No June gloom here – only sunny skies ahead! Local educational agencies (LEAs) are working to finalize the last pieces of their Local Control and Accountability Plan (LCAP), conducting public hearings and local governing board adoption meetings for the July 1 deadline. They are following the requirements outlined in the following statutes: Charter School Ed Codes and LCAP Summary of Legal Requirements. The finish line is in sight!

You've got a lot going on and SDCOE is committed to supporting local education agencies in developing and maximizing the impact of their plans. This monthly communication is intended for anyone who is involved in the Learning Continuity and Attendance Plan (LCP) and Local Control and Accountability Plan process. Information will be provided to keep readers up-to-date with recent legislation and deadlines, and to support technical assistance.

LCAP Approval Process and Important Timelines
Education Code (EC) 52060 states that the adoption of the LCAP by the governing board of a school district will be effective for three years and will be updated on or before July 1 of each year.
The Budget Overview, Annual Update (and instructions), LCAP (and instructions) and Expenditure Tables are required to be submitted to the San Diego County Office of Education within five days of board adoption. Send the PDF to finrep@sdcoe.net.

SDCOE Review Timeline

Submission to San Diego County Office of Education: Hold your local governing board meeting by July 1 and then send to finrep@sdcoe.net within five days of the board adoption.

On or before Aug. 15:
  • County superintendent of schools may seek clarification in writing about the contents of the LCAP or annual update.
  • Within 15 days, the governing board of a school district shall respond, in writing, to requests for clarification.
  • Within 15 days of receiving response, the county superintendent of schools may submit recommendations, in writing, for amendments to the LCAP or annual update.
  • Within 15 days of receiving recommendations, the governing board of a school district shall consider the recommendations submitted by the county superintendent of schools in a public meeting.

On or before Oct. 8:
  • County superintendent shall approve a district's LCAP, provided the district meets the three criteria in EC 52070(d).

LCAP Professional Learning Series
This year we created multiple professional learning opportunities in response to the condensed timeline for completing the 2021-22 LCAP. We've curated resources from each session and placed them below.

Our Putting It All Together series of workshops will begin again next year, but in the meantime, you can find information connected to key actions and strategies for students' success and improvement in the LCAP. Deeper Learning Series: Measuring and Monitoring Engagement
This year we offered a three-part series that focused on measuring, monitoring, and creating actionable LCAP goals for social, emotional, and mental health for pupils and staff. Participants focused on implementation by identifying discrete actions and developing action plans for the 2021-22 school year.

COVID-19 Assessment Frequently Asked Questions (FAQs)
A new section has been added to the COVID-19 webpage with frequently asked questions related to the 2021 Spring Assessment Administration at COVID-19 Assessment FAQs webpage. Also posted on the COVID-19 Assessment FAQs webpage is the 2020-21 Spring Summative Assessment Administration Flexibility Guidelines. This flyer steps through the testing options for each summative assessment this spring. New FAQs will be added in the future, so be sure to check back.
Reminder: ELPAC Data Entry Requirement
Test examiners should enter Speaking scores for the Summative ELPAC into the data entry interface (DEI) immediately after they administer the Speaking domain to students. LEAs that will be administering the Summative ELPAC through July 30 must enter the Speaking scores into the DEI by the end of that day. Instructions on entering scores into the DEI are included in the 2019-2020 ELPAC Data Entry Interface User Guide for Computer-Based Testing.
Assessment and Accountability Information Meeting Dates for 2021
Save the dates! This year’s Assessment and Accountability Information meetings will be held virtually again this year, organized by topic, and held across several afternoons from 2 to 3:30 p.m. The dates and topics are as follows:
  • July 29: Director's Message, Accessibility, and the Test Operations Management System (TOMS)
  • Aug. 5: ELPAC and the California Spanish Assessment
  • Aug. 12: ELA and Mathematics
  • Aug. 19: Science
  • Aug. 26: Interim Assessments and Tools for Teachers
  • Sept. 2: Accountability

The Collaborative for Academic, Social and Emotional Learning (CASEL) recently released a new publication, Rising Up Together: Spotlighting Transformative SEL in Practice with Latinx Youth, which contains practical principles and strategies for implementing transformative SEL in your school and district.
