Prime Minister publishes COVID winter plan
The Prime Minister has published the government’s COVID Winter Plan, setting out the end of national restrictions and the steps ministers will take to help bring life back to normal by Spring.
 
The plan seeks to bring R below 1, find new ways of managing the virus and enabling life to return closer to normal, and minimise damage to the economy and society.
 
National restrictions will end on 2nd December, with England then returning to local tiers.
 
Shops, gyms, personal care, and leisure facilities are to reopen, whilst collective worship, weddings and outdoor sports can resume.
 
Tiers are expected to be toughened in some areas and on Thursday, 26th November, the Prime Minister will confirm what tiers each area of England will fall into.

Local restriction tiers: what you need to know
A new, local restriction tier system will be in place from Wednesday, 2nd December - designed to manage outbreaks, suppress the virus and keep the R rate below 1. 
 
There are three tiers for local restrictions. Click on each tier below for more details:

Staying mentally well: winter plan
The government has set out a plan of support to help individuals to stay well during the second wave of the coronavirus and the winter months ahead.

Businesses that have been forced to close due to COVID-19 national restrictions, from Thursday 5 November to Wednesday 2 December, can apply for the Local Restrictions Support Grant (Closed) Addendum through Luton Council.

To qualify for this grant, businesses must have been:
  • open as usual before the restrictions
  • required to close due to new national restrictions imposed by government
  • paying business rates for the premises

How much will businesses receive?
The value of the grant will depend on the Rateable Value (RV) of your business premises, although there is some discretionary funding available to support those not in the business rates system.

Businesses can find and check their business rates valuation with the Valuation Office Agency HERE.

Grant payments for businesses forced to close on a national basis
Businesses occupying hereditaments with a rateable value of:
  • Exactly £15,000 or under will receive a payment of £1,334 per 28-day qualifying period.
  • Over £15,000 and less than £51,000 will receive a payment of £2,000 per 28-day qualifying period.
  • Exactly £51,000 or above, will receive £3,000 per 28-day qualifying period.

These grants will be issued per 28-day qualifying restriction period.
