A Message from Councilmember Malnar

Dear Sahuaro District Residents,
 
A few weeks ago, I mentioned in my newsletter I would provide information regarding bond elections and property tax for the City of Glendale.
 
For the past 5 years the City Council has lowered your City Property Tax levies in an attempt to keep the taxes at or below prior years. There are two taxes assessed by the City of Glendale: primary and secondary property tax. The primary property tax is placed in the General Fund and is used for various services provided by the City.    The secondary property tax is used to pay off existing debt authorized by the public in prior years for such things as parks, libraries, public safety, etc. In the 2020-2021 fiscal year, the primary property tax is expected to raise $5.9 million and the secondary property tax is expected to raise $20.7 million. 
 
The primary property tax levy for the upcoming year was set a $.4016 per $100 of assessed value. The assessed value is not the same as the retail value. A real example of a home in the Sahuaro District has a retail value of $250,000, and an assessed value of $11,035. The primary property tax for this home will be $44.31.
 
The secondary property tax levy for the upcoming year was set at $1.3996 per $100 of assessed value. The secondary property tax for this property will be $154.46 bringing the total Glendale City Property tax bill to $198.77.
 
It is important to recognize the total property taxes a resident pays is not assessed by the City of Glendale. The home in the example above had a 2019 tax bill total of $1207.00. Other taxing authorities include school districts, CAP, fire districts, health districts, etc, representing the bulk of the assessed taxes.    

To look up your property tax information, visit the Maricopa County Assessor's website: mcassessor.maricopa.gov/. Enter your home address in the search box. When your address is shown, click on the APN number (left side of your address). Under the APN number on the next page, you will see a menu in blue. Click on the "View/Pay Tax Bill". This will show property tax information.

In two weeks, my newsletter will address our current and future bond debts and what impact this debt will have on your property tax bill.

MARICOPA COUNTY SMALL BUSINESS 
RELIEF PROGRAM

The Maricopa County Small Business Relief Program is entering a new phase, one that will enable more local businesses and non-profits (501(c)3) to get reimbursed for financial losses incurred during the pandemic.

"More than 300 businesses and non-profits received grants during phase one of the program in July," said Board of Supervisors Chairman Clint Hickman, District 4. "Now we want to open up this financial assistance to more organizations that have suffered financial losses during the pandemic because the success of our small business community is crucial to a full economic recovery."

The Board of Supervisors allocated $23 million in federal CARES Act funding for small business assistance. Approximately $2.4 million has been dispersed to date through the Small Business Relief Program. Starting on August 17th, applications will be accepted for an expanded version of the program. Changes include:
  • Raising the maximum grant amount from $10,000 to $25,000
  • Expanded the time frame of eligible lost revenues
  • Raising the ceiling on the maximum number of employees and gross sales a qualifying business or non-profit can have
  • Removing certain pre-qualifications
Maricopa County is once again partnering with the Arizona Community Foundation to administer the program. Grants will be provided on a rolling, first come, first served basis until funding is exhausted or the grant period closes. Applications will be accepted from August 17 through October 2, 2020.

The grants will be open to businesses and non-profits across Maricopa County, except those in the cities of Phoenix and Mesa, since those cities also received significant CARES Act money and are operating similar programs.
