The Missouri Rural Health Association (MRHA), in collaboration with the Health Resources and Services Administration (HRSA)/Office of Regional Operations Region 7, is hosting a federal panel discussion on Wednesday, April 28, 2021, from 9:00-10:30 AM CDT. The panel will be facilitated by Melissa Van Dyne, Executive Director of MRHA.
Among the agencies participating: Administration for Community Living (ACL), Centers for Disease Control and Prevention (CDC), Centers for Medicare & Medicaid Services (CMS), Federal Emergency Management Agency (FEMA), U.S. Department of Housing and Urban Development (HUD), Office of the Assistant Secretary for Health (OASH), Substance Abuse and Mental Health Services Administration (SAMHSA), and the U.S. Department of Agriculture (USDA).
Panelists will discuss their agency's COVID-19 response efforts, specifically in regards to rural Missouri, and highlight funding opportunities, current priorities, and future initiatives in rural health. Following the remarks, there will be time for a facilitated Q&A session.

Lacey Boven | Regional Administrator |
Administration for Community Living
As of 2019, Lacey Boven serves as Regional Administrator for the Administration for Community Living (ACL). Within the role of being an ambassador for all ACL programs and supporting partnerships in Region VII, Lacey works to identify needs of rural program participants and providers and provide input on publications and recommendations as the ACL representative for the National Advisory Committee on Rural Health and Human Services. Lacey previously has served as an Aging Services Program Specialist for the ACL Chicago and Kansas City Regional Support Center since 2015 as the ACL liaison to Kansas, Michigan, Minnesota and Wisconsin and the grants officer for 36 Tribal Grantees.
Lacey is a proud Kansas State Wildcat and enjoys hiking, traveling, and working on home projects with her family. Lacey also introduced a puppy into her family recently and has enjoyed watching “Dodger” grow and learn.

Michelle Wineinger
Rural Health Coordinator | OPOLE – Local Engagement & Administration | Centers for Medicare & Medicaid Services
Michelle Wineinger, Health Insurance Specialist, has been with the Centers for Medicare & Medicaid Services Kansas City Regional Office since 2002. She currently serves as the CMS Kansas City Rural Health Coordinator and Professional Relationships Lead. She has also served as the Provider Liaison, Marketplace Lead, National Medicare Training Program Coordinator, SHIP liaison, and Military/Veteran Outreach Lead. She was part of the Medicare Part D implementation team and has experience in Medicare Secondary Payer, Coordination of Benefits, and several other Medicare Part A and B policy areas. Michelle holds a Bachelor of Science Degree in Management from Park University in Parkville, Missouri.

Kathy Fields | Acting Regional Administrator

Ms. Kathy Fields is currently serving in the role of Acting Region 7 Administrator. Ms. Fields began her FEMA career with Region VII in 1988, working in the Disaster Assistance Program (DAP) Division. Over the past 32 years she has held numerous leadership roles in FEMA HQs, Regions and in the field supporting various operations. Ms. Fields has been serving as the Deputy Regional Administrator at FEMA, Region VII since August 2015 where she has been instrumental in recruiting and reorganizing to improve regional efficiencies in addition to supporting Regional disaster activity. In the summer of 2019, Ms. Fields was detailed as the Acting Deputy Regional Administrator for FEMA, Region II providing support across the region, restructuring of the Caribbean Area Division Hurricane Recovery Center and leading the reorganization of the Puerto Rico Joint Recovery Office, Puerto Rico and the US Virgin Islands. Ms. Fields holds a Bachelor of Science Degree in Social Work from Central Missouri State University. |

Nancy Rios | Regional Administrator
Health Resources and Services Administration/Office of Regional Operations
Nancy Rios serves as the Regional Administrator for the Health Resources and Services Administration (HRSA) Office of Regional Operations-Region 7. Her office, which covers Iowa, Kansas, Missouri, and Nebraska, provides on-the-ground outreach and technical assistance to increase the reach, impact, and stakeholders’ awareness of HRSA programs.
Nancy holds a bachelor’s degree in biology. She has worked for the U.S. Department of Health and Human Services for 22 years. Prior to joining HRSA in 2016, Nancy worked at the Centers for Medicare & Medicaid Services (CMS) as the Regional External Affairs and Marketplace Outreach Lead for Region 7. In this capacity, she provided leadership to the Kansas City regional team responsible for the development, implementation, and evaluation of national outreach and education campaigns on CMS’ programs and initiatives in Kansas, Missouri, Nebraska, and Iowa. Her career at CMS also includes assignments in the Division of Survey, Certification, and Enforcement, Division of Medicaid & Children’s Health, and the Division of Medicare Health Plans Operations. Nancy also served as the CMS Region 7 Native American Contact for 15 years. In this role, she coordinated and provided training, technical assistance, and policy guidance to Indian Health, Tribal, Urban Indian Health Programs, and State Medicaid Agencies.

Bruce Ladd | Deputy Regional Administrator | U.S. Department of Housing and Urban Development
Bruce Ladd has served as Region VII's Deputy Regional Administrator since March 2015. Mr. Ladd oversees HUD programs in the states of Iowa, Kansas, Missouri and Nebraska. He serves as a liaison between Headquarters and the Region VII offices located in Des Moines, Kansas City, Omaha and Saint Louis. He interfaces with external and internal stakeholders to ensure implementation of the Department's strategic plan and goals.
Mr. Ladd served in the Office of Multifamily Housing prior to his selection as Deputy Regional Administrator. He served in various leadership positions in the regional office working in all aspects of Multifamily Housing. He is a graduate of Kansas State University.
Volunteer activities are a key component of Mr. Ladd’s life. He served in key leadership positions on a board of directors for a homeless shelter for many years. He has served as a foster parent since 2011 and currently has two foster children residing with his family.

Dr. Catherine Satterwhite | Regional Health Administrator | Office of the Assistant Secretary for Health
Catherine Lindsey Satterwhite, PhD, MSPH, MPH, is the Regional Health Administrator for the U.S. Department of Health and Human Services, Office of the Assistant Secretary for Health, in Region 7 (Iowa, Kansas, Missouri, and Nebraska). As the senior federal public health official and scientist in the region, Dr. Satterwhite performs essential functions for the Department of Health and Human Services (HHS) in three major areas: prevention, preparedness, and agency-wide coordination.
A Kansas native, Dr. Satterwhite is an epidemiologist with experience in government and academia. Before joining HHS, she was a tenured Associate Professor in both the Department of Preventive Medicine and Public Health and the Department of Obstetrics and Gynecology at the University of Kansas Medical Center (KUMC) in Kansas City, KS. In addition to teaching medical students and students pursuing public health degrees, Dr. Satterwhite worked directly with the Kansas City, MO, Health Department in the Senior Epidemiologist role during their successful accreditation process through the Public Health Accreditation Board. From 2018-2019, Dr. Satterwhite served as President of KUMC's Women in Medicine and Science organization. Dr. Satterwhite earned three graduate degrees from Emory University’s Rollins School of Public Health in Atlanta, GA, including a PhD in Epidemiology. She earned her BA from New York University.

Kimberly Nelson | Regional Administrator | Substance Abuse and Mental Health Services Administration
Kimberly Nelson is the Regional Administrator serving Region 7: Kansas, Iowa, Missouri, and Nebraska. Ms. Nelson is a licensed addictions counselor with a master’s degree in public administration and worked in the behavioral health care field since 1992. Ms. Nelson has worked in health care for all of her professional career, primarily in the area of behavioral health as an addictions and managed care contract professional. Ms. Nelson’s clinical work was early in her career and mainly focused on addiction services, initially in community-based settings in women’s and children’s residential programs in Kansas. She then moved into executive leadership roles primarily. Ms. Nelson provided leadership as program director in programs with criminal justice clients in community-based residential and outpatient settings, as well as with prison-based therapeutic communities.
Ms. Nelson is a licensed addictions counselor and earned her bachelor’s degree in Sociology and her master’s degree in Public Administration from the University of Kansas.

Chris Collins | General Field Representative (Missouri/Illinois) | Rural Utilities Service - Telecommunications Program | United States Department of Agriculture
As General Field Representative, Chris Collins assists telecom, electric and private companies, as well as local governments with Rural Utilities Service programs supporting broadband expansion, distance learning and telemedicine. With over 12 years of experience at USDA, Chris assists applicants from the application process through project completion bringing much needed services to rural Missouri and Illinois.
