CRYA Annual Awards Banquet now Dec.6th

This Year Honoring the work of Doug Balkema


Please join us at the Portland Yacht Club which will be decorated for the Holidays to celebrate the 2023 Dolphin Yacht Club incoming President Alicia Robinson, awards and recognition of Opening Day, and the retirement of Doug Balkema from CRYA. For almost 20 years Doug has been volunteering to help make boating safer, and fun. He is a Past President of CRYA as well as just finishing up his 4 year Standing Committee position. Doug has a long history with Coast Guard Auxiliary, TYEE Yacht Club as a member and past Commodore as well. Please come celebrate with everyone!

2022 Year End Summary


NSF Started in late 2013 and is now going into its 10th year.

Started by 4 boaters who wanted to have people safely enjoy water activities.

As we boated, we saw empty life jacket kiosks along the rivers and lakes.

An empty kiosk serves no purpose! Our goal is to make sure kiosks have life jackets.

NSF is a non-profit 501c3.

 

We support over 40 water safety organizations in Oregon and SW Washington

About 150 life jacket kiosks are supported in our region!

Roughly 75% of the kiosks are in Oregon and the rest in SW Washington.

 

In 2020, the year of COVID-19, we delivered 1433 life jackets for $8,383

In 2021, the 2nd year of COVID, we delivered 1225 life jackets for $9,987

In 2022, we delivered over 1600 life jackets for $13,000 a 30% increase!

Our 2023 forecast shows a steady increase in need.

 

Funding comes from generous donations by Yacht Clubs, individuals, boating organizations like CRYA and various grants from charitable foundations. For 2022, Oregon State Marine Board is provided us a grant.

Canada goes digital (and free)

If you’re planning a cruise to Canada this summer, be aware that Canadian Hydrographic Service is offering all its products in digital form and for free, a fact that I discovered while planning a cruise to the Bay of Fundy this summer from Maine. 

Whenever I contemplate sailing to an unfamiliar area I try to buy paper planning charts, and I also look for government sailing directions. Though aimed at a wide range of mariners and not especially recreational, these national publications give an overall picture of a coastal area and its harbors. All the US Sailing Directions are stored in my computer. This is possible because the US offers all its digital nautical publications for free downloading via the Internet. 

The US is unusual in this, and when at the beginning of the year I visited the website of the Canadian Hydrographic Service which surveys and charts the national waters including New Brunswick where I would be sailing, it said I had to pay for sailing directions. As my planning progressed and I grew frustrated with the available cruising guides, I returned to the website to buy whatever they had, only to find that with no fanfare, as of March 1, 2022 the Canadian Hydrographic Service has permanently discontinued printing its publications and would be offering digitized versions online for free. This includes regional Sailing Directions and annual Tide and Current Tables plus an Atlas of Tidal Currents.

Coast Guard study recommends establishing voluntary fairways to support safe navigation along West Coast


ALAMEDA, Calif. — The Coast Guard requests public comment on the draft Pacific Coast Port Access Route Study (PAC-PARS).

A Federal Register Notice of Availability for the draft PAC-PARS has been opened for comment. Comments and related materials must be received on or before Oct. 25, 2022.

This is the first comprehensive evaluation of vessel traffic patterns that use Pacific coastal waters off the coasts of California, Oregon, and Washington.

The main goal of the PAC-PARS is to evaluate historic and future waterway usage to determine navigational risk and provide recommendations to uphold safety of navigation. To do this, the study examined vessel tracking data from the past 10 years and considered environmental data, existing and planned offshore development infrastructure, and historical marine incident data among other datasets.


The Coast Guard also considered concerns and recommendations from key maritime stakeholders and members of the public. Prior to this public comment period, the Coast Guard received comments during two previous public comment periods spanning over 200 days.

“There has been significant growth of waterway use along the Pacific Coast; we are committed to maintaining a high level of navigational safety for all members of the maritime community,” said Lt. Cmdr. Sara Conrad, activities chief for Coast Guard Pacific Area Port and Facilities. “This draft study provides recommendations that facilitate safe vessel transits along the coast and connect to major port approaches in light of the increasing demand for use of our waterways.”

The draft PAC-PARS recommends establishing new voluntary fairways for coastwise and nearshore vessel traffic with connections to existing Traffic Separation Schemes and ports. These fairways would facilitate safe and predictable traffic patterns as the demand for and use of Pacific coastal waters increases. Charts of these recommended fairways can be found in Appendix I, II, and III of the study.


The public can also view the study in a more user-friendly manner at USCG Navigation Centers website https://www.navcen.uscg.gov/port-access-route-study-reports. The Coast Guard posted the study to a Homeport webpage https://cglink.uscg.mil/efedac43 where the most current information about upcoming webinars and outreach activities will be posted.

Waterfront Organizations of Oregon


On Saturday November 5th the Annual Meeting Dinner was held at the Columbia River Yacht Club. Notable attendees were:

After dinner DSL Director Vicki Walker gave WOOO members and guests an excellent presentation of work the DSL is doing today, plans for the future that include many abandoned and derelict vessels for removal. DSL is asking the State of Oregon for $40 Million for their budget to help address this statewide issue.
