We are excited to be heading to Portland in August for our Annual Conference and are preparing a not-to-be-missed event. In addition to the terrific general sessions we have planned, there will be some very important business to be conducted at our Annual Business Meeting.
The Annual Business Meeting of the Northeast Public Power Association will be held at 3:45pm on Monday, August 23, 2021 at the Westin Portland Harborview, 157 High St., Portland ME 04101. The Annual Election of Board of Directors and Officers will take place at this meeting. All Active Members are invited to attend and vote. Nominations can also be made from the floor during the meeting.
The Nominating Committee voted to recommend the following slate of Board of Director candidates for a three-year term, to expire August 2024.

In addition, over the course of the past year, the Governance Task Force has been diligently reviewing NEPPA's bylaws, policies, and procedures. This review resulted in a recommendation to amend the bylaws.
On May 14, 2021, the Board of Directors voted to recommend the following bylaw changes. Text highlighted in yellow is the proposed new language recommended for adoption. The Active Membership will be asked to vote on these proposed changes at the Annual Business Meeting.
Article XI, section 1:
Proposed amendments to these bylaws shall be submitted to the Board of Directors in writing. These proposed amendments shall be brought forth to the Active Members upon approval by a two-thirds vote of the Board of Directors. Proposed amendments shall be submitted to the Active Members in writing fourteen calendar days prior to the scheduled Annual Business or Special Meeting. Such bylaw amendments may then be approved by a two-thirds majority vote of the Active Members present and voting. In the event of an emergency, bylaw amendments may be approved at either the Annual Business Meeting or a Special Membership Meeting duly called without prior submission to the Active Membership by a 2/3 vote of those present and voting.
Article VI, section 4:
Each Standing Committee shall prepare can recommend a proposed budget and work-plan for the next fiscal year, to be made part of the overall Association budget presented to the Board of Directors. In conjunction with the proposed budget and work-plan, each Committee shall report to the Board of Directors on their activities of the prior twelve months.

Each year, Holyoke Gas & Electric Department negotiates a wood poles contract on behalf of NEPPA members and would like to get a consensus from members to standardize wood pole treatments for next year’s bid.
This virtual session is an opportunity to discuss available treatment options including the pros/cons of each from two major wood pole suppliers, Stella-Jones and Koppers.

NEPPA is pleased to offer a completely redesigned Advanced Lineworker Program which is held 3-days/week for 4 weeks/year. Advanced Lineworker is designed to equip participants with the knowledge, skills and resources necessary to build, maintain, troubleshoot and repair a distribution system. Upon successful completion of the Program, students are awarded a Certificate of Completion.

NEPPA is pleased to continue offering a 1-day basic and technical prerequisite course for anyone looking to attend technical programs or to gain a basic understanding of electrical theory, concepts and mathematic principles.
Basic Electricity & Mathematics for Utility Operations is designed to be an introduction to the electrical concepts and mathematic principles needed to understand electricity and electrical equipment. This course is a foundational level course that is a basis for additional course work in specific disciplines such as substation, overhead lines and metering.

NEPPA is pleased to be building a completely revitalized Substation Program, including both Substation I and Substation II.
Program is designed to build upon the foundations learned in the Substation I Program, and focus on the principles of substation design, construction, operations and maintenance.
In addition to in-class lecture, the Substation II Program incorporates hands-on application of concepts and testing, field visits and tours of different installations.

Congratulations and best of luck to Jeff Cady on his recent retirement from Chicopee Electric Light Department. Jeff spent his entire 32 year career with Chicopee Electric Light having begun his career as a Power Resource Analyst. He progressed through the ranks to become the Power Resource Manager, the Assistant Manager and became General Manager in 2005. Jeff also served as President of NEPPA and on many committees over the years. Jeff - we will miss your commitment to public power and your long service to NEPPA!

The White House and a group of 21 bipartisan senators announced last month a $529 billion framework in new infrastructure spending that is mostly roads, bridges, and water. The framework provides: $7.5 billion for electric vehicle (EV) infrastructure; $7.5 billion for electric buses and other transit; $20 billion for “infrastructure financing” through the creation of an Infrastructure Financing Authority (aka Infrastructure Bank); and $73 billion for power infrastructure, including the creation of a new federal “grid authority.”

New yard care rebates available to VPPSA member customers

Waterbury Center, VT- Vermont Public Power Supply Authority (VPPSA) is announcing new yard care rebate offerings to help customers of its municipal electric utility members adopt clean technology. A $25 rebate is available for each electric chainsaw, trimmer, or leaf blower purchased on or after July 1, 2021.
