear a mask.

Bus Service Update – April 12, 2021
All of Ontario is under a Stay-at-Home-Order. Please only use transit for essential travel. If you are not well, stay home and stop the spread of COVID-19 and its variants.
 
Bus Cleaning
Burlington Transit buses have been sprayed with the AEGIS Microbe Shield. Staff completed the most recent application on April 11, 2021 as part of our enhanced bus cleaning protocols. We also clean each vehicle daily.

Government of Canada invests to bring high-speed Internet to 756 households in Halton region
The COVID-19 pandemic has highlighted how much we rely on our connections. On Thursday, April 1, Adam van Koeverden, Member of Parliament for Milton, announced $441,200 in funding for Bell Canada to bring high-speed Internet to rural Ontario residents. Bell will contribute $1,286,200 toward this project that will connect 756 underserved households to high-speed Internet in the following communities and surrounding rural areas: Ashgrove, Campbellville, Carlisle, Cedar Springs, Freelton, Hornby, Morriston, Waterdown and other areas just outside Milton. This project was approved within five months of the formal launch of the $1.75-billion Universal Broadband Fund
Halton Region Covid Vaccination Update
COVID VACCINATION UPDATE
Starting Friday, April 16, if you live in Halton and meet one of the following eligibility criteria you can book your COVID vaccination appointment:
- Individuals 18+ with highest-risk and high-risk health conditions (+1 caregiver)
- Essential workers 18+ who cannot work from home (Group 1)
- Adults 50+ in identified hotspots (Milton postal code L9E)
- Remaining health care workers who live or work in Halton and cannot work from home

At this time, the Pfizer Health Canada and Moderna vaccines Health Canada are being provided at Halton community COVID-19 Vaccination Clinics. Please note that vaccine availability is based on federal and provincial allocation, and it is not possible to guarantee which vaccine will be provided at community clinics. The AstraZeneca vaccine is available at participating pharmacies for residents aged 55 years or older. All COVID-19 vaccines being provided have been approved by Health Canada, and are safe and effective in preventing severe illness, hospitalization, and death.
 
There are currently 19 pharmacies offering the AstraZeneca to individuals aged 55+. The AstraZeneca vaccine is safe and effective in preventing severe illness and complications from COVID-19. Booking through a pharmacy is also another option for eligible residents to get their vaccine and gain protection from COVID-19 as soon as possible. Earlier appointments may also be available through this program.

Halton Region Infrastructure Updates
Notice of Planned Construction (Halton Region) - Intersection of Appleby Line and Upper Middle Road
Halton Region is planning to resurface Appleby Line from Upper Middle Road
to north of Heron Way, and Upper Middle Road from Heron Way to Imperial Way/Broadleaf Crescent, Wards 4, 5 & 6, in the City of Burlington.
 
The construction of this project is tentatively scheduled to begin in 2022. A more
detailed letter will be sent out once the construction dates are established.
 
As part of the project design process, Halton Region staff will be surveying, locating and
marking above-ground and underground infrastructure within this area. Please do not disturb or remove any stakes or paint markings from your property. Our staff will remove them once the survey work is completed.

Bailie Pumping Station and Reservoir Improvements
Beginning May 2021, Halton Region will be upgrading and rehabilitating the Bailie Booster
Pumping Station and Reservoir on Guelph Line between Longmeadow
Road and Highway 407 ETR.
 
This work is required to maintain our drinking water systems in a state of good repair
and to ensure continued water delivery to residents in the City of Burlington. Improvements will
include the following upgrades:
 
  • Replacement of pumps, valves and piping inside the pumping station building, and
  • Replacement of waterproofing membrane on the roof of reservoir cell 1 and cell 2.
 
The majority of the construction works are anticipated to be completed by the end of 2022 followed by the restoration phase in spring 2023 (where all impacted areas will be restored to at least current conditions). Please note, public access to the reservoir / green space area will be restricted for the duration of construction.
 
Prior to the start of construction, OZA Inspections Limited will be surveying all buildings near
the construction area in order to verify and document existing conditions. The survey will protect
property owners in the event that damage occurs during construction.
 
Your property is located within the limits of the project that are being recommended to be
surveyed. There is no cost to residents or property owners for this service. The survey includes;
an interior/exterior inspection, including; photographs of buildings and structures (or portions
thereof). The inspection typically takes about an hour to complete and will require someone to
be at your home to let the inspector inside. All OZA Inspections limited inspectors carry photo
identification. Your cooperation in helping us complete the survey work as soon as possible is greatly appreciated. As noted in the attached letter, to arrange an appointment, please call OZA toll free at 1-800-667-8263 ext. 231 or email them at appt@ozainspections.com.

Halton Region Police Services News
Reduce Rural Racing Project Results
As you know, Reduce Rural Racers was a 10 day traffic enforcement project conducted in the north rural area of Burlington. The campaign ran Monday to Friday from March 1st to 12th, primarily during commute times but with a presence throughout the day. The intent of this campaign was to address concerns of speeding and aggressive driving as recently brought forward by members of City Council.
 
The final results of the project are as follows:
  • 225 Traffic Stops conducted
  • 229 Provincial Offences Notices issued

4 Part III Provincial Offences Act Summonses issued:
  • 2 summonses for Stunt Driving
  • 2 summonses for related offences required to prove the offence of stunt driving (in both of these cases the offences were speeding – speed exceeding 50kph above the posted limit)
  • 2 vehicles were seized for 7 days under authority of the Highway Traffic Act for Stunt Driving
  • 2 Commercial Motor Vehicles were inspected resulting in 6 Provincial Offence Notices (these statistics form part of the greater total of PONs noted above)
 
We also received a great deal of positive feedback on social media. People were supportive of the overall initiative and reacted positively to social media posts regarding the stunt driving and vehicle impoundments.
 
Members of the #3 District Response Team, uniform patrol officers from all 4 platoons, and members of Regional Traffic Services (Commercial Motor Vehicle Enforcement Unit) participated in this project.
Project #Noisemaker Aims to Target Loud and Unsafe Vehicles and Aggressive Driving
The Halton Regional Police Service continues to receive numerous complaints from across the region regarding loud and unnecessary noise from motor vehicles which have been illegally modified by removing the mufflers or modifying the exhaust system. It has been observed through proactive enforcement that this unnecessary noise is often found to be accompanied by other illegal vehicle modifications, unsafe vehicle conditions and aggressive driving behaviors. During the course of the 2020 Project #Noisemaker campaign in Halton,

Enforcement activities resulted in the following:
  • More than 1420 charges laid region-wide
  • 574 charges for no/improper muffler
  • 396 charges for unnecessary noise
  • 12 racing/stunt driving charges 
 
The remaining charges were primarily vehicle defects, moving violations, licence violations, licence plate violations, violations of the Compulsory Automobile Insurance Act, and violations of the Environmental Protection Act (removal of vehicle emissions components).
During the project, more than 40 vehicles were removed from the roadway for various reasons including defects (causing the vehicle to be unfit), improper licences and stunt driving legislation. Further, the Project was successfully implemented by various Police Agencies across the Province.
 
As a result, the Halton Regional Police will be continuing with Project #Noisemaker. The region-wide project will be launching on April 1st, 2021 and will run until October 31, 2021. Project #Noisemaker aims to address concerns of motor vehicles with illegal modifications, unsafe motor vehicles, and aggressive driving.
 
As part of Project #Noisemaker, Officers from the District Response Teams and Regional Traffic Services will collaborate with partner agencies to conduct inspections through an Operation Wreck Check; will target illegal street racing activity through Project ERASE (eliminate racing activity on streets everywhere) enforcement dates and will partner with Municipal Enforcement Officers to conduct enforcement of the Town of Oakville's motorcycle noise by law.
HRPS New Bicycle Registration App
The Halton Regional Police Service has partnered with 529 Garage to introduce their bicycle registration app to residents of Halton. 529 Garage is an application that connects you, other cyclists, police, and local bicycle shops in the event your bicycle is stolen.  
 
Registration is easy - simply download the app, input your contact information and bicycle serial number, and upload photos of yourself and your bicycle.  Registrations can also be made on the 529 Garage website if you do not have a smart phone or tablet.
Once you have registered your bicycle on the app, if it is stolen or goes missing, you can notify 529 Garage and they will issue an alert from the app that is sent to other local cyclists and bike shops alerting them to the missing bicycle. 
 
Once an alert for your bicycle has been posted, the app will also direct you to the HRPS online reporting tool where you can report it to police. By registering, if a bicycle is recovered, it is easier for police to identify and return the bicycle to the proper owner.
 
Additionally, 529 Garage Decals will also available to be placed on your bicycle after you have registered. These tamper proof decals act as a visual deterrent letting would be thieves know that your bicycle has been registered. Burlington 2021 COVID-19 Property Tax Deferral Payment Plan - Property owners that are experiencing financial hardship directly related to COVID-19 and unable to pay property taxes by the regularly scheduled tax due dates can apply for a deferred pre-authorized monthly payment plan if they meet eligibility criteria. 
 
Provincial
Ontario’s Energy & Property Tax Rebates – Businesses that were required to shut down or significantly restrict services due to provincial public health measures (in areas with modified Stage 2 restrictions or categorized as control/red or lockdown/grey) 
 
COVID-19 Energy Assistance Program for Small Business (CEAP-SB) - Eligible small business and registered charity customers may qualify for a one-time CEAP-SB credit for the electricity or natural gas charges that are overdue on the date of their application for CEAP-SB, up to a maximum of $1,500.
 
Ontario’s Starter Company Plus Program – provides funding up to $5,000, one-on-one advice from a Small Business Advisor and 6 biweekly coaching sessions for businesses in their first 5 years in business.
 
Federal
Canada Emergency Wage Subsidy (CEWS) - as a Canadian employer who has seen a drop in revenue during the COVID-19 pandemic, you may be eligible for a subsidy to cover part of your employee wages. This subsidy will enable you to re-hire workers, help prevent further job losses, and ease your business back into normal operations.
 
Canada Emergency Business Account (CEBA) - as of December 4, 2020, hard-hit small businesses and not-for-profits could be eligible for an additional $20,000 CEBA loan, on top of the $40,000 already available. Applicants now have until June 30, 2021 to apply for a $60,000 CEBA loan or the $20,000 expansion at their financial institution.
 
Canada Emergency Rent Subsidy (CERS) - Canadian businesses, non-profit organizations, or charities who have seen a drop in revenue during the COVID-19 pandemic may be eligible for a subsidy to cover part of their commercial rent or property expenses, starting on September 27, 2020, until June 2021.
 
Regional Relief and Recovery Fund (RRRF) - provides liquidity support to businesses and organizations affected by the economic impacts of COVID-19, that are unable to access other federal relief measures, or require additional support.

The best way to prevent the spread of respiratory viruses including COVID-19 is to:
  • stay home when ill;
  • cover coughs and sneezes with a tissue or sleeve;
  • wash hands with soap and water or with alcohol-based hand rub; and
  • clean and disinfect objects and surfaces.
