Greetings!
COVID-19 vaccine distribution is ongoing, with the City of Chicago entering Phase 1C this past Monday, March 29th, and we have reopened many businesses for expanded indoor service. Despite these positive indicators though, the City is also in danger of backsliding as COVID-19 infection and hospitalization rates have ticked up recently. This may be due to the warmer weather, confidence from the vaccine, or simply boredom after a very, very long winter.
However, this is a critical time to finally beat COVID-19 and return life back to our new normal. Please, please continue to be vigilant, especially around those at high-risk. Continue to wear masks and practice safe social distancing. And if you see something that may be dangerous, like overcrowded bars or restaurants, don't be afraid to say something. We all want to have a fun, open summer, and it's going to take all of us making one last push for that to happened.
In this month's newsletter you will find a lot of information about the City's fight against COVID-19. In addition, there are the typical neighborhood updates you have come to expect in my monthly newsletter.

3rd Ward Free Shredding Event
Professional document shredding services provided by Midway Moving and Storage will be on hand to assist residents with destroying and safely disposing of your old bills, medical records, bank statements and other documents. Paper shredding only. Please remove all plastic binder clips, paper clips and other non-paper material from the documents to be shredded. Residents only, no businesses.

Street Sweeping Begins April 1st
Chicago utilizes mechanical street sweepers to remove debris and litter from streets. From April 1st through mid-November, bright orange temporary parking signs are posted at least a day before sweeping service is scheduled to begin on any street to ensure curb-to-curb cleaning. Some arterial streets have permanently posted signs that specify a once-per-week period when parking is prohibited for street sweeping.

COVID-19 Vaccine Updates
The City of Chicago officially entered phase 1c of the vaccine rollout on Monday, March 29th. All essential workers and adults with underlying medical conditions are eligible for COVID-19 vaccines. People in phases 1a and 1b still remain eligible for the vaccine.
While the list of those eligible expands, vaccine supply and appointments are still very limited and patience will be key. Phase 1c will roll out over several weeks, and the vaccine will be offered to all eligible Chicagoans as soon as larger quantities become available. Most Chicagoans in phase 1c will receive the vaccine in April and May.
Currently, vaccination is available by appointment only for eligible individuals. The best way to schedule an appointment is by contacting your healthcare provider. If you do not have a healthcare provider, go to Zocdoc.com/vaccine (the City’s vaccine appointment tool) or Chicago.gov/VaccineFinder to find a vaccine provider nearby.
Additionally, as of Monday, March 29th, City of Chicago-run vaccination sites will only schedule appointments for Chicago residents, and no children under age 18 will be allowed on site. While government-issued ID is not required, these sites will also require proof of residency – more than 30 different documents are accepted.
The COVID-19 vaccine is free to everyone, regardless of insurance or immigration status. You cannot be denied a vaccine if you do not have insurance. For more information about covered underlying medical conditions, please click here.

Chicago Reopening Guidelines
Chicago is in Phase 4 of reopening. These restrictions are the most up to date and take precedence over the industry-specific guidelines if there are points of contradiction. In all settings, six feet of physical distance must be maintained between different parties. If necessary, facilities should operate a lower capacity to achieve six feet between all parties.
- Restaurants and bars (indoor service), health and fitness, offices and residential buildings, personal care, and retail can all operate at 50% capacity.
- Meetings and conferences, social events like weddings, seated spectator events like sports and concerts, places of worship, and recreation can operate indoors at 50% capacity with no more than 50 people total.
- Museums and zoos can operate at 25% capacity.
- Libraries are open for 25% indoor capacity with protective measures in place to ensure the health and safety of the public and staff. See chipublib.org for more details.
Bars, restaurants and other establishments with a Tavern or Consumption on Premises-Incidental Activity license must have all patrons off premises by 1:00 am.
Liquor stores, grocery stores and other establishments with a Package Goods license must cease alcohol sales at 11:00 pm.

Two New Mass Vaccination Sites to Open at Chicago State and American Airlines Conference Center Next to Wrigley Field
The City of Chicago announced that two new mass vaccination sites will open on April 5th. The sites will be located at Chicago State University and the American Airlines Conference Center at Gallagher Way next to Wrigley Field. At full capacity, the sites will vaccinate more than 5,000 Chicagoans per day.
The City’s new mass vaccination site at Chicago State University will be overseen by the Chicago Department of Public Health, with CORE (Community Organized Relief Effort) operating the site and vaccine administered by Howard Brown Health. At full capacity, it will serve 1,200 walk-up and 1,000 drive-thru vaccination appointments a day. The site is by appointment only, there is no on-site registration. The site will operate six days a week. Monday through Friday from 12:00 p.m. through 6:00 p.m. and Saturdays from 9:00 a.m. through 3:00 p.m.
The mass vaccination site at the American Airlines Conference Center at Gallagher Way next to Wrigley Field will be operated by Advocate Aurora Health. It will have capacity to administer approximately 2,000 doses a day. The site is by appointment only, there is no on-site registration.
Registration for vaccination appointments at both Chicago State University and the American Airlines Conference Center at Gallagher Way will be available on zocdoc.com/vaccine. Appointments will be posted on ZocDoc later this week. Additional appointments will be added daily. All Chicagoans eligible in phase 1a, 1b, or 1c will be able to schedule appointments. Additional details about telephone options to book appointments at both sites will also be announced prior to opening.
Appointments for both mass vaccination sites will be restricted to Chicago residents, and people will need to bring proof of residency to their appointment. A complete list of eligible documents is available at Chicago.gov/COVIDVax.

CDC Issues First Set of Guidelines on How Fully Vaccinated People Can Visit Safely with Others
On Monday, March 8th, the Centers for Disease Control and Prevention (CDC) issued its first set of recommendations on activities that people who are fully vaccinated against COVID-19 can safely resume. The new guidance—which is based on the latest science — includes recommendations for how and when a fully vaccinated individual can visit with other people who are fully vaccinated and with other people who are not vaccinated.
- Visit with other fully vaccinated people indoors without wearing masks or staying 6 feet apart.
- Visit with unvaccinated people from one other household indoors without wearing masks or staying 6 feet apart if everyone in the other household is at low risk for severe disease.
- Refrain from quarantine and testing if they do not have symptoms of COVID-19 after contact with someone who has COVID-19.
- A person is considered fully vaccinated two weeks after receiving the last required dose of vaccine. Although vaccinations are accelerating, CDC estimates that just 9.2% of the U.S. population has been fully vaccinated with a COVID-19 vaccine that the FDA has authorized for emergency use.
While the new guidance is a positive step, the vast majority of people need to be fully vaccinated before COVID-19 precautions can be lifted broadly. Until then, it is important that everyone continues to adhere to public health mitigation measures to protect the large number of people who remain unvaccinated.
CDC recommends that fully vaccinated people continue to take these COVID-19 precautions when in public, when visiting with unvaccinated people from multiple other households, and when around unvaccinated people who are at high risk of getting severely ill from COVID-19:
- Wear a well-fitted mask.
- Stay at least 6 feet from people you do not live with.
- Avoid medium- and large-sized in-person gatherings.
- Get tested if experiencing COVID-19 symptoms.
- Follow guidance issued by individual employers.
- Follow CDC and health department travel requirements and recommendations.
- CDC has released resources to help people make informed decisions when they are fully vaccinated.

ONE Central Department of Planning Response Letter
Following a meeting with the Department of Planning and Development (DPD), the Landmark Development team received the following response letter outlining the departments concerns regarding the proposed One Central development. These concerns include the feasibility of the transit connections proposed by the developer, the overall FAR of the project, the effects of recent State legislative actions on the financing of the development, and more.
This meeting and response letter are NOT the formal submission of a Planned Development application for the One Central development. In addition, any statements made about the project by any groups or government agencies does not constitute any form of approval to move the project forward. The meeting between DPD and Landmark Development simply marks an early stage in the Planned Development process where the City gets a high-level overview of a potential project and developers then get the opportunity to revise, submit or abandon their proposal based on the responses provided by the City.

Aldermen Dowell, King, and State Rep. Robinson Rally for Community Safety
The gun violence epidemic has impacted communities like the 3rd Ward for far too long. To continue the discussion around stopping the violence, Alderman Dowell joined Alderman Sophia King (4th), State Representative Lamont Robinson (D-5th) and The GAP Neighborhood Association to rally for gun safety in our community, and to find meaningful solutions across governments to combat this ongoing epidemic.
Part of that strategy is asking all police departments to redistribute 10% of their budget towards community policing. In addition, the rally participants highlighted the need for the renewed focus on repairing the relationship between the police and the communities they serve, and for the police to work with community partners and local experts to find new strategies to fight violent crime.

Surge E-Sports Stadium Wins Plan Commission, City Council Approval
A proposal by Smash Interactive, LLC to construct a new e-sports stadium at 2500-48 South Wabash Avenue passed both the Chicago Plan Commission and the Chicago City Council in March 2021. Smash Interactive will rezone the property on Wabash Ave. from C1-5/M1-3 into a Business Entertainment Planned Development, where they will construct a 62’-tall professional e-sports stadium with a maximum occupancy of 1,040 people that will also include indoor sports and recreation, restaurant, and office uses. Ninety accessory parking spaces will be provided off-site at 2601-25 South Wabash Avenue.
This is a truly first-of-its-kind proposal for not only Chicago but for the entirety of the midwestern United States, firmly placing Chicago on the cutting edge of this rapidly growing sports landscape. The Smash Interactive developers met with the community on multiple occasions, and were receptive to changes and comments made by residents and businesses already in the area. This included the developer's commitment to establish a Bronzeville e-sports league with a special focus on engaging students from Drake Elementary, National Teachers Academy, and Phillips High School. Their final presentation won broad community support and Alderman Dowell was happy to champion this once-in-a-lifetime development through the City approval process. Bronzeville Pointe Clean-Up
Thank you to the mighty women of Bronzeville Pointe who participated in #CleanupBronzeville. They cleaned up the boulevard median and alley. Let's all pitch in and at minimum, stop the littering in our community. Thanks Lissah Ryaan for organizing this effort and 3rd Ward Streets and Sanitation Superintendent Thomas L. E. Stovall for supporting this effort. If your block club or neighborhood organization would like to plan a cleanup for your area, just call the 3rd Ward Public Service Office at 773-373-9273 and the office can help with bags, tools, and trash pickup when your event is over.

3rd Ward Capital Bond Program Infrastructure Projects
As part of the Capital Bond Program, which was passed along with the City's 2021 Budget, the Chicago Department of Transportation is incorporating the following 3rd Ward projects. The first 3 have already been submitted for Phase II design. The last item will be submitted shortly.
- 3230 S. Indiana (School of Optometry): Curb Extensions and Rectangular Rapid Flashing Beacon
- Michigan and 42nd: Curb Extensions
- Michigan and 44th: Curb Extensions
- Archer and State: Curb Extension and Signal pole relocation
As more information about the construction schedule becomes available, the 3rd Ward Public Service Office will inform the community as quickly as possible.

AT&T Construction - Indiana Ave. & 47th St.
AT&T has planned fiber optic installation for the following locations: 4655 S Indiana Ave. and the alley north of E. 47th St on the east side of S. Indiana Ave. This project comes as an effort by AT&T to build up their infrastructure to bring advanced cellular technology to the area. This build is scheduled for second quarter of 2021. Zayo Construction - Cermak Rd. and Prairie Ave.
Zayo has planned fiber optic conduit installation, including the installation of one (1) 30-inch precast communication manhole at the following location: Cermak Rd. and Prairie Ave. This project comes as an effort by Zayo to build up their infrastructure to bring advanced fiber optic technology to the area. This build is scheduled for second quarter of 2021. Please direct all questions regarding this project to the 3rd Ward Public Service Office at 773-373-9273.

Metropolitan Water Reclamation District (MWRD) Work at 14th St./Clark St.
MWRD owns three underground structures located on the east side of Clark St. at 14th St. The structure that requires work is located in the parkway outside of the townhome association property. This work is being done by the MWRD as part of the Wells/Wentworth Connector within The 78 project.
The entirety of the work to be performed is underground, so there will be minimal impact on the surface grass or concrete. Construction vehicles will be staging from Clark St. The construction schedule and plans are still being processed and the 3rd Ward Public Service Office will provide an update to the community when they are finalized.

Dowell Co-Sponsored Ordinance for Reporting and Enforcement of the Senior Safety Ordinance Launches
Chicago Department of Buildings and Chicago Department of Public Health announced the launch of the 311/Online reporting and enforcement program for seniors to report non-compliance of the Senior Safety Ordinance, sponsored by Alderwoman Maria Hadden and cosponsored by Alderwoman Pat Dowell.
The Senior Safety Ordinance was approved by the Chicago City Council in July 2020 and creates additional requirements for owners of senior buildings to protect the health, safety, and wellbeing of their residents during a declared disaster related to public health. Under the 30-day pilot, senior residents that believe their building owner is not in compliance with the ordinance will be able to phone 311 to file a report with 311, submit request online at 311.chicago.gov or free CHI311 mobile app, or contact their alderman to file a complaint. At the end of the pilot the City will review the program for staffing levels and enforcement effectiveness.
Under the ordinance, senior buildings must put in place the following measures if the City is subject to a local, state, or federally declared public health disaster:
- Building owners and managers must conduct well-being checks on their residents at least twice weekly (tenants have the ability to opt out if they wish).
- Building staff is required to screen all non-residents for any symptoms related to the public health crisis. If a person exhibits any symptoms, they will be denied access.
- Building staff is required to limit access to the building to staff members, caregivers, personal aides, home makers, family members, and friends.
- Building staff will help residents access food and medication delivery when needed.
- Building owners and managers will make available and distribute to all staff proper protective equipment (PE) and hand washing facilities with soap or hand sanitizer. Building management is also required to train staff on proper use of PE.
- Building staff will implement an updated cleaning regimen that ensures high contact surfaces are being disinfected at least three times daily with approved cleaning products.
- Building owners and managers cannot reduce staffing levels to lower than needed to keep the building in compliance with the law.
The 311 program, run by Emergency Management & Communications, offers another method for seniors to report to their Aldermen. Over the next 30 days, the City will measure the need for a phone program based on the number of calls received. Building owners that are subject to a daily fine of $100 - $500 and potential injunction or other equitable relief if they fail to comply it provisions of the ordinance.

South Loop Event Parking Restrictions
Parking restrictions are in place for the South Loop from Roosevelt Road to Cermak Rd. from Lake Shore Drive to Clark St. during all Chicago Bears football games and many other Soldier Field events. Wintrust Arena events have been removed from the parking restrictions. Vehicles parked in the South Loop without a valid South Loop Event Parking Pass, South Loop Event Guest Pass or Residential Permit Parking pass (for Residential Permit Parking Streets ONLY) are subject to ticketing or towing.

Keys to Managing a Chicago Apartment Property from the Chicagoland Apartment Association
Residential leases in Chicago must contain certain disclosures, including but not limited to, a notice of any conditions affecting habitability, identification of owner and agent, security deposit receipt, beg bug and lead-based paint forms, and more. The Chicago Fair Housing Regulations prohibit housing discrimination based on race, color, sex, gender identity, age, religion, disability, national origin, ancestry, sexual orientation, marital status, parental status, military status, criminal history or source of income. Chicago requires the temperature inside a rental property to be at least 68 degrees from 8:30 am to 10:30 pm and 66 degrees from 10:30 pm to 8:30 am from September 15th through June 1st. Landlords are required to clear the snow from their properties. The city requires all properties of 4-units or more to offer private recycling services. A notice of termination describing the lease breach begins the eviction process. Visit www.caapts.org for more information.
Peoples Gas Offers $6 million in COVID-19 Bill Pay Assistance
Peoples Gas is offering an additional $6 million in bill-payment assistance to its residential customers facing hardships as a result of the COVID-19 pandemic. The additional assistance is being offered in the form of a one-time credit of up to $500 on customer bills, plus other support to help pay bills.
Customers who may be eligible for the new assistance will receive a letter with additional details from Peoples Gas in April. They can also get information at peoplesgasdelivery.com or by calling Peoples Gas at 866-556-6001. The programs will be offered for a limited time.
Financial assistance, for a limited time, will include:
- Bill Payment Assistance: $6 million in additional funds are available to provide one-time bill credits of up to $500 through the Peoples Gas Bill Payment Assistance Program (BPAP).
- Flexible Payment Arrangements: Peoples Gas is offering flexible payment arrangements. Depending on residential customers’ eligibility status, these may include plans of 0% or 10% down, with payments spread across 18 months.
- Service Reconnections: Customers whose service has been disconnected may be eligible for reconnections by providing a reduced down-payment of 25% of their outstanding balances. Customers may also be eligible for down-payment assistance through BPAP, the Low-Income Energy Assistance Program (LIHEAP) or other federal, state or local assistance programs.
In addition to the newly added support, millions of dollars in financial assistance remain available through ongoing Share the Warmth and LIHEAP programs. Customers can contact the Community and Economic Development Association (CEDA) directly at cedaorg.net or 800-571-2332 for more information. Customers can also monitor the CEDA website and peoplesgasdelivery.com for any additional assistance made available in the future through federal, state and local programs.
ComEd Financial Assistance
ComEd is increasing financial assistance funding by $9 million to help customers struggling to pay their electric bills. The package, which the Illinois Commerce Commission unanimously approved, includes $9M for bill credits, enhanced payment arrangement options and special reconnection programs for eligible customers.
- ComEd Bill Payment Assistance Program. Effective today April 1, 2021, ComEd will increase the amount of funds available to provide more one-time bill credits of up to $500, while funds are available. These credits are for eligible residential customers who have outstanding balances or who are looking to reconnect their electric service.
- More Flexible Payment Arrangements. Through June 30, 2021, ComEd is offering extended payment arrangement plans to eligible households, which allows customers to spread outstanding balances over 18 monthly installments with no money down. Eligible residential customers facing financial hardship who enroll in an 18-month, no money down payment plan will be exempt from disconnection through June 30, 2021. All other eligible residential customers with outstanding balances can enroll in an 18-month payment plan with a 10-percent down payment through June 30, 2021.
- Service Reconnection Assistance. Through July 10, 2021, eligible households that had electric service disconnected for a non-safety reason in 2021 can have their service reconnected by providing only 25 percent of their outstanding balance. Any remaining outstanding balance will be rolled into an 18-month, no-money-down payment plan.
Additional financial assistance options
The ComEd CARE programs also offer a range of financial-assistance options, while funding is available, to help eligible customers pay their electric bills. There are programs available for residential, small-business customers and nonprofit organizations, as well as activated and deployed members of the U.S. Armed Forces, National Guard, Reserves and honorably discharged veterans.
Any customer experiencing a hardship or difficulty with their electric bill should call ComEd immediately at 1-800-334-7661 (1-800-EDISON1), Monday through Friday from 7 a.m. to 7 p.m. to learn more on how to apply. Information on each of these options, along with eligibility requirements, can be found at www.ComEd.com/PaymentAssistance.

Community Project Funding
The office of U.S. Representative Bobby L. Rush (D-Ill.) is now accepting requests for Community Project Funding (CPF) for the Fiscal Year 2022 (FY22) Appropriations process to direct funding to specific governmental entities, nonprofit organizations, or geographic locations. Through the new CPF program, Members of Congress will be able to request funding for up to 10 specific projects in their districts to serve the public good.
Visit https://rush.house.gov/CPFrequests to review the guidelines established by the House Appropriations Committee and to submit a request. The deadline for submission of CPF requests is Wednesday, April 14, 2021 at 5:00 PM ET.
All CPF submissions are required to be posted on Rush.House.gov in order to ensure full transparency. All information submitted by a requesting organization should be considered public information. The House Appropriations Committee will also establish an online, searchable public database of all CPF requests received by the Committee. Free COVID-19 Vaccinations
Bright Star Community Outreach, Howard Brown Health and Bright Star Church Chicago will be providing Free COVID-19 vaccinations. Please visit brightstarchurchchicago.com to pre-register. You will then receive a registration link to fill out to receive your appointment time.
To ensure all Federal CDC COVID safety guidelines are followed, you must wear a mask and practice social distancing wile present for your appointment. Free to the public. No insurance required.

Scientists from around the United States and partnering research facilities around the world are leading research that focuses on the Big Bang, expansion of the Universe, and the future of the Universe. Throughout the CMB-S4 Saturday Science Series, high school students will engage with scientists and learn how they are unlocking some of the last great mysteries of the cosmos. Enjoy an easy breezy day of learning science, animals, insects and flowers sponsored by the Chicago's Nature Museum from 11 am until 1 pm as they seek to connect families with nature through fun activities, colorful displays, resources and hand-on science education. Attendees have additional options to paint or craft everything flowers, butterflies and/or birds with the assistance of local artists, while sipping on herbal teas as well as shop local visiting vendors from Illinois beginning at 10 am until 5 pm.
Solo supporters and families will leave the gift shop with essential care bags, feeling more connected to the natural world around them and enjoy the freshness of supporting local businesses all at the same time. There is free rear lot parking and social distancing and masks are required.

Be the Healing Conference
Be the Healing Conference will be free to the public and address topics of systemic racism derived from Anti-Blackness and White Supremacy, intergenerational and historical trauma, structural violence, mental health and COVID-19, sexism and xenophobia, and will provide improvement strategies through an inspirational and solution-oriented lens.

Inflatable Amusement Services for City Jumping Jack Program
The City of Chicago (“City”) Department of Cultural Affairs and Special Events (“DCASE”) invites the submission of proposals and expressions of interest to operate inflatable amusement services for the City's Jumping Jack program. The RFP is for a multi-year agreement. 2021 program details are contingent on City and State health and safety guidelines.

Pat Abrams Receives Legent and Pioneer Award
TBTNews announced that TRC's Executive Director Patricia Abrams was awarded the "Legent and Pioneer" Award for her decades of service to the Bronzeville community. Ms. Abrams was honored to receive the award from Carl West, the CEO and Founder of TBTNews.
Patricia Abrams has been leading The Renaissance Collaborative (TRC) for nearly 30 years--and under her leadership--the Midwest's first established Wabash YMCA has been a beckon of light for hundreds of people near and far. As the organization's Executive Director, she guides the community-based 501(c)3 social impact organization which has provided affordable housing, workforce development, employment, and educational services and solutions to over 1,000 individuals annually in Bronzeville and its adjacent communities for the past 27 years.

L0cal resident Dorothy Jean Tillman, II will be participating in the Georgia Environmental Justice Education & Awareness Virtual Symposium on Thursday, April 22, 2021. The virtual symposium will focus on environmental public health; new developments regarding environmental justice; agricultural, farmers and food insecurities; environmental legislation; stakeholders; and municipal footprints. The keynote speakers will include U.S. Rep. David Scott, chairman, U.S. House Agriculture Committee; Commissioner Gary Black, Georgia Department of Agriculture; Gary Harris, president of the Center for Sustainable Communities; and Dorothy Jean Tillman II, founder and CEO of Dorothy Jeanius STEAM Leadership Institute.
