Making Government Video Accessible to People Who Are Blind

Section 508 of the Rehabilitation Act requires access to information and communication technology (ICT) developed, procured, maintained, or used by federal agencies. One aspect of this accessibility involves audio descriptions which provide accessibility to media for people who are blind or have low vision. New estimates by the American Foundation for the Blind note that over 30 million Americans are blind or have difficulty seeing even with correction.

This presentation will demonstrate how audio description provides access to government-produced media; describers observe, select, and then succinctly and vividly use language to convey the visual image that is not fully accessible to a significant segment of the population.

Audio description makes the visual images of cultural events (theater productions, television shows, films, visual art, and events) accessible to people who are blind or have low vision.

Dr. Joel Snyder, an audio description pioneer, has written a book and website offering the first overview of the field, including its history, application to a range of genres, training techniques, and list of resources.
