Rules Committee meets
The Rules Review Committee met July 8 to discuss rules currently in pre-clearance and clearance with ODJFS staff. The rules included case plan rules, Title IV-E contract and contract monitoring for non-placement services, foster youth bill of rights, and resource family bill of rights. The committee will continue to meet virtually at least through the end of 2021, and its next meeting is Sept. 2.

Damschroder named permanent director of ODJFS
Gov. DeWine announced that effective July 5, Matt Damschroder will move from interim director of the Ohio Department of Job and Family Services to its permanent director. Director Damschroder shared his story as a foster parent and his respect for our agencies' work at the executive membership meeting last month. He will also join us at our annual conference on Oct. 1.

'Recovery Requires a Community' assistance available
The Recovery Requires a Community program is accepting new applications. The program helps individuals with a behavioral health diagnosis by providing financial assistance for transitioning from nursing homes to sustainable community living. Program funds can be used in many ways to help an individual transition and can also be used to help recently transitioned individuals to avoid readmission to a nursing facility. Examples of recovery assistance include short-term housing assistance, a one-time payment of utility arrears, short-term supportive services (such as home health aide/peer support services), or other needs that will support the individual’s ability to live in the community. Find more information here, or email Recovery@mha.ohio.gov.
Child Protection in the News
Poverty poses significant challenges for a child's emotional, educational, and social wellbeing. This March, Congress passed the American Rescue Plan Act of 2021 to mitigate the economic and health effects of the COVID-19 pandemic. Included in this rescue plan is the Child Tax Credit, which has the potential to cut child poverty in half. As the Director of Child Development at Hocking Athens Perry Community Action, I know how meaningful these payments will be to parents seeking to provide the best life possible for their families. This reform demonstrates an investment in our community's children.
 
Testifying before the House Ways and Means Committee last month, 22-year-old Weston Charles-Gallo recalled the sting of his father’s words when he was a boy. If his son turned out to be gay, he recounted, he would “beat the gay out of him,” and throw the teenager out of his house. Like many LGBTQ youth, Charles-Gallo fled rejection and abuse, only to enter a foster care system that failed to accept and support him.
