Baker-Polito Administration Announces Targeted Measures
To Curb Rising COVID-19 Cases, Hospitalizations
Early Business Closures, Revised Gatherings, Mask Orders Announced to Disrupt Growth of COVID-19 Cases

BOSTON — Today, the Baker-Polito Administration announced a series of targeted measures to disrupt the increasing trend of new COVID-19 cases and hospitalizations. Governor Charlie Baker announced these changes at a time where public health data has indicated that cases are rising, with cases up by 278% and hospitalizations up by 145% since Labor Day. These measures are meant to disrupt rising trends now, so the Commonwealth can keep the economy and schools open for residents and to prevent the need to roll back to Phase I or Phase II of the reopening plan.
All orders and advisories will be effective Friday, November 6th at 12:01 AM.
New Orders & Advisories:
Stay At Home Advisory: The Administration issued a revised Stay At Home Advisory to ensure residents avoid unnecessary activities that can lead to increased COVID-19 transmission. The revised Stay At Home Advisory instructs residents to stay home between 10 PM and 5 AM. The Advisory allows for activities such as going to work, running critical errands to get groceries and address health needs, and taking a walk.
Early Closure of Businesses and Activities: Governor Baker issued a new executive order that requires the early closure of certain businesses and activities each night at 9:30 PM. The 9:30 PM closure requirement is aligned with the Stay At Home Advisory and together the two new initiatives are designed to further limit activities that could lead to COVID-19 transmission.
Effective November 6, the following businesses and activities must close to the public each day between the hours of 9:30 PM and 5:00 AM.
- Restaurants (in-person dining must cease at 9:30 PM, although takeout and delivery may continue for food and non-alcoholic beverages, but not alcohol)
- Liquor stores and other retail establishments that sell alcohol must cease alcohol sales at 9:30 PM (but may continue to sell other products)
- Adult-use marijuana sales must cease at 9:30 PM (not including medical marijuana)
- Indoor & outdoor events
- Theaters/movie theaters (including drive-in movie theaters), and performance venues (indoor and outdoor)
- Youth and adult amateur sports activities
- Golf facilities
- Recreational boating and boating businesses
- Outdoor recreational experiences
- Casinos and horse tracks/simulcast facilities
- Driving and flight schools
- Zoos, botanical gardens, wildlife reserves, nature centers
- Close contact personal services (such as hair and nail salons)
- Gyms, Fitness Centers and Health Clubs
- Indoor and outdoor pools
- Museums/cultural & historical facilities/guided tours
Face Covering Order: Governor Baker also signed an updated order related to face-coverings. The revised order requires all persons to wear face-coverings in all public places, even where they are able to maintain 6 feet of distance from others. The revised order still allows for an exception for residents who cannot wear a face-covering due to a medical or disabling condition, but it allows employers to require employees to provide proof of such a condition. It also allows schools to require that students participating in in-person learning provide proof of such a medical or disabling condition.
Gatherings Order: Governor Baker also signed an updated order restricting gatherings. The new gatherings order reduces the gathering size limit for gatherings at private residences: indoor gatherings at private residences are limited to 10 people and outdoor gatherings at private residences are limited to 25 people. The limit on gatherings held in public spaces and at event venues (e.g. wedding venues) remains the same. The new order also requires that all gatherings (regardless of size or location) must end and disperse by 9:30 PM.
The new gatherings order also requires that organizers of gatherings report known positive COVID-19 cases to the local health department in that community and requires organizers to cooperate with contact tracing. The gatherings order authorizes continued enforcement by local health and police departments and specifies that fines for violating the gathering order will be $500 for each person above the limit at a particular gathering.

Scott Emerson has been promoted to Vice President, IT Security. Scott has over 20 years of experience in the technology industry and has been an essential part of the Innovation & Technology team at Country Bank for 14 years. Scott earned a Bachelor of Arts in Psychology from UMass Amherst and has also achieved several professional certifications, including Information Systems Security Professional (CISSP), Information Security Manager (CISM), and GIAC Enterprise Defender (GCED).
Alyson Weeks has been promoted to Assistant Vice President, Human Resources. Alyson began her career at Country Bank 12 years ago as a Teller and has worked in various other roles in the Retail Banking division, including Teller Supervisor, Branch Operations Manager, and Retail Operations Manager, before joining the Human Resources team five years ago. Alyson holds a Bachelor of Arts in History from Worcester State University and has a Master’s Degree in Education from American International College.
Erin Skoczylas has been promoted to Assistant Controller. Erin began her career at Country Bank 23 years ago as a part-time Operations Clerk. Before transitioning to Accounting in 2008, she worked in various positions throughout the Operations department. Erin holds an Associates of Science degree from Springfield Technical Community College in Business Administration and a Bachelor of Business Administration from Western New England University. Erin is also a 2017 graduate of the New England School for Financial Studies.
Promoting employees from within and providing continuous learning and development opportunities are the foundations of Country Bank’s philosophy. Harrington HealthCare to Open Addiction Immediate Care Center
Center Will Be First of Its Kind in Massachusetts and Nearby Connecticut
WEBSTER, MA, November 3, 2020 – Harrington HealthCare System has opened an Addiction Immediate Care (AIC) center to provide immediate treatment and ongoing comprehensive care for individuals suffering with alcohol and substance use disorders. The center, located on the Harrington HealthCare at Webster campus, is the first facility of its kind in Massachusetts and nearby Connecticut.
“The Addiction Immediate Care center is unlike any other substance use treatment facility in the state or the region because it provides immediate access to a full range of treatment for any type of alcohol or substance use disorder, all in one place,” said Harrington HealthCare System (HHS) President and CEO Ed Moore. “We are so proud to add this unique facility as a key entry point to our existing continuous care model of addiction treatment. We believe it will help to both save and change the lives of many people in the communities we serve by allowing them to better access the care they need right at the moment when they’re ready to do so.”
Moore says the opening of the AIC center, which has been in the works for nearly a year, is particularly important now due to the spike in substance use disorders and relapses caused by the extreme stress of the COVID-19 pandemic.
The AIC offers rapid assessment of patients suffering from alcohol and substance use disorders, with medication-assisted treatment (MAT) beginning within 24 hours in most cases. After the initial assessment is completed, the center will continue to provide patients with comprehensive care and support throughout the recovery process.
Addiction Immediate Care is not intended for the treatment of overdose. Anyone suspected of suffering an overdose should seek care at the Emergency Department right away. Rapid entry into addiction treatment can then be provided by AIC.
In addition to ongoing management of therapeutic medications for the treatment of addictions such as Suboxone, Vivitrol, methadone and naltrexone, the center will require that patients also engage in supportive therapies. These may include evaluation and treatment of related mental health disorders, individual counseling, support groups, and seamless integration with Harrington’s Intensive Outpatient and Partial Hospitalization Programs, based on need.
HHS Vice President of Behavioral Health Services, Gregory Mirhej says that this combination of rapid access to treatment and comprehensive continuum of care is crucial to helping people successfully overcome addiction.
“Unlike people with other urgent medical conditions, individuals with substance use disorders historically have not been able to access immediate or comprehensive care in one place,” Mirhej said. “At most outpatient addiction clinics patients may sometimes wait two to four weeks to be seen, and often the clinics don’t offer the full scope of treatment necessary for full recovery. This creates a slow and fractured system of care that makes it much more difficult for patients to follow through with all the treatment they need, resulting in progression of the disease and an increased risk of overdose and death.”
Mirhej says AIC was designed based on an urgent care model of treatment to close those gaps in care for patients. The center’s location on the Harrington HealthCare at Webster campus was chosen because of its convenience to both southern Massachusetts and northeastern Connecticut communities served by HHS, and due to the availability of other supportive services on the campus including an Intensive Outpatient Program, Partial Hospitalization Program, Emergency Department, Lab and primary care offices.
Anyone seeking treatment for a substance use disorder can call 508-949-8981 during open clinic hours to make an appointment to be seen within 24 hours. The center is open Monday through Friday from 6 a.m. to 4 p.m. and Saturday from 6:30 a.m. to 10 a.m. All Massachusetts and Connecticut insurance plans are accepted. Those without insurance will be charged a sliding-scale fee based on income.

Harrington Physician Services Welcomes Family Medicine Physician Dr. Deborah Palmer
BRIMFIELD, MA, November 5, 2020, – Deborah Palmer, DO has joined Harrington Physician Services’ Family Medicine practice in Brimfield, providing primary care to all ages.
Dr. Palmer is a member of the American Academy of Family Physicians and serves on the Board of Directors for the Connecticut Academy of Family Physicians. She is also a member of the American Osteopathic Association and the American Medical Association, and is certified in Advanced Cardiac Life Support, Pediatric Advanced Life Support, Advanced Life Support in Obstetrics and Neonatal Resuscitation.
Prior to joining HPS, Dr. Palmer was chief resident at Middlesex Health Family Medicine in Middletown, Connecticut, during which time she served as the Connecticut Delegate at the National Congress of Family Medicine Residents. She was also a member of the Middlesex Hospital Peer Review Quality Improvement Committee and Communities of Care Quality Improvement Committee.
Dr. Palmer completed her undergraduate studies at Le Moyne College in Syracuse, NY where she graduated magna cum laude. She received her medical degree from New York College of Osteopathic Medicine in Old Westbury, NY.

Online Auction Raises $33,718 For Pets in Need
Second Chance Grateful to Supporters
EAST BROOKFIELD, MA (November 6, 2020) – Second Chance Animal Services is declaring the 2020 DinnerLESS Auction a great success, with $33,718 raised to help pets in need.
The annual March dinner auction, that provides critical funding for all the Second Chance programs that help pets in need, was postponed several times due to COVID. The possibility of holding the event in person was slim so the dinner auction committee knew they had to try something new. Surrounded by a room full of items that were ready to go, they got to work planning an online auction.
Second Chance development director Lindsay Doray is ecstatic with the fundraiser’s results. “We plan the event with a goal to raise $40,000 to help sustain all our programs. This year, the need for help is great. Our nonprofit hospitals are getting 2 to 3 times the normal number of calls right now and the adoption center continues to provide refuge for pets with extensive medical needs - we couldn’t let them down.”
Doray is grateful to all who participated in the online auction, reporting that over 1,000 bids were placed throughout the month-long auction. “We definitely missed celebrating with supporters in person, but everyone I’ve talked to has told me how much fun they had bidding on the DinnerLESS Auction.”
Doray also expressed gratitude to all the sponsors and those who donated items. “Great items continued to arrive as people learned about the auction. We were able to add a few, but we’re planning to hold a mini auction for Black Friday to help more pets and help our supporters get a little more holiday shopping done.” Second Chance is also working on the return of several other popular online fundraisers including a holiday edition of Poorly Drawn Pets where volunteers create portraits of pets for a small donation.
The DinnerLESS Auction was made possible by the generous support of RE/MAX realtor Wendy Johnson in loving memory of Pam Crawford. Pam Crawford was a longtime supporter of Second Chance who devoted her life to her family and to helping people find a home.

Joins More Than 680 Screening Centers across the Country Following Best Practices Outlined by GO2 Foundation for Lung Cancer
SOUTHBRIDGE, MA, November 12, 2020 – Harrington HealthCare System has been named a Screening Center of Excellence by the GO2 Foundation for Lung Cancer for its ongoing commitment to responsible lung cancer screening. The 23rd Annual Festival of {Giving} Trees
The 23rd Annual Festival of {Giving} Trees will tentatively run from Sunday, November 15th through Sunday, December 6th. At 3:00 PM on Sunday, December 6th, the winners will be drawn. This year’s festival will be a Virtual Event and Online Fundraiser. Watch the festival website and facebook page for more.

Taking into account the health and safety of our amazingly supportive community, this year's Festival of Giving Trees will be a virtual event. Trees will be set up and exhibited in your place of business or home (not at the hall as in past events) - photographed/videoed (by us or you; your choice) - and then displayed virtually through our social media outlets. You will still get to purchase chances to win the trees (among other prizes) online.
The mission is to raise money to help the Silent Spring Institute www.silentspring.org, the Massachusetts Breast Cancer Coalition www.mbcc.org and the Cancer Center at Harrington Hospital to fight the battle against breast cancer and to help fund cancer research. Over the past twenty-two years, the Festival of (Giving) Trees has raised and donated over $695,000 to these beneficiaries.

Hitchcock Academy Invites You to Revisit the Mayflower
November 9 will mark the 400th anniversary of the arrival of the Mayflower on Cape Cod. It wasn’t supposed to be there. On November 17, from 6:30 to 8:00 pm, genealogist and historian Dave Robison will conduct an online class through Hitchcock Academy, which will revisit the journey, discuss the conditions faced by its participants and consider the important legacy of that long ago voyage. After four centuries there is still a great deal to learn about what transpired on that ship.
The Mayflower was not the 17th century version of a cruise liner. It was a cargo ship and originally it was only supposed to carry half of the 102 settlers who left Portsmouth England for the New World. Due to the leaky nature of its sister ship, the Speedwell, all the voyagers were crowded onto the Mayflower, a ship estimated to be 80 feet long and 24 feet wide. Robison’s class will examine the repercussions the leaky Speedwell had on the later departure of the Mayflower, which included traversing the Atlantic during hurricane season and arriving in the wrong place after 66 days at sea.
Amateur historians and Mayflower descendants may sign up for the class by visiting www.hitchcockacademy.org. Participants will be sent an online meeting invitation containing a secure link for the presentation. History labels the Mayflower voyagers as Puritans, Pilgrims or Separatists which may make the experience otherworldly rather than relatable. Yet COVID 19 has left too many of us with the experience of being limited by space for long stretches of time. Compound that with being seasick and cold and forced by circumstances to eat the same food every day for over two months. Food, which is not served hot or even cooked as rocky seas made it too risky for cooking fires.
Robison’s class will also take a new look at the Mayflower Compact. Landing in the wrong place meant the Mayflower passengers had to develop a whole new set of laws. The Compact they formulated and signed formed the basis for representative government in the New World. Representative government in an age when much of the world believed in the “divine right of kings,” a belief that held kings received their authority to govern from God. The settlers on the Mayflower were pledging to follow a government which received its authority from people, an idea beyond radical.
Find out if a Puritan can be a Pilgrim, too. Learn how 102 people and crew lived, slept, ate, (and in one case even gave birth) in a space roughly the length between home plate and the pitcher’s mound and as wide as a typical two car garage.

Join us for an intimate evening of dinner and wreath making with farmer-florist Emily Day of Bell Brook Farm at West Brookfield’s most idyllic location for such holiday festivity – Salem Cross Inn.
Enjoy a quintessential New England dinner in Salem Cross Inn’s festive dining room. You’ll be seated with your party of up to 6 guests for Salem’s famous chicken pot pie with buttermilk biscuit, harvest squash, whipped potato, seasonal dessert, and choice of tea or coffee. Alcohol is available but not included in ticket price and can be purchased separately during dinner.
Following dinner, you’ll head to our fireside workshop space where Emily will review some basic design techniques and share helpful hints on creating a holiday wreath using locally grown and foraged winter ingredients. All materials and tools including a wreath base (vine or metal) greenery, accents, and ribbon will be provided. You are welcome to do some foraging of your own and bring additional greenery, branches of berries from your own yard to add to your design.
COVID GUIDELINES: Ticket sales will be limited to 20 guests per event to allow for safe social distancing. Each group will be seated with their own party (up to 6 guests) for both dinner and wreath making. Groups will not be mixed. Salem Cross Inn has plenty of space for us to spread out safely and masks will be required when not at your table.
