Hearing dates for proposed 2023 City Budget
On Tuesday, September 6 and Tuesday, September 20, the City Council will hold public hearings so that the public may comment on the City’s FY2023 proposed budget and tax rate. The Council will vote to adopt the FY2023 budget and tax rate during its Tuesday, September 20 meeting. A copy of the draft FY2023 budget will be available on the City’s website by August 12. Both Council Meetings will begin at 5 p.m.

If you have comments about the proposed budget, and you want make them in person on either of these dates, you are welcome to do so. If you would like to register to speak before you arrive at City Hall, please fill out an online form.

All Council Meetings are livestreamed on the City's website at uptexas.org. If you want to comment remotely or have comments included in the Public Comments portion of a Council Meeting, you can use our website’s eComment feature, or you can contact Christine Green, City Secretary, at [email protected] or 214-987-5302. Please note that the Mayor will acknowledge receipt of written comments, but written comments are not always read aloud.
Next Leadership UP class will be forming soon
If you’re interested in learning more about the City’s history, opportunities, challenges, and resources, our Leadership UP program might be for you! The application process opens August 15 and will close in mid-September. Monthly presentations will start this October, and conclude in February 2024.

This 17-month program will cover all aspects of City operations. In addition, classmates will receive presentations from sister entities including HPISD, SMU, the George W. Bush Presidential Library and the Dallas County Park Cities Municipal Utilities District. The program’s ultimate objective is to provide a pathway for residents who are interested in serving on one of the City’s boards or committees.

More details about the program and a link to the application form will be included in the August UPdate. Beginning August 15, we will also publicize this UP resident-only opportunity on the City's social media platforms.

Active school zone times
HPISD students return to campus on Wednesday, August 17. With school back in session, the streets around the City’s various campuses will be more congested. UPPD reminds motorists that active school zones are designated by flashing yellow lights.

School zone times in University Park - all campuses

  • 7:15 a.m. to 8:30 a.m. and 2:45 p.m. to 4:15 p.m.
  • 20 MPH is the speed limit in all active school zones

Parents, please make sure that your children use the sidewalks when walking or riding their bikes to school. Children should follow the directions of the crossing guard, who will make sure they cross safely. Early in the school year, UPPD will have extra officers watching queuing lanes at the elementary and intermediate/middle school campuses.

Town begins wastewater construction project on Lakeside Drive
Contractors for the town of Highland Park have started work on the rehabilitation of approximately 3,400 linear feet of wastewater pipeline under Lakeside Drive from Armstrong to Beverly Drive to address pipe deficiencies and pavement failures. Originally installed in the 1930s, the pipeline collects and conveys flow from SMU, University Park, and the Town. The system runs through the Dallas Country Club and along Turtle Creek where flow is ultimately discharged into the Dallas Water Utilities Wastewater Collection System south of Wycliff Avenue. 

The Town is providing a project-specific website so that residents and area motorists can keep up-to-date with the progress of this multi-month effort.
Preventing theft of F-150 and F-250 taillights
UPPD is continuing its efforts to make taillight thefts involving F-150 and F-250 trucks much tougher to accomplish. If you are a University Park resident and you drive either model, UPPD will install taillight screws that can't be removed without the use of a special tool. To arrange for an installation, email UPPD Detective Schellinger at [email protected]When you email him, please specify a time Monday through Thursday between 9 and 11 a.m., or Tuesday and Wednesday from 5 to 6 p.m.
988 Suicide Prevention & Crisis Lifeline
The National Suicide Prevention Lifeline has a new and easy number to remember. Joining other important three-digit dialing codes, 988 now routes those who are experiencing mental health distress to trained counselors who can help. This free hotline is staffed 24/7. When you call, text or contact the hotline service via chat, you will be connected to trained counselors who are part of the existing National Suicide Prevention Lifeline network involving about 200 local crisis centers. Usually, callers are connected to the center closest to where they are calling from. 
Lifeline goals:

  • Provide immediate, confidential counseling to someone in distress
  • De-escalate suicidal or distressed thought
  • Connect people with local resources when appropriate

Although 988 is easier to dial, the old 800 number, 1-800-273-8255 still works.
