Helping Schools and Libraries Close the Homework Gap
Emergency Connectivity Fund
The FCC's Emergency Connectivity Fund (ECF) is a $7.17 billion program that will help schools and libraries provide the tools and services their communities need for remote learning during the COVID-19 emergency period. ECF will help provide relief to millions of students, school staff, and library patrons and will help close the Homework Gap for students who currently lack necessary Internet access or the devices they need to connect to classrooms.
For eligible schools and libraries, the ECF Program will cover reasonable costs of laptop and tablet computers; Wi-Fi hotspots; modems; routers; and broadband connectivity purchases for off-campus use by students, school staff, and library patrons.
Congress authorized the Emergency Connectivity Fund as part of the American Rescue Plan Act of 2021.

FY 2022 Budget News June 22, 2021, 9:40pm

BY KATHERINE LANDERGAN, SAM SUTTON
TRENTON — The Senate and Assembly budget committees voted Tuesday to advance a $46.4 billion budget bill for the fiscal year that begins July 1 — just minutes after the final documents were made available to the public.
The straight party-line votes send the measure to the floors of both chambers, where it is scheduled to be voted on Thursday before being sent to Gov. Phil Murphy.
The budget bill includes a massive $6.9 billion payment into New Jersey’s notoriously-underfunded pension system — $505 million more than what Murphy originally proposed — and sets aside $3.7 billion to tackle the state's debtload.
Some of the top line items include: $500 million for rental assistance, $250 million for utility relief, $180 million for HVAC improvements to schools and $100 million to help reopen child care centers.

TRENTON — New Jersey school districts scheduled to see cuts in their state funding will not find a reprieve in the Legislature's budget bill, according to legislative sources.
Senate Democrats intend to maintain Gov. Phil Murphy’s plan for district formula aid at nearly $9.3 billion for K-12 school funding — the largest pot of state aid in decades.
Sources said that while no new money will be proposed through the school funding formula, the Legislature’s budget will include an extra $100 million over Murphy's proposed $25 million increase for Extraordinary Special Education Aid, which is available for all school districts. In addition, it will include $600 million over three years to provide an additional year of functional education for students with disabilities and $180 million for HVAC improvements to schools.

Joint Statement from Governor Murphy,
Senate President Sweeney, and Speaker Coughlin on the
Future of the New Jersey Schools Development Authority
“The Schools Development Authority’s (SDA) mission is critical to the construction, modernization, and renovation of schools in some of our most underserved school districts. Recent independent reports have offered recommendations to improve the ability of the SDA to fulfill that mission. We will act to effectuate change and look to restructure the organization or move it under another State entity to improve the State’s ability to deliver and effectively manage public school construction projects. As we work toward funding reauthorization, we will also review the organizational structure of the SDA and consider all possible alternatives to the current structure in the months ahead.”
