New Dispatching & Scheduling Training and Upcoming Webinar

National RTAP is pleased to announce its newest training module - an updated and enhanced Dispatching & Scheduling Training for Rural Transit Systems manual and eLearning course. Instructor materials are also available.

The training expands upon the content in the previous version, in particular the section about dispatching. It provides more information about communication techniques, including de-escalation; applicable transit regulations; and how dispatchers and schedulers can navigate a public health emergency like COVID-19. The manual includes quick reference documents, sample forms and scripts, a glossary, and activities. The eLearning course includes video commentary, scenarios, quizzes, and other interactive elements. The videos, and/or the eLearning course, are also available on a disc or thumb drive.

Join us for an Introductory Webinar on November 4, 2:00-3:00 PM ET, to learn more about the course. Lisa Koch of the University of Kansas Transportation Center, subject matter expert and author of the manual, will also provide some helpful information for managers of dispatchers and schedulers. 
Writing a Coordinated Public Transit Human Services Transportation Plan Technical Brief Updated

A Coordinated Public Transit Human Services Transportation (HST) Plan is an important tool for community transportation planning. HST plans create a systematic way for communities to improve collaboration and communication across human service organizations and transportation providers – plans can improve access, efficiency, and effectiveness of community transportation systems. Although the process can seem daunting, the results are important. This technical brief summarizes the key steps in developing an HST Plan. National RTAP, the National Center for Mobility Management (NCMM), and the National Aging and Disability Transportation Center (NADTC) collaborated to update this Writing a Coordinated Public Transit Human Services Transportation Plan technical brief.

Service Contracting and Cost Allocation Webinar Recording Posted

We held a webinar on Service Contracting and Cost Allocation on October 14, 2021. Speakers Todd Hansen and Michael Walker from the Texas Transportation Institute presented highlights from National RTAP’s Advanced Topics in Financial Management training manual and demonstrated our updated Cost Allocation Calculator. U.S. DOT and FTA Updates
FTA's October 2021 Transit Safety and Oversight Spotlight Newsletter has been published. The issue contains information on new bus safety data reports and an update on Transit COVID-19 Response Program Information Collection.

FTA will be holding an Access and Mobility Partnership Grants webinar on October 28, 2021 at 2:00 PM ET. No registration is required. Grant applications are due December 6, 2021.

FTA announced the calendar year 2022 drug and alcohol random testing rates for transit agency employers. The minimum random drug testing rate will remain at 50%, and the random alcohol testing rate will remain at 10%.

FTA's Rides to Wellness Demonstration Grants Program Evaluation report includes an overview of the Rides to Wellness Initiative, profiles of each demonstration project including project outcomes and lessons learned, and findings and recommendations.

On October 27, 2021, FTA recognized great work in rural transit by presenting Administrator’s Awards for Outstanding Public Transportation Service in Rural Public Transportation. The agencies that were awarded were: Kimball County Transit Services, TransIT Services, Franklin Regional Transit Authority, Streamline, Southwest Area Regional Transit District, and Bolivar County Council on Aging.

Publications
Age Friendly Arizona created a Rides That Save Lives Toolkit with tip sheets, video profiles of programs and strategies, and resources and tools on COVID-19 vaccine equity for older people.

TCRP's Guidebook for Deploying Zero-Emission Transit Buses provides transit agencies with information on current best practices for ZEB deployments and lessons learned from previous deployments, industry experts, and available industry resources. Information includes capital costs, funding opportunities, fueling infrastructure planning, maintenance, industry standards for ZEB technology, and available ZEB models.

TRB created a Snap Search on Procurement, which includes reports, panels, projects, and webinars, such as Contracting Fixed-Route Bus Transit Service and How to Guide Alternative Contracting Projects.
Databases and Tools
Colorado Association of Transit Agencies (CASTA) publishes a Business Member Directory with link to national transit vendor websites and descriptions their work.

The SHIFT Calculator, developed by RMI, in partnership with NDRC, Transportation for America, National Center for Sustainable Transportation, Ulupono Initiative, and Hawaii Climate Commission, generates an estimate for induced vehicle miles traveled at the appropriate order of magnitude for an area. It can be searched by state and type of road.

The AASHTO MTAP Technical Assistance Directory has been updated with new entries submitted by members since August 2021.
Opportunities
The National Operations Center for Excellence (NOCoE), a partnership of AASHTO, the Institute for Transportation Engineers, and the Intelligent Transportation Society of America, with support from FHWA, is seeking submissions for its 2022 TSMO Award contest. Awards celebrate strategies that focus on operational improvements that can maintain and even restore the performance of the existing transportation system without adding extra capacity. Submissions are due December 17, 2021.

Readers of the Shared-Use Mobility Center's (SUMC) Mobility Hub newsletter can fill out a survey about the newsletter and receive a 5% discount on their 2022 National Shared Mobility Summit.

On November 24, 2021 USDA will begin accepting applications for up to $1.15 billion in loans and grants to expand the availability of broadband in rural areas. USDA is making the funding available through the ReConnect Program.
Legislation
FMCSA requests approval to renew an Information Collection Request titled, ‘‘Electronic Logging Device (ELD) Vendor Registration.’’ This ICR is necessary for ELD vendors to register their ELDs with the Agency. Comments are due December 13, 2021.

The White House Council on Environmental Quality (CEQ) and Office of Management and Budget seek public input on the agency's climate adaptation plans. Members of the public may submit comments via the docket (Docket ID: CEQ–2021–0003) until November 6, 2021.

U.S. DHHS published new guidance on the Health Insurance Portability and Accountability Act (HIPAA) as it applies to the COVID-19 pandemic. The Rule does not prevent anyone from asking whether someone has received any type of vaccine and generally does not limit what an employer can request from employees as part of the terms and conditions of their employment.
