Governor Relaxes Restrictions on Gatherings,
Events and Recreational Facilities

Taking the next step in a gradual reopening of the state’s economy, Governor Gretchen Whitmer issued Executive Order 2020-183, which will relax restrictions on social gatherings, organized events and recreational facilities beginning 10/9/20.

Under this latest “Safe Start” order, non-residential indoor gatherings will be limited to 20 people per 1,000 square feet or 20 percent of fixed seated capacity, with a maximum of 500 people. Non-residential indoor gatherings in the Upper Peninsula and the Grand Traverse region may allow up to 25 people per 1,000 square feet or 25 percent of fixed seated capacity. Non-residential outdoor gatherings will be limited to 30 people per 1,000 square feet or 30 percent of fixed seating capacity, with a maximum of 1,000 people. Safeguards to mitigate virus transmission will apply in all instances.

The Governor also updated her order imposing workplace safety requirements to recognize a number of previously closed businesses that are slated to reopen statewide on 10/9/20. Executive Order 2020-184 does not include any substantive changes to the regulations applicable to manufacturing facilities and office settings.

$69 Million Issued in Small Business Restart Grants

The Michigan Small Business Development Grant Program has awarded $69 million in grants to more than 11,000 small businesses and nonprofits in Michigan since its inception in July. Eligible businesses were able to apply for grants under the program through 8/5/20 for working capital to support payroll expenses, rent, mortgage payments, utility expenses or other similar expenses. 

A total of $100 million in federal CARES Act funding is allocated to the program. A second round of Restart grants will be awarded by local economic development organization in mid-October. Learn more at michiganbusiness.org/restart.
