Dear friends,
The 2020 Census will continue to count residents through the end of October. We made solid progress in September to ensure #everyonecounts in District 3 but still have neighborhoods which we know are undercounted. Please join me in committing to reach out to 10 neighbors within the next week to urge them to fill out the census. Ask them to v isit www.2020census.gov or call 844-330-2020. Remember you do NOT have to have your Census ID. Every person counted brings more than $18,000 back to Prince George's County!
COVID-19 Updates
County Executive Angela Alsobrooks held a press conference this morning to provide updates for Prince George's County. Watch here. She indicated that Prince George's County will remain in Phase 2 for reopening because several of our statistics have plateaued or even increased slightly in recent weeks.
Dr. George Askew, Deputy Administrative Office for Health, Education and Social Services said that the County is recommending against door-to-door trick-or-treating or trunk-or-treat events this Halloween. He suggested municipalities organize one way drive-through trick-or treating or that families dress up and take an "eye spy" type scavenger hunt through their neighborhood. As always, please remain six feet away from those you do not live with, wear masks, and use hand sanitizer or wash hands regularly.

I'm pleased to announce my office will distribute boxes of meals for District 3 seniors age 60+ and individuals with disabilities of any age again on Wednesday, October 21. If you received a box of meals from my office previously you do not have to fill out the long reservation form again. You do need to let us know that you want meals on 10/21 and if you can pick them up or need them to be delivered.
Please tell a neighbor about this opportunity! To date we have provided 2,010 boxes of meals to District 3 residents but we know there are many District 3 residents age 60+ and individuals with disabilities of any age who have not yet taken advantage of this opportunity. Please encourage your neighbors to reserve their box of meals for the 21st at https://bit.ly/D3Meals.
Reminder: if you received these meals in the past you do not have to fill out the long reservation form again. You DO need to let us know via email or by calling 301-950-3060 to let us know you would like meals again on October 21.

Storm Water Management Updates

This project, in the Guilford Run water basin, would bring this neighborhood drainage system in College Park to the 10yr standard. It includes storm drain upgrades, upgrading capacity of open channels, and installing an underground storage vault at Calvert Park.
Innovative Effort to Build New Public Schools
Through collaborative efforts by PGCPS, Prince George's County Government, Prince George's County Council and the County's Legislative Delegation in Annapolis, the Maryland General Assembly approved initial legislation in 2018 to establish a public-private partnership (P3) model, also known as the ACF program, for school construction in the County.
As Council Chair in 2018, I proposed a resolution to create the Alternative Construction Funding Workgroup, a multi-member coordinating group made up of the County partners. In 2019 the General Assembly passed additional legislation in 2019 to support the ACF program.
Under the ACF program, a private developer designs, builds and finances the new facilities as well as maintains them for over 30 years. At the end of the 30-year term, each school is expected to avoid major maintenance costs for another 15 years, resulting in additional savings to PGCPS.
The ACF program is one of many steps in a multi-year, county-wide project to address aging school infrastructure. The PGCPS Department of Capital Programs will continue to oversee the replacement and development of new schools on a parallel construction path that uses traditional funding sources.

The Council is currently reviewing CR-100-2020, a multi-year Memorandum of Understanding to clearly allocate the County's and Prince George's County Public Schools' (PGCPS) roles, rights and responsibilities with respect to funding and oversight for the PGCPS Public-Private Partnership for the design, construction, financing and maintenance of County Public Schools (Project).
Anacostia Watershed Public Survey
The Metropolitan Washington Council of Governments' Anacostia Watershed Restoration Partnership is administering this public survey to understand residents' knowledge and opinions about their local environment. Results will be used to inform messages about the local environment, including what each jurisdiction is doing to improve it, and what residents can do, too.
The survey is open until October 19, 2020. Participants can provide their email address to be entered for a random drawing for one of three $100 Visa gift card.
