Last week officially marked the end of the first half of the 2021 legislative session with the deadline for bills having to clear their original house of origin. It’s a good time to review where our top policy priorities stand for the Hoosier business community.

Broadband expansion into rural Indiana
Five pieces of much-needed broadband legislation moved on this week: The House passed HB 1164 and 1449, while the Senate approved SB 352, 359 and 377. They will make technology infrastructure easier to deploy and increase the access to and adoption of high-speed broadband regardless of the city, town, or community in which an individual or business resides. Having high-speed broadband in all corners and areas of the state is so critical to further prepare the state for the digital economy. While not all these measures will pass – some overlap – it remains to be seen what the ultimate vehicle(s) will be for the broadband language. The Chamber will be pushing for legislation that is as strong as possible.
Cigarette tax increase
There is a cigarette tax increase in the budget (HB 1001). The 50-cent per pack increase is woefully inadequate to have any positive impact on reducing smoking per State lawmakers. Sen. President Pro Tem. Rod Bray (R-Martinsville) echo the concerns at his media availability this week.
COVID-19 lawsuit immunity
SB 1 has already been signed into law by Gov. Holcomb! It provides businesses that follow accepted safety guidelines with legal protection regarding coronavirus exposure for employees and the public. The law, which is retroactive to March 2020, will provide certainty for employers and eliminate one more thing they must worry about during the pandemic.
FAFSA requirement for high school seniors
Senate Bill 54 requires Indiana high school seniors, with few exceptions, to complete the Free Application for Federal Student Aid (FAFSA). The legislation cleared the full Senate, but the outcome remains far from certain. Some lawmakers want to give too much credence to largely unfounded arguments by education association lobbyists that the measure poses too much of an administrative burden for local schools. Requiring FAFSA is a common-sense policy that offers clear benefits to both Hoosier families and Indiana’s workforce. Over the past two years, similar bills have been passed by both legislative houses but not in the same year.
Grants for remote workers and employers.
All may not be lost on getting remote worker grants for individuals and work sites. While the bill (HB 1416) died last week when it was not acted on by the House Ways and Means Committee, we received an indication that there may be a willingness to amend the bill into a related one on broadband. Many communities around the country are developing successful programs to attract these workers and Indiana needs to continue competing for the best talent.
Work share unemployment insurance program.
A state work share program – an extension of the unemployment insurance system. Despite the very disappointing result, there is overwhelming bipartisan support in the General Assembly for this policy, but for nearly a decade the legislation has been stopped from proceeding in committee.

Indiana Humanities announces grant opportunities and 2021 deadlines

Statewide — Indiana Humanities will offer more than $215,000 in grants in 2021, continuing to provide opportunities for smaller rapid-response funding and larger grants that support innovative and collaborative public humanities programs.
The statewide nonprofit has a webinar online about its offerings and anticipates holding in-person grant workshops later in the year around the state to provide additional information about the grant guidelines and application instructions.
The slate of grants and deadlines include:
Action Grant
• Up to $3,000
• Offered on a rolling basis, with applications due the last day of each month
• Supports a broad array of projects that help people learn new information, consider different perspectives, share ideas and understand one another better
Historic Preservation Education Grant, in partnership with Indiana Landmarks
• Up to $2,500
Applications due Feb. 28, 2021 (round 1) and Sept. 30, 2021 (round 2)
• Supports programs that educate the community about historic places and properties—and particularly about the need to preserve and protect them
INcommon Grant, in partnership with the Central Indiana Community Foundation
• Up to $5,000
• Applications due Feb. 28, 2021 (round 1) and Aug. 31, 2021 (round 2)
• Supports programs that use humanities ideas, readings, and scholars to spark in-depth thinking and conversation around the persistent social, economic, cultural and racial issues that divide our communities
Innovation Grant
• Up to $10,000
• Inquiry form due April 30, 2021, with full application due July 31, 2021
• Supports bold programs that introduce new ideas, utilize unique approaches and/or reach underserved audiences; applicants must demonstrate they’re stretching boundaries to create fresh, inventive and even risky projects
Collaboration Grant
• Up to $20,000
• Inquiry form due April 30, 2021, with full application due July 31, 2021
• Supports nonprofit organizations that collaborate to deliver in-depth public humanities programming built around a core idea or theme; partnerships may be among organizations within a community, within a region or across the state

I am asking that each of you push out the survey once again to your clients, customers and/or staff and encourage them to take the survey. Paragraph with link: The Coalition for a Drug Free Batesville is currently requesting community members participate in the 2021 Community Perception Survey. This survey asks community members about their thoughts on a variety of topics around substance use and abuse. The Coalition then uses the results from this survey to look at what the community perception is on specific topics to allow them to create what their focus of work will be over the next year and beyond. Those who complete the survey will be put into a drawing for a $50 gift card if you choose to include your name and e-mail address at the completion of the survey. COVID-19 INDIANA - COUNTY GUIDELINES BY COLORED
The Indiana Department of Health has established a color-coded county map that measures weekly cases per 100,000 residents and the 7-day positivity rate for all tests completed. Each county is assigned a color based on the average of scores for the two metrics, and the map is updated each Wednesday at www.coronavirus.in.gov.

The Indiana Department of Health has provided the following guidelines to inform local decision-making. The guidelines should be used when counties are in yellow, orange or red status for at least 14 days. The state health commissioner may impose actions when a county is in red status for at least 14 days.

Communities should use the County Metrics Map to make decisions about their businesses, community and social activities.

Certain at-risk Indiana residents are now eligible to get the coronavirus vaccine.
Who is eligible to receive COVID-19 vaccine?
If you are an Indiana resident and answer yes to any of these questions, you are eligible to receive the COVID-19 vaccine:
  • Are you age 55 or older?
Register For Your Vaccine
An appointment is required to receive your vaccination and can be made online. Please be patient, as vaccine supply is limited. If you have difficulty registering online or if you know someone eligible to get vaccinated who doesn't have access to a computer, please dial '211' from any phone to register. You can also contact your MMH primary care provider's office for assistance with scheduling.
COVID-19 Vaccine Availability
