City Hall reopens during normal business hours on June 1 st
with certain restrictions and limitations

City Hall will reopen to the public during normal operating hours, Monday – Friday from 8:30 a.m. - 5:00 p.m., on Monday, June 1 st . While we are happy to welcome you back, there will be certain limitations and restrictions required when entering the building to ensure proper social distancing.   

The community is encouraged to continue to use contactless methods of conducting city business. Many services can be conducted online at elmhurst.org , by phone (630) 530-3000 or by using the drop box located in the City Hall parking lot. Non cash payments are preferred for any business transactions at this time.

For the protection of the general public and city hall employees, visitors who must conduct business in person will notice the following changes when entering the building: 

  •  The doors on the west side of the building (York Street) will only be used as an emergency exit. The doors on the east side of the building (parking lot) will be the only available entrance doors and will be used for exiting also.  

  •  All individuals will be required to wear a mask for the entirety of their visit. 

  •  All visitors must check-in with a lobby attendant and be prepared to answer a series of health questions. The attendant will also take each visitor’s temperature. Any individual with a temperature over 100.4 °F will be asked to return at a later time.

  • Visitors must also provide the attendant with the purpose of their visit. The attendant will then direct the visitor to the appropriate counter. Please follow the markings on the floor and maintain social distancing of six (6) feet at all times.  

  • There will a limited number of visitors at any given time. Certain areas will continue to have restricted public access. Congregating will be prohibited. Please be prepared to return at a later time if necessary.

  • All employees, residents and visitors who enter city hall will be required to use hand sanitizer and will be encouraged to wash their hands after their visit.

  • Many offices will require a service appointment so please schedule ahead at 630-530-3000. 

  • Impromptu face-to-face meetings and non-essential meetings are restricted at this time.


It is imperative that any individual who is experiencing symptoms of COVID-19 which include fever, cough, and shortness of breath stay home for the wellbeing of others. Likewise, any individual who has been exposed to someone with the virus must take the same safety measures. If you fall into this category and still believe it is necessary to visit city hall to conduct business, please call 630-530-3000 to consult with a staff member on alternate options.

TONIGHT! The Shannon Rover Band will be serenading through City Centre (6-7pm) and Spring Road (8:15-8:30pm) Business Districts to salute the opening of businesses and welcome patrons back to the area.

Band member and Elmhurst resident, Brian Costello has spent his evenings during the stay at home order playing bagpipes at sundown with the goal of lifting community spirits. This evening will be his last performance as the community enters into Phase 3 of the Restore Illinois Plan. Mayor Steve Morley has proclaimed today, May 29, 2020, “Brian Costello Day” to thank Brian for his efforts in bringing the community together during this trying time.

Spectators are reminded to practice social distancing by wearing a mask and standing 6 ft. apart from each other.

City of Elmhurst assists in new operation requirements

On Friday, May 29th the City of Elmhurst entered into the Phase 3 stage of the State's  Restore Illinois Plan . Phase 3 allowances include but are not limited to outdoor dining operations, re-opening all retail businesses, outdoor classes and one-on-one personal training from fitness providers, and personal care services. State issued  Guidelines for Reopening in Phase 3  present unique challenges to businesses, in particular for food and beverage operators, physical fitness providers, and salons/spas. City staff has been examining ways to assist local business owners maximize their space while adhering to social distancing guidelines and reduced occupancy levels as Elmhurst moves through the various Phases of the plan. 

To assist businesses through Phase 3, Mayor Morley signed an executive order to allow increased outdoor operations through a no cost Temporary Use Permit to eligible business operators, which allowed for the following:

  • Use of public & private properties for expanded dining operations

  • Use of public & private properties for outdoor fitness classes

  • Continued dedication of parking spaces for curbside/carry-out pick-up from local businesses

Many local businesses have already taken advantage of the City's expanded outdoor operations plans. Several fitness providers have secured locations to begin outdoor classes next week. Restaurant dining is well underway; the expanded use of public sidewalks, public parking lots, and select parking spaces for private dining operations allows restaurants to bring more employees back to work. Curbside & Carryout is still underway for restaurants, retailers, service providers, and more.

Keep Elmhurst Open - Know the Guidelines!

Elmhurst businesses have been working diligently to learn the rules & regulations to reopen - help them keep their doors open by following the regulations for Customer Behaviors outlined in the State Guidelines: masks have to be worn unless physically eating at restaurants, appointments are required for personal services like haircuts (with masks on during service), 10ft distancing & masks for outdoor fitness classes, etc. Know your role & support local!  https://www2.illinois.gov/dceo/Pages/RestoreILP3.aspx

Reminder! Public comment options for public meetings
City Hall continues to be open during public meetings and for public comment opportunities. There are several ways to provide public comment during these meetings including online and in person. On May 4th, the City added a call-in option for public comment. A list of public commenting options can be found on the City's Agenda Center/Boardocs . Illinois Mask Requirements
The State has mandated Illinoisans to wear a face mask or covering shield when leaving your home or reporting for essential operations. This is especially important when people cannot maintain 6-feet of social distancing. Example areas include shopping at essential businesses, picking up food, visiting a health care provider, traveling on public transportation, walking through condo or apartment complex common areas, when interacting with people providing essential services, when feeling sick, coughing, or sneezing. You do not have to wear a masking when running or walking in your neighborhood or when performing outdoor activities on your own property.
