City Proposes $116 Million Budget for FY 2021

City of South Fulton officials are set to consider a proposed 2021 fiscal year budget of $116 million this month as the city builds on its commitment to ensure public safety and an increased quality of life despite decreased revenue amid the COVID-19 pandemic.
During the revenue shortfall, the city has maintained a strong fiscal foundation, while continuing to provide municipal services and avoiding layoffs and furloughs. Solid budget planning – and a thorough review of expenses yielded $7.8 million in expenditure reductions in the current fiscal year – were key factors in that success, according to City Manager Odie Donald II.
“The world is experiencing the most severe global health crisis in modern history.” Donald said. “COVID-19 has negatively impacted the way we move, purchase goods and services, educate our children, and deliver services worldwide. The great strides taken over the past two years to develop a strong financial footing are the primary reason the city is able to maintain its strong standing in the wake of the pandemic.”

South Fulton Grows Project Distributes Grow Box Kits
The City of South Fulton is growing with the launch of South Fulton Grows, an initiative aimed at addressing food insecurities. City volunteers recently distributed about 200 free grow box kits – complete with lumber, soil and seeds – that will allow residents to raise their own vegetables. Also in the works is a community garden that will further supplement produce needs.

Emergency Ordinance Requires Masks in Public
As the number of new COVID-19 cases in Georgia continues to climb by the thousands each day, City of South Fulton officials passed an emergency ordinance requiring people to wear masks while in public. The measure took effect July 11 and will expire on August 10, unless extended by the council. It includes a $100 fine for a second and subsequent violations.

City Commences Phase One of Reopening Plan
|
|
|
The city has reopened operations through a
three-phase process that began July 13, with the remaining phases linked to specific target points in the decline of new COVID-19 cases in Fulton County and statewide. The city’s plan outlines gradually increasing levels of reinstated services. Additionally, it sets protocols for social distancing, enhanced hygiene and sanitizing procedures; limited personal contact; and other safety measures.
The Parks, Recreation and Cultural Affairs Department opened parks for passive recreation activities, such as walking, jogging and biking. Facilities, restrooms or programs are not available for use. Parks are open Tuesday through Sunday from 8 a.m. to 1 p.m. and 3 to 8 p.m. The department will continue to offer virtual services, including dance classes, sports clinics and physical fitness programs.

|
The city is holding a Count to 80 Sweepstakes to encourage participation in the 2020 Census. The goal is to attain an 80 percent self-response rate. Each week, one lucky winner will take home a prize, including Apple Airpods or a combination of an Amazon Echo and an Amazon Firestick. Lakisha Riddick, the week five winner of the sweepstakes, won an Amazon prize pack for completing the 2020 Census. Weekly drawings will take place from June 22 through August 18.

City Explores CDBG Funds to Address Community Need
|
|
|
The City of South Fulton will attempt to address vital community needs through funding requested through a federal block grant entitlement program. The city is seeking entitlement funding from the U.S. Department of Housing and Urban Development Community Development Block Grant for 2021. The city will receive approximately $500,000 in the initial round of funding.

Congressman John Lewis - orator, statesman, civil rights champion and South Fulton resident - passed on July 17, the same day civil rights pioneer C.T. Vivian also passed. The City of South Fulton honored both by flying its flags at half-staff and observing minutes of silence for each. The city also issued a
statement in honor of Lewis.

South Fulton Heading Back to Class With South Fulton U
|
School is almost in session as the city prepares for the launch of South Fulton U, the city’s first citizen’s academy offered to educate residents about the multiple functions of local government. South Fulton U is a free, virtual 10-week program aimed at encouraging civic participation and engagement in the community. The program also seeks to build residents’ knowledge about city operations.

South Fulton Approves Green Building Sustainability Policy
|
Going green is no longer a thing of the future for South Fulton as the City Council approved a Green Building Sustainability Policy that will establish green building practices in the city. The ordinance will reduce the overall impact of waste, pollution and degradation of natural resources in the community. It will also allow for long-term conservational quality.

South Fulton Approves Master Plan to Build Streetlight Network
|
Streets in the City of South Fulton soon will be safer to walk as officials have approved the hiring of a consultant to develop a streetlight master plan for areas with pedestrian traffic. City council members signed off on a contract Tuesday with TSW, Inc., which has developed similar plans for other Georgia cities, including Kennesaw, Augusta, Lawrenceville, Woodstock and Stockbridge.

Residents Share Thoughts on Campbellton Crossroads Project
|
The cities of South Fulton and Chattahoochee Hills held a series of events - including virtual workshops and a pop-up tour - to gather public input on a proposed master plan that will guide efforts to revitalize the historic Campbellton Crossroads village. In addition, the city's Historic and Cultural Landmarks Commission will host a virtual workshop August 4 at 2 p.m..

City Police Department Modifies Operations with New Technology
|
Police officer interaction and how they engage during tense moments is the headline in news and the topic of conversation in many homes across America. The South Fulton Police Department is changing that narrative with new technology that activates body cameras as soon as officers draw their weapons. The department has also added a fleet of drones to their arsenal. Its traffic unit first used drone technology to identify and stop illegal racing from ATV riders in South Fulton neighborhoods back in May.

As students and teachers prepare to return to school virtually, there is still a need for school supplies, even if they will learn from the comfort of their homes. The City of South Fulton continued to provided supplies to help children prepare for school.

City Officials Provide Free COVID-19 Testing for Residents
|
City of South Fulton Councilmembers Corey A. Reeves, khalid kamau and Mark Baker gathered to assist residents impacted by the COVID-19 crisis in a free COVID-19 testing event. Residents were able to drive through the site to get tested. The initiative is part of a citywide effort to ensure citizens have access to COVID-19 testing.
Councilwoman Helen Z. Willis will partner with Fulton County Board of Health to provide free testing at the Hickory Park Apartments on Friday, August 7, from 8 a.m. to 1 p.m.

Operated by Fulton County’s Emergency Management and Fulton County Emergency Services, FALCON (Fulton Alert Community Notification) replaced CODE RED earlier this year.
