North State Together is proud to join forces with the California Cradle to Career Coalition to advance policies that shape the statewide cradle to career movement and helps to create long lasting community solutions. The coalition is made up of Promise Neighborhoods and StriveTogether networks and is supported by StriveTogether, GRACE & End Child Poverty CA, and CA:FWD. These organizations support the creation and ongoing work of the California Cradle to Career Coalition with the goal of funding and expanding this data-driven, integrated service delivery model throughout California. North State Together will bring the voice of far Northern California in the coalition's work to ensure all of our children thrive from cradle to career.

North State Together is committed to improving outcomes in all areas along the cradle to career pipeline. Kindergarten Readiness Snapshot (KRS) is a FREE tool administered by North State Together used to assess and store information about incoming kindergarten students’ readiness levels. The “Snapshot” evaluates a student’s readiness in literacy, numeracy, and social-emotional/physical skills. Questions included in the Snapshot are based on questions from other validated or commonly used assessments (i.e., Desired Results Developmental Profile (DRDP), California Department of Education Preschool Learning Foundation’s 60 month Goals). Without this locally developed KRS assessment tool, we would have a critical missing data component along the educational pipeline. A large body of research has shown that kindergarten readiness is a strong predictor of later academic achievement and school adjustment. Readiness assessments help our region understand how prepared our children are for kindergarten so that they can provide necessary supports to ensure all children are successful in elementary school and beyond.
Are they ready for Kindergarten?
KRS provides teachers, families, and school administrators the status of their child’s literacy and numeracy development, social and emotional development, and physical development at one key point in time. KRS is an innovative, electronic application-based measure to be administered by teachers or designees early in the school year to capture specific facets of what children entering school know and can do. Findings are intended to be used formatively at the classroom and school levels to support instructional planning and at the district level to better understand any changes that may emerge over time in the developmental readiness of children in the North State at school entry.

The KRS assessment found school readiness dropped drastically from Fall 2019 to Fall 2020. In Fall 2019 almost 51% of our children were Kinder ready, and in the Fall 2020 that number had dropped to 33.96%. The KRS is normally assessed during the first three weeks of the Kindergarten school year to create a snapshot of whether the student is ready for Kindergarten, providing teachers and parents with instant student level and class reports to guide teaching and at home support. This summer North State Together processed data for 31 preschoolers who took the KRS early in May/June 2021 to determine how ready they are to enter Kindergarten in the fall. Only 19.35% of these 31 preschoolers demonstrated overall readiness for Kindergarten.

North State Together has worked to make KRS data more insightful and interactive data. The KRS Interactive Data Dashboard on the KRS North State Together website allows school administrators, teachers, parents, and other key stakeholders to engage and disaggregate these data in a more meaningful way in order to address inequities that exist in Kindergarten readiness in the North State. This new platform also gives North State Together the ability to work with its partners and those using the KRS system to expand and enhance the system even further in the future. This means better data, better reporting, and better outcomes for the region North State Together serves.

North State Together & Shasta College Co-Present on the Power of Collective Impact in ACEs Prevention and Reduction

North State Together is a proud sponsor of this year's The Rural Adverse Childhood Experiences (ACEs) Summit which seeks to raise awareness of the disproportionately high rates of ACE scores in rural areas. This year, North State Together and Shasta College will co-present on the power of collective impact in ACEs prevention and reduction.

In Shasta County, of the 271 residents who answered the survey questions, nearly 40% of respondents reported four or more Adverse Childhood Experiences (ACEs) in their life history compared with just 17% in California, while 16% of Shasta County residents report no Adverse Childhood Experiences (ACEs) in their history, compared to 38% in California.

National Broadband Availability Map
The newly released Indicators of Broadband Need Map is a publicly available digital map that displays key indicators of broadband needs across the country including the North State. This is the first interactive, public map that allows users to explore different datasets about where people do not have quality Internet access.

It contains data aggregated at the county, census tract, and census block level from the U.S. Census Bureau, the Federal Communications Commission (FCC), M-Lab, Ookla and Microsoft. This is the first map that allows users to graphically compare and contrast these different data sources. Layers in this map were created using various data sources to show other help information including areas designated as American Indian, Alaska Native and Native Hawaiian Areas and High Poverty communities.

Expect More Tehama's Amy Schutter Offers Grant Writing & Resource Development Course
Expect More Tehama, one of five county networks under the North State Together umbrella, is a broad range of community members engaged in a movement to address local issues in education by convening people, fostering relationships and discovering community together. Amy Schutter sits on Expect More Tehama's Leadership Council offering her expertise in grant writing for nonprofits and education.

Amy will be in Red Bluff hosting a course over several evenings this fall where she will help attendees gain skills in grant writing and resource development.

New Reach Higher Shasta Coordinator
Meet Gordon DeWitt
Reach Higher Shasta, one of five county networks under the North State Together umbrella, is excited to introduce their new Coordinator, Gordon DeWitt! Gordon was born and raised in Redding, California. He spent most of his free time in the woods, biking around with friends. After high school, he moved to Texas to continue his education. Shortly after his first year of college, he met LynnAnne who would become his wife. The couple lived in Los Angeles for several years before returning to Redding in 2001 to raise their family. Gordon and his wife have been married 23 years and have 5 children and 1 grandchild.

Gordon has called Redding home for 38 years of his life. He cares deeply for this community and believes each person deserves the opportunity to pursue their dreams. He is excited to help Reach Higher Shasta fulfill its mission and honored to be part of this team.

Free College Tuition Programs for Adults
The rising cost of college and growing need for postsecondary education and training has generated great interest in free college tuition programs. Yet many of these programs aim to serve recent high school graduates and little is known about the programs open to adults. To fill this knowledge gap, the American Institutes for Research, under a grant funded by Walmart, conducted a scan of free college tuition program websites in spring 2021. This scan culminated in this project website, which contains an interactive map, a report, a downloadable database of programs, and a webinar that explores how free college tuition programs for adults might better leverage employers in establishing and advancing programs.

Shasta College Promise Program
For many students attending Shasta College this Fall their tuition will be free for their first two years as long as they are first-time, full-time students. A new program, called the Shasta College Promise Program, is providing students who previously may have avoided going to school due to financial considerations, another chance at obtaining a college education. The Shasta Promise program is funded by a mix of private and public funds.

The data suggest that a small share of the population has retired, relocated out of the region, or for other reasons exited the workforce, with potentially lasting impacts on the North/Far North region.
