Folsom Senior Center Programs Reopen July 6
The Folsom Senior Center is hosting a welcome reception starting at 9 a.m. Tuesday, July 6. Seniors ages 55+ are invited to come and enjoy complimentary juice and donuts as they get reacquainted with friends and staff.

The Senior Center Lounge will be open from 9 a.m. to 3 p.m. Monday through Wednesday starting July 6 -- drop in and enjoy books, board games, and friendly conversation. Starting July 12, the Off-Key Singers and Mah Jongg will be offered. Additional activities, including bingo and book club, will be added later in July and August. The Parkinson’s Support Group resumes monthly meetings July 26. Other support services will restart over the course of the next few months and will be announced as they become available.

In-person classes for seniors, including yoga and memoir writing are also scheduled to resume starting later this summer. Walk ‘n’ Talk – the popular guided group trail walk program – begins September 2. Seniors are also encouraged to register for a wide variety of adult fine arts programs offered at the Folsom Art Center.

Folsom City Council to Consider Transition to By-District Elections
At its Tuesday, July 27 meeting, the Folsom City Council will again consider a resolution of intent that would start the process to transition the city from at-large elections to by-district elections, a move that would change how Folsom residents elect their City Councilmembers.

Since the City of Folsom was incorporated in 1946, the city has elected its Councilmembers through an at-large election system. Under this system, registered Folsom voters elect the five City Councilmembers regardless of where the candidates reside in the city. Under by-district elections, the city is divided into five districts, and each voter within a district may cast one vote for a candidate residing within that district.
 
In February 2020, the city received a petition from the Folsom Area Democratic Club and numerous Folsom residents to begin the process to change City Council elections from at-large to by-district. In late October, the city received a letter from the petitioners’ attorney alleging that Folsom’s current at-large method of election may be in violation of the California Voting Rights Act (CVRA). On January 20, 2021, the city was served with a lawsuit alleging the city’s at-large election system is in violation of the California Voting Rights Act (CVRA). There has been no finding that the City of Folsom has violated the CVRA or any other law protecting Folsom residents’ right to vote.

Due to the COVID-19 pandemic, Gov. Gavin Newsom issued executive orders suspending deadlines related to the CVRA, effectively placing a hold on scheduled public meetings to start the districting process. With the lifting of those orders on July 1, 2021, the city will resume public meetings about its election system.

Giant Inflatable Obstacle Courses Return to the Aquatic Center
The giant floating obstacle courses return to the aquatic center Saturdays and Sundays from 1 to 5 p.m. starting July 3. Wristbands to play on the giant inflatables are $3/person, per day.

Recreation swim takes place daily from 1 to 5 p.m. through Monday, September 6. Guests will enjoy the aquatic center’s colorful new interactive play structure, the two-story water slide, a poolside basketball hoop, 10 dedicated lanes for lap swimming, free-swim in the 50-meter pool (4.5-foot depth section), two diving boards, and the Poolside Café. The aquatic center’s trained lifeguarding staff are always on duty during recreation swim.

You’re Invited: Neighborhood Park #3 Public Meeting July 14
Neighborhood Park #3—as it is currently known—will be the first park in the Folsom Plan Area. The park site is located on Mangini Parkway, immediately adjacent to Mangini Ranch Elementary School, which is scheduled to open for the 2021-22 school year.

City staff and the design consulting team held a virtual public workshop June 9 to provide an overview of the potential features and amenities to be considered in the design of the park. The workshop was attended by 148 community members who provided important input regarding the design of the park. The questions and comments have been reviewed by city staff and the design consultants, and the result is an additional design option for consideration based on the feedback.

July 14 Public Meeting: the meeting will be held from 5:30 to 6:30 p.m. at the Neighborhood Park #3 site, located on Mangini Parkway, immediately adjacent to Mangini Ranch Elementary School (currently under construction). The park site is located between Mangini Parkway and Sparrow Drive, west of Sawyer Way. Reservations are not required to attend the meeting.

The meeting area is off Sparrow Drive; on-street parking is available along Sparrow Drive adjacent to the park site and school site only. Please do not park in front of residences. We also encourage neighbors to walk or bike. As part of this service, a city water conservation specialist will run your sprinkler system and evaluate its efficiency, provide advice on how to operate it, help you determine an effective watering schedule, and give advice on upgrading your system with new technology. Save Water, Save Trees Webinar 
The Sacramento Tree Foundation has teamed up with the City of Folsom to offer a free webinar about caring for trees during the drought on Tuesday, July 8, from 11:30 a.m. to 12:45 p.m.

Learn about current drought conditions, water-wise techniques to care for trees and landscapes, and actions to help conserve water and protect trees.
Following the presentation, get advice from the pros or troubleshoot concerns during a live Q&A session.

PG&E Vegetation Removals  
Beginning Monday, July 12, Pacific Gas and Electric Company (PG&E) will conduct important gas pipeline vegetation work on California Department of Fish and Wildlife (CDFW) property near Blue Ravine Road.
 
This work is being conducted as part of PG&E’s Gas Transmission Vegetation Management program, which is focused on keeping the area above and around the gas transmission pipeline clear of items that can block access for safety crews in an emergency or for critical maintenance work. During routine inspections, PG&E identified 50 trees on CDFW property within the City of Folsom that are located too close to the pipeline and pose a safety concern.
 
Vegetation removal work will take place between 8:30 a.m. and 3:30 p.m. and should take approximately four days to complete. The outermost westbound lane and the sidewalk along Blue Ravine Road will be closed during work hours. Traffic control measures will be in place and there will be a detour for pedestrians. The bike path will remain open, and the Humbug Willow Creek Trail will not be impacted.

Summer of Music Concert July 9
Folsom Parks & Recreation’s free Friday evening summer concert series continues with outstanding bands representing a variety of musical genres. The open-air concerts are held from 7 to 9 p.m. at Folsom City Lions Park. Bring blankets, lawn chairs, and your own picnic, or purchase a variety of food, beverages, and treats on site from visiting food trucks.

The concerts will also stream live on Folsom Parks & Recreation's Facebook page, so you can still enjoy the music even if you can't make it to the park.

Ordinance to Enforce Illegal Use of Fireworks
The Folsom City Council adopted an ordinance to address the increased usage of illegal fireworks around the Fourth of July holiday and strengthen enforcement capabilities. The “Social Host Liability Ordinance” is intended to hold persons in control of a property accountable for the illegal use of fireworks. Under the ordinance, property owners and tenants could face fines for illegal firework displays set off on their property, regardless of whether they ignited the displays. Those found in violation of the ordinance will be fined up to $1,000. Under the City of Folsom Municipal Code, the use of illegal fireworks can result in administrative violations subject to a fine of up to $5,000. Using, selling, or possessing illegal fireworks also fall under many California Health and Safety Codes violations that could result in $50,000 fines and jail time. “Safe and Sane” fireworks are currently allowed in nearly 300 communities across the state, including all communities in Sacramento County.

Fireworks Safety Tips
The Folsom Fire Department offers these important tips to stay safe this Fourth of July holiday:

  • Be sure to purchase “Safe and Sane” fireworks that display the State Fire Marshal’s seal.
  • Fireworks that explode or leave the ground are illegal in California, unless you have a fire department permit.
  • Store fireworks in a cool, dry place.
  • Read and follow all directions.
  • When using legal fireworks, only set them off outdoors in a clear area that is away from homes, dry leaves, grass, and other flammable materials.
  • Supervise children and be sure other people are out of range before lighting fireworks.
  • Always have a bucket of water for disposal of fireworks and a hose connected to water in case of fire.
  • Do not try to relight or handle malfunctioning fireworks. Soak them with water and throw them away.
  • Fireworks are prohibited in all city-owned properties and parks except at the Lembi Community Park parking lot. The use of fireworks on all trails and open spaces in the City of Folsom is prohibited.

  • The Steve Miklos Aquatic Center will be open for lap and recreation swim from 1 to 5 p.m.
  • The FIDO Field Dog Park will be open from 7 a.m. to one hour after sunset.
  • The Folsom Skate and Bike Park will be open from 1 to 5 p.m.
  • The Folsom Public Library will be closed.
