February is Black History Month, and although we here at the CEBC celebrate Black excellence 365 days a year, we would like to take a moment to acknowledge the origins of this historic month. Black History Month dates back to 1926, when Dr. Carter G. Woodson, founder of the Association for the Study of Negro Life and History (ASNLH), now known as the Association for the Study of African American Life and History (ASALH) first proclaimed the second week of February as “Negro History Week.” At that time, a coordinated effort was launched to develop lessons and encourage the teaching of Black history across the nation's communities and public schools. Negro History Week formally changed into what would become Black History Month by 1976 when President Gerald Ford extended the observation to a full month.
As part of engaging in Black History Month, we must also acknowledge there is still much work to do in terms of reducing disparities and disproportionalities facing children of color in the child welfare system. These racial disparities reflect historic and systemic racism, as well as other factors, that need to be addressed for a more equity-centered approach. The CEBC’s Reducing Racial Disparity and Disproportionality in Child Welfare: Programs Topic Area highlights programs that propose replicable strategies for reducing these disparities and disproportionalities.

Resources from the CEBC for Parent Leadership Month
This month, the CEBC is sharing resources that can be found on our website related to Parent Leadership Month, including our Parent Training Program Topic Area, which includes various programs that help parents improve their parenting of and communication with their children. Parent training services are frequently cited as a prerequisite to reunification and the dismissal of court dependency. In most child welfare cases, parents are required to participate in a parent training program with some interactive components, using a wide variety of curricula.
Highlighted below are Parent Training Programs that Address Behavior Problems in Children and Adolescents and Parent Training Programs that Address Child Abuse and Neglect. Each Topic Area Summary provides a brief overview and highlights all rated programs (as determined by the CEBC Scientific Rating Scale) for each Topic Area.

Join San Diego Youth Services, San Diego Office of Equity and Racial Justice, and San Diego MAKE Projects for their 3rd annual event where the focus is Be the Change. The Birth of Brilliance Conference was conceived to raise the collective consciousness around the effects of racial disparities and implicit bias in mental health, social services, developmental services, early childhood education, and medical care. For the last two years, this virtual conference has brought together critical voices to have long-overdue courageous conversations.

Program Evaluation: Is the Protective Factors Survey Right for Us? Webinar

California is rolling out access to the Protective Factors Survey (PFS) database to support the critical work of collecting data to evaluate effectiveness of interventions/programs. Learn about the PFS and how this free tool can be used for program evaluation and monitoring in your agency and county. Hear more from Los Angeles, where the County and their providers have piloted wide use of the PFS and the PFS database and will share their experience rolling out and using the PFS – who is using it, benefits, challenges, and how the County and providers are using the data. Follow-up workshops will provide specific training on how to administer the survey and use the PFS database.
