City Hall, Thorold Community Arena Administration and Cemetery Administration will be closed from Dec. 23, 2022 to Jan. 2, 2023, with normal business hours resuming on Jan. 3, 2023. For after-hour emergencies, please call the City's after-hour line: 905-227-3521.

No changes to garbage collection

Since Christmas and New Year’s Day fall on a Sunday this year, there are no changes to the waste collection schedule. Households may put out two extra bags or cans of garbage without a tag on their curbside collection day on their first garbage collection week following Christmas Day. Residents in single-family homes and apartments with six units or less will be able to put out four bags of garbage. Christmas trees will be collected for composting during the week of Jan. 9 to Jan. 13, 2023, for residents in single-family homes and apartments with six units or less.

Council and staff donate over $2,000 to Community Care

Newly elected City Council and staff collected gifts and raised over $2,000 this holiday season for Community Care of St. Catharines and Thorold.

Toolbox Niagara collects donations for homeless individuals in Niagara

Council, residents and staff also worked together to collect shampoo, conditioner, puzzles, snacks and magazines for homeless individuals in Niagara this holiday season.

December Council highlights

  • Council approved the updated Committees of Council and Boards of Management’s terms of reference for the 2022 to 2026 term
  • Council approved the creation of a Diversity, Equity and Inclusion Advisory Committee and an Environment, Climate Change and Biodiversity Advisory Committee
  • Council approved Thorold Fire and Emergency Services' purchase of a Forcible Entry Training Simulator

The City is recruiting passionate Thorold residents to join a Committee of Council or Board of Management for the 2022 to 2026 term

Residents are encouraged to apply before Jan. 8, 2023. Applicants of appointment must be at least 18 years of age and either a land owner/tenant or a business owner in the city of Thorold.

Request and pay for your water and tax statements on the City's website

Thorold property owners are now able to request and pay for property tax and water statements on the City's website

Residents often require this information when filing their personal taxes, refinancing their mortgage, or selling their home. This new automated process allows residents to access their information from the comfort of their own homes, without needing to visit City Hall.


Please note, as City Hall is closed for the holidays, requests will be processed beginning Jan. 3, 2023.

Thorold Community Arena

Holiday skates at Thorold Community Arena


The holidays are the perfect occasion to spend quality time with family and friends. Thorold Community Arena is offering a number of holiday skates between Dec. 27, 2022 and Jan. 6, 2023. As a special treat, the City will be serving free hot chocolate during public holiday skates. 

Winter skate programs

Thank you to all residents who took the time to complete the arena programming survey last month. Based on resident feedback, the City will be making a few updates to arena programming beginning in the new year.


Tiny Tots will change to Friday mornings between 10:30 a.m. and 12:00 p.m. And for the first time, the City will be piloting a drop-in shinny program, which will be offered on Fridays between 12:00 and 1:30 p.m. and Saturdays between 9:30 p.m. and 11:00 p.m. Please look for more information in the new year.

Festival of Lights

Vote for your favourite decorations in the Festival of Lights contest

Residents submitted pictures of their decorated homes, and now it's time for you to vote on your favourite. The winners of the contest will be shared on the City's social media on Jan. 3, 2023.

Holiday Colouring Contest

Artwork will be accepted until Jan. 2, 2023

Children are invited to participate in the City's Holiday Colouring Contest. Download one of the colouring sheets at the link below and email submissions to co[email protected] (photo or scanned copy).


Submissions will be shared online for everyone to see. The results of the draw will be announced Jan. 3, 2023 and will be shared on the City's social media. Happy colouring!

Take a look at the library's upcoming programs for the new year

Beginning in February, Thorold Public Library will be offering a graphic novel book club for teens. The first title is Alice Oseman's Heartstopper, a coming-of-age story that follows British teens, Charlie and Nick, as they experience young love, friendship and heartbreak in the midst of high school drama.


The library will also be hosting PA Day drop-ins on Jan. 20, 2023 and Feb. 17, 2023. The library will be open from 10:00 a.m. to 5:00 p.m. on both days. No registration required.

GOVAXX Mobile Clinic comes to Thorold Seniors' Centre

COVID-19 infographic

The indoor vaccine clinic will be administering the COVID-19 vaccine including booster doses on Dec. 30, 2022 from 10 a.m. to 6 p.m.

Residents will have to book an appointment starting at 8:00 a.m. four days before the clinic by calling the Provincial Vaccine Contact Center at 1-833-943-3900 or clicking the link below. Walk-ins are accepted while supplies last. Contact Thorold Seniors' Centre for more information.
