ORR Program Updates

  • Here is the latest UAC program assignment list. Please use this updated list to find the Federal Field Specialist (FFS) when submitting home study reports.
  • ORR Project Officer (PO) is Andrea Francis (andrea.francis@acf.hhs.gov). The PO is to be copied on certain NOC submissions (i.e., media attention, death of a UC, and/or trafficking concerns)



USCCB/MRS Program Updates

USCCB Staff


On February 14th, Simy Cuervo, received a well-deserved promotion from Assistant Director to Associate Director of Family Reunification. Simy, who has been with the Conference for over 12 years, is an invaluable member of MRS and is an expert in the field serving immigrant youth and their families with compassion and dedication. Thank you for all you do, Simy, and for sharing your gifts with us! Please join me in congratulating Simy on this well-deserved recognition. 


As of February 21st, 2023 we have hired two new CSS's! Please join me in welcoming Dory Dinoto and Asma Rehman.


Asma was previously employed at the Catholic Charites Arlington office as a Case Manager in their Migrant & Refugee Services office.


Prior to that she has prior experience working with immigrant families, child welfare, and working with youth.


She holds a MSW and Masters in Peace and Conflict Resolution from George Mason University.


She is also fluent in Urdu and Punjabi!

Dory most recently worked with USCCB on the Afghan Support Program in both Wrightstown, NJ and Leesburg, VA as a volunteer services officer.


She too has extensive experience working with immigrant families, children, and providing program management support.


Dory has experience working overseas, in Jordan and Greece, providing monitoring and evaluation and psychosocial support to children living in a refugee camp.


Dory has a MSW, Global Practice from Boston College.

USCCB Family Reunification is still looking to hire two Program Specialists to assist with the increased workload related to the expansion. We are actively recruiting and hopeful to fill these positions soon. If you know someone who might be interested, direct them to apply here.

The program assignment indicated below will remain in effect while the new CCS's onboard and become familiar with the Safe Passages program. Your currently assigned program CSS will inform you when you the transition and re-assignment will occur.

Safe Passages Family Reunification Training

Mandatory Training

As a reminder, all NEW staff are required to complete 40 hours of pre-training prior to case assignment.

Reminders/Action Items


  • Monthly reports are due the 2nd Friday of the following month. There are several data components from the reports that are used to complete subsequent reports that USCCB/MRS Safe Passages Family Reunification submits to ORR. Please remember to submit your monthly reports on time.
  • The 2023 Updated Monthly Report Form can be found here.
  • Next Monthly Report is due on March 10th.


  • New HS Template Form Here.
  • Please remember that you may use this form now if you would like, however it is not mandatory until we sign our Cooperative Agreement Addendum with ORR.
  • When using:
  • Please remember to add HHM interviews to the additional comments section.
  • Print the form to PDF to be able to include revisions.


  • Capacity Issues - If any sub-recipient program experiences capacity issues due to staffing challenges, medical leave, etc., please notify your CSS immediately via email and be sure to include Minh Martinez, Child Placement Specialist.



  • Please remember to change your UAC Portal password when prompted via email; as a precaution, be sure to check your spam folders for the alerts. Failure to update your password within the time indicated will result in suspension of your Portal account.
  • Also, you MUST login to the Portal weekly/bi-weekly to prevent being locked out due to inactivity.


  • MRIS Updates:
  • We are actively working on adjusting MRIS to reflect the new FY23 Level System inputted by ORR. However, in the meantime, 
  • please indicate the level of the case in the PRS reports.
