Top News
After several delays, Senate Republicans and the White House are expected to release the details of their $1 trillion coronavirus relief proposal. The proposal will consist of a set of bills released separately by different Senators.

The proposal comes after weeks of negotiation between Congressional Republicans and the White House on the details of the package. Treasury Secretary Steven Mnuchin and White House Chief of Staff Mark Meadows were on Capitol Hill negotiating with Republican leaders as late as yesterda y .  House Speaker Nancy Pelosi (D-CA) asked Republican leaders and the White House to meet with Democratic leaders within 30 minutes of releasing their proposal, according to Bloomberg Government.

The House was originally expected to leave Washington for the annual August recess on July 31. However, it is highly unlikely that compromise legislation will be negotiated by the end of the week. Bipartisan, bicameral talks are expected to extend well into next week (at least) as House and Senate leaders conference the $1 trillion GOP proposal with the $3.5 trillion House-passed HEROES Act. As negotiations have continued, the federal eviction moratorium expired last week and unemployment relief is set to expire this week.

We summarized the provisions we expect to be included in the GOP proposal in the July 23 edition of the Coronavirus Update. In the July 30 edition, we will provide more details on the proposal.

In other news, the Republican Party cancelled the Jacksonville component of their nominating convention. Delegates are expected to meet in Charlotte, NC.

The House will vote on two bills this week related to the coronavirus. The Child Care Is Essential Act (H.R. 7027) creates a $50 billion stabilization fund within the existing Child Care and Development Block Grant program to support child care providers affected by the coronavirus pandemic. The Child Care for Economic Recovery Act (H.R. 7327) expands dependent care and payroll tax credits to support caregivers and child care providers affected by the coronavirus pandemic.

Administration.   CDC published new resources and tools to support opening schools this fall.

DOD and HHS awarded a contract with a ceiling of $7.6 million to Hologic, Inc. to expand production of custom sample collection and processing consumables for COVID-19 testing. 
Industry & Advocacy
The New York Times reported NIH and biotech company Moderna said a late-stage coronavirus vaccine testing effort began this morning with plans to enroll 30,000 healthy people at 89 sites across the United States, one of the first large studies gauging the safety and effectiveness of a drug against COVID-19.

U.S. Chamber of Commerce and others sued the Department of Homeland Security and the State Department to overturn federal action related to a Presidential Proclamation “Suspending Entry of Aliens Who Present a Risk to the U.S. Labor Market Following the Coronavirus Outbreak.” The complaint document is here . The Executive Order is here .
