The COVID-19 pandemic has brought up many questions about the future of animal agriculture………….. Worldwide, researchers are taking several approaches in an effort to prevent a major zoonotic disease outbreak in the near future. The World Health Organization (WHO) recently launched the “One Health High-Level Expert Panel” to improve our understanding of how diseases with the potential to trigger pandemics emerge and spread. Last week, the USDA’s Animal and Plant Health Inspection Service announced it would provide up to $10 million in funds in the National Animal Disease Preparedness and Response Program (NADPRP) to support projects that will enhance plans to improve animal disease outbreaks… In Oklahoma, a very livestock-centric state, a new center is already preparing for the next one. Launched in October 2020, the Oklahoma Pandemic Center for Innovation and Excellence (OPCIE), is taking a “one health” approach, bringing agriculture, human and animal health experts together to research diseases—zoonotic and beyond—and public health responses. https://bit.ly/3eRaz5B

Part 1 - 'One Health 101: What is all the fuss??'
The general public does not yet understand what One Health is all about. To meet this need, the One Health Commission, in partnership with the National Academies of Sciences, Engineering, and Medicine, The Wilson Center, and the Smithsonian’s National Museum of Natural History, launched a 3 part webinar series on 'One Health in the U.S.' The first webinar, ‘One Health 101: What is All the Fuss?’, featured an overview of the One Health framework, systems and policies, and highlighted best practices in preventing the next pandemic. Freelance Reporter Jimmy Tobias narrated a true One Health success story about the Bracken Cave in San Antonio and the bats that dwell there. Professorial Lecturer Dr. Bernadette Dunham led a deeper exploration of One Health relative to zoonotic diseases and beyond. Dr. Greg Gray addressed One Health Systems and Policies. On March 29, 2021 the Food and Agriculture Organization (FAO), the World Organisation for Animal Health (OIE), the United Nations Environment Programme (UNEP) and the World Health Organization (WHO) (the “Partners”, now often referred to as the Tripartite-Plus) launched a joint call for expression of interest to constitute a One Health High Level Expert Panel (OHHLEP). From over 700 applications received, 26 international experts were appointed in May 2021 to serve as members. The Panel is multidisciplinary, with experts who have a range of technical knowledge, skills and experience relevant to One Health. The Panel’s First Meeting was on May 17-18. https://bit.ly/3rzJHMD

Last month, New Jersey became the first state in the U.S. to legislate a “One Health Task Force,” which promotes communication between state agencies and scientists who study human health, animal health and the earth sciences. The state law is based on the Rutgers One Health Steering Committee, which was started in 2016 by Gloria Bachmann, director of Women's Health Institute at the Rutgers Robert Wood Johnson Medical School, Amy Papi, a volunteer at the Women's Health Institute and Sona Jasani, an instructor at the Medical School. https://tinyurl.com/428k9pfx

June 29-30, 2021 This virtual public meeting was dedicated to the deliberation and vote on two reports to transmit to the Secretary of Health and Human Services, the first from the Disparities in Antibiotics Access and Use Working Group, and the second from the Working Group on Antimicrobial Resistance (AMR) in Inter-Professional Education. The remainder of the 2-day public meeting included an update on the status of the antibiotic development pipeline, an open council discussion on provocative questions in AMR and presentations on Operationalizing One Health and the Environmental Dimensions of AMR. To ‘Strengthen financing for the WHO and One Health and put it on more predictable footing.’ Prepared by the G20 High Level Independent Panel on Financing the Global Commons for Pandemic Preparedness and Response. It recommended an international funding increase of US $75 billion over the next five years to address gaps pointing out that “the costs to government budgets alone from pandemics are up to 700 times larger than the annual additional international investments proposed.” Find calls for One Health on pages 11, 14, 22, 24, 29, 32, 33, 34, 44, 45, 49, 54, 55, 75, 81 and 84. P.22 We need stronger, internationally coordinated efforts to prevent spillovers at their source — especially by reducing the loss of natural habitats, controlling wildlife trade, and addressing livestock production near to wildlife. Strengthening One Health approaches is critical to this effort.

P.29 The estimated costs would also be much higher if they included upstream environmental investments for prevention and a more extensive scope for One Health including upgrading of veterinary services; basic and pre-clinical research; and the broader strengthening of healthcare systems and delivery infrastructure beyond that directly related to pandemic PPR...... Strengthen financing for the WHO and One Health, and put it on more predictable footing. Greater and more predictable funding is necessary for the WHO to perform its critical functions and ensure that there are no gaps in the surveillance-to-action loop, and to strengthen the integrated One Health approach.

P.33 A deeper understanding of zoonotic infections and disease origins is absolutely critical to successfully prevent future outbreaks…….. It will require minimizing possible spillovers from animals and humans, through internationally coordinated efforts to reduce the loss of natural habitats, regulate the wildlife trade and take down illegal trade, and address livestock production near to wildlife. Strengthening One Health approaches is critical to this effort.

P. 81 Robust surveillance and detection networks. This covers the GPMB’s categories of One Health surveillance and risk assessment; ........... Our cost estimates have also taken into account the need to implement the One Health approach for the monitoring and detection of zoonotic spillovers.

P.84 ……. the zoonotic nature of many viruses calls for a One Health approach to surveillance, meaning surveillance that also covers animal health and veterinary services. The estimates take a One Health approach when considering surveillance requirements for research, data collection and processing or, in the case of the McKinsey costing, some cost of biosecurity in farms and of wildlife and wild meat trade. However, it would have been difficult to provide comprehensive and up-to-date estimates of the wider approach for this report, thus estimates for a full One Health approach are not included in our calculations.

“In 2016 — years before the COVID-19 pandemic — Cambodia launched a toll-free hotline to enlist the public in monitoring and tracking the spread of disease among both humans and animals….People can call 115 to report outbreak signals, such as unexplained sickness in their chickens that could be bird flu — which can also infect people…..The 115 hotline and many tools like it emerged from EpiHack, an epidemiology “hackathon” that [the non-profit organization] Ending Pandemics supports. Nipah virus is a disease with known pandemic potential and a fatality rate as high as 70 per cent. The pathogen was first detected in 1999 in Malaysia and is thought to have jumped from bats to humans via pigs. But it is Bangladesh that has witnessed the majority of outbreaks in the decades since. The country has seen a flare-up of cases almost every year since 2001, with transmission thought to be linked to the consumption of fruits or date palm juice which have been contaminated by the urine or saliva of infected fruit bats. In an early stage challenge trial on African green monkeys, the Nipah virus shot triggered a “very robust protective immune response”, according to a paper published online this week awaiting peer review. https://tinyurl.com/wvk8fhkz

Participants heard from leading global health experts in our speaker series, and got one-on-one feedback. The AMR: A One Health Approach Virtual Seminar Series provides various approaches to address AMR issues in a wider context that is important and practical for sustainable development of control strategies. There are no prerequisites to participate. Open to students, adult learners and professionals from all over the world. Having a Bachelor’s degree in a related field, relevant work experience, and an interest in learning about AMR and its implementation from a One Health perspective is highly recommended. This is a unique interdisciplinary degree that requires an understanding and integration of science, culture, history, communication, and more. There is no other degree like it in Alaska or the Circumpolar North. This program has been launched completely online. This has allowed partners across the Circumpolar North to more easily enroll in and complete the OHM. One Health Goes Wild
Dr. Oreta Samples of Fort Valley State University, Ft. Valley, Ga is currently leading a study regarding zoonotic implications of disease transmission to hunters, taxidermists and game processors who handle native Georgia wildlife carcasses as part of a 5-year grant driven project to promote safety where such handling of wild carcasses may be routine. The study looks at white tail deer, raccoons and opossums as sentinels or potential carriers of ectoparasites that may transmit zoonotic diseases to those hunting, preserving or skinning carcasses as well as other zoonotic diseases. Current MPH students involved in Thesis Research benefit from collecting/analyzing/reporting on data from state regulated DNR-sponsored quota hunts and nuisance trapping operations throughout the year.
