JULY
On July 2, 1776, the Continental Congress voted in favor of declaring independence from Great Britain. The Declaration of Independence was officially adopted two days later, marked by the ringing of the Liberty Bell at Independence Hall in Philadelphia.
July was named after Roman General Julius Caesar; it was selected by the Roman senate, being the month he was born in.
In early July, a period of time called the “dog days of summer” begins. Historically they were observed within Ancient Roman and Greek astrology and were connected with bad luck, mad dog attacks, unexpected thunderstorms, heat, and drought. They gained their name as “dog days” as they were connected with the star Sirius, which is part of the Canis Major (Greater Dog) star system. Nowadays, “the dog days” refers to when the hottest days of summer begin.
Coincidentally, it was in July that the rabies vaccine was first successfully given to a patient. The French microbiologist Louis Pasteur administered the vaccine to a nine-year-old called Joseph Meister on July 6, 1885. The child had been bitten by a rabid dog, and Louis Pasteur, unsure whether the vaccine would be successful, decided it was worth testing. Fortunately for the boy, it worked!
The birthstone of July is the ruby, considered by many to be the king of gems. At one point in time, it was considered to protect warriors on the field of battle if it was embedded in their armor. Nowadays, as a birthstone, it’s said to protect against evil.
July has two birth flowers – the water lily and the larkspur. The water lily is a symbol of a pure heart, while the larkspur (especially its white form) represents the lightness of the heart.
July was an important time for the space race of the ’60s. The first crewed mission to the moon, the Apollo 11 Mission, launched on July 16, 1969. Four days later, on July 20, 1969, Neil Armstrong made history by taking the first step on the moon while declaring, “That’s one small step for man, one giant leap for mankind!”.
July’s full Moon, the full Buck Moon, occurs on Friday, July 23. It reaches peak illumination at 10:37 P.M. (EDT) that evening, rising above the horizon just after sunset. The full Moon in July is called the Buck Moon because the antlers of male deer (bucks) are in full-growth mode at this time. Bucks shed and regrow their antlers each year, producing a larger and more impressive set as the years go by.
July has some pretty delicious month-long observances, too! In the US, at least there are three, in particular, that stand out – It’s National Watermelon Month, National Hot Dog Month, and National Ice Cream Month. Yum!
There are two star signs which fall in the month of July. If you’re born before July 22nd, then your star sign is Cancer. If you’re born after this day, from July 23rd onward, then you’re a Leo.

The only requirement for AdoptOneBlock is the commitment to clean up one or more blocks on a regular basis on your own schedule. All Block Ambassadors have one primary purpose: to be of service to our community by cleaning up our world one block at a time.

Alderwood-Cornfoot-Columbia Job Connector Shuttle
Alderwood-Cornfoot-Columbia Job Connector Shuttle
Multnomah County will offer a free shuttle service to and from the area south of the Portland International Airport. The shuttle will help people access jobs from existing TriMet and C-Tran transit services and nearby neighborhoods. The shuttle service is planned to be under contract and begin in late 2021 or early 2022.
They are seeking input from businesses, employers, community organizations, employees and community members. This will allow us to plan the best possible route, days and hours of operation, to better meet the needs of community members who live, work or visit in the area.

July Picnic in the Park Concerts
The Rose City Park and Hollywood Neighborhood Associations are hosting their annual Picnic in the Park Concerts this summer! Norma Sylvester concert will take place on July 24th and LaRhonda Steele on July 31st both from
6:00 pm. to 8:00 pm
Norman Sylvester “The Boogie Cat” was inducted into the Oregon Music Hall Of Fame on October 8, 2011 at the Newmark Theater in Portland, Oregon. Norman is one of the most engaging showmen around the Northwest. Influenced from his Southern Baptist early years and the Gospen Quartet led his father, Mack Sylvester. There is work for the paycheck and work for your passion. Norman’s music is work for his passion! Norman is a “family and community first” musician. The Boogie Cat is totally dedicated to the soul healing force of music.
LaRhonda Steele (Portland) is a gospel singer and songwriter recognized as one the region's best rhythm and blues vocalists. She has been dubbed "The First Lady of Portland Blues”—a title of leadership that she lives up to as she shares songs that carry forth directly from her spiritual life-force.

PCEF announces new funding opportunity: Mini Grants!
The Portland Clean Energy Community Benefits Fund recently launched a new program that offers the community simpler, timelier, and more accessible funding: Mini Grants. Just as a small acorn can grow into a big oak tree, these smaller grants can yield big impacts: building capacity for future opportunities to make Portland climate-friendly for all.
Nonprofit organizations can apply for up to $5,000 in funding for activities that align with PCEF goals of tackling climate change and advancing racial and social justice. $100,000 in funding will be available quarterly; the deadline for this first round of applications is August 1.
All it takes is an acorn of an idea. Not every action has to be big to make an impact on our climate and our communities.
We are excited to announce a new funding opportunity that responds to the community’s request for simpler, more responsive, and accessible funding that is now open for applications: Mini Grants.
PCEF Mini Grants is a quarterly grant opportunity offering up to $5,000 for activities that carry out PCEF goals of tackling climate change and advancing racial and social justice. Mini Grants provide an opportunity for organizations to fund a wide range of activities, including grant writing support, small projects, events, and training.
From providing food and habitat for diverse species, building the soil, and weathering the impacts of climate change, the Oregon White Oak does a lot for our environment. And just like this native tree, many of you are doing a lot for our communities and the environment. From getting supplies for a community garden project to conducting energy audits to sending staff to trainings on the latest clean energy technology, Mini Grants can support the work you do in our communities!

Tenants Now Have 90-Day Safe Harbor from Eviction
for Nonpayment While Applying for Rent Assistance
On Thursday July 8, 2021, Multnomah County passed Ordinance 1296 which strengthened protections against evictions for nonpayment of rent for those tenants who have applied for rent assistance. Ordinance 1296 extends the safe harbor period from 60 days to 90 days for tenants in Multnomah County. If the tenant has applied for emergency rent assistance and provided documentation, the landlord cannot serve a termination notice for nonpayment or engage in an eviction court cause for a 90 day period.
Starting July 1, 2021, all tenants must resume paying their monthly rent subject to the protections in SB 278 and Multnomah County Ordinance 1296. Tenants that accrued nonpayment balances during the emergency period of April 1, 2020-June 30, 2021 have until February 28, 2022 to pay back these accrued nonpayment balances.

As many of you are aware, Hollywood Senior Center is in the process of expanding our services and absorbing a non-profit called The Giving Tree as we become the Community for Positive Aging (CFPA)!
Our new name reflects our identity: A caring and healthy organization that encourages intergenerational relationships, recognizes the wisdom and experience of its elders, and demonstrates awareness and respect for the aging process. Seniors have access to a full spectrum of services, including social, emotional, educational and recreational opportunities appropriate to their unique needs and interests. We value, appreciate and encourage the important contributions of older adults in our community and empower people of all ages to achieve happy, healthy aging.
Hollywood Senior Center is not going away. Under the CFPA umbrella, programming will remain exactly the same and will continue to provide the very same opportunities for social connection, health and wellness, independence and life-long learning, and the organization will remain located in NE Portland while serving clients beyond the Hollywood area. The name “Hollywood Senior Center” will be retained as part of the refresh by becoming “Community for Positive Aging at Hollywood Senior Center.”
Expanded programming will include residential services formerly offered through The Giving Tree, under the title Community for Positive Aging Enhanced Resident Services. These services will be provided at The Morrison, Alder House, Uptown Towers, Fairfield Hotel, Dawson Park, Helen Swindells, and Musolf Manor. We are excited about expanding our services and extending our community to a broader audience, while maintaining the feeling of support and fellowship that members of the HSC community have always enjoyed.

We are excited to announce an info session to discuss the rebranding process and program expansion and answer any questions you may have. This is your opportunity to learn more about our absorption of The Giving Tree, the full range of programs and services that are now offered, and the rebranding process and how we will be defining ourselves moving forward. The program will be hosted by Amber Kern-Johnson, Executive Director of the Community for Positive Aging, formerly Hollywood Senior Center and The Giving Tree, and Amber will be joined by other members of CFPA staff. There will be a Q&A portion, so please bring along your questions or jot them down as we go.
