COVID-19 Impact Testimony
Today, The Arc New York delivered testimony at a virtual hearing held by the New York State Assembly Standing Committee on Mental Health on the impact of COVID-19 on individuals with either a mental illness or an intellectual or developmental disability. The Arc New York called on the state to deliver the necessary resources, policy changes, innovation and partnership to ensure quality supports and programs for New Yorkers with I/DD are sustained into the future. Executive Order 202.60
Late on Friday, Governor Cuomo signed Executive Order 202.60. This EO extended the provisions of earlier EOs including 202.55. 202.55, which provided the previous extension of flexibility on criminal background checks (CBC) and abbreviated training. The flexibility is extended through October 4, 2020. OPWDD's interim guidance on background checks and abbreviated training remain in effect through October 4, 2020.

Unemployment Reimbursement Update
The New York State Department of Labor (NYS DOL) provided updated information for nonprofit employers who self-insure their unemployment costs. Employers must contact NYS DOL directly at 518-457-5789 for assistance with applying for the 50% credit to their account. Employers must ask for form IA-199, the Deferred Payment Application. Employers will be set up with a payment plan for a 6 to 36 month term. A minimum of 10% down is required and specific agency terms will be provided in a letter directly to the employer to document the agreement. The payment plan is interest free for 501(C)3 organizations.
