The AAP’s National Conference and Exhibition was held last week right in our own backyard in Anaheim, California. It was exciting to see so many Chapter 2 members in person, in many cases for the first time since the pandemic pushed all of our gatherings and meetings into the virtual space. I am also grateful to the leadership of AAP Orange County Chapter 4 for the warm welcome they extended to us!
This week, the AAP led a group of 138 national and state organizations in sending a joint letter to President Biden asking that he issue a National Emergency Declaration around the youth mental health crisis.

The letter calls for “a robust and comprehensive mental health workforce strategy that prioritizes recruitment of underrepresented populations and ensures trained pediatric mental health and primary care professionals are adequately paid for the services they provide.”
At the state level, the four California AAP chapters have advocated together for new laws to address this crisis. Mental health bills supported by Chapter 2 that were recently signed into law by Governor Newsom include: AB-58, which requires educational agencies to update their suicide prevention policies and practices; AB-748, which requires schools to create and display posters advertising mental health services to students; and SB-1019, which requires Medi-Cal managed care plans to develop outreach and education to both patients and physicians regarding covered mental health benefits. I would like to thank our past legislative analyst Dr. Karinne Van Groningen, our current legislative analyst Dr. Kamaal Jones, and our state government affairs representatives Drs. Susan Wu and Marti Baum, for their hard work on behalf of child mental health.
In this month’s edition of The Quorum (see below), Dr. Jones also calls attention to the importance of voting in the promotion of child health and well-being at the local, state, and national levels. If you haven’t already, please register to vote and encourage the families you care for to do the same!

1) Resource of the Month: Each month, we hope to highlight one resource for either patients, providers, or both around lactation support. This month, we would like to offer up the Custody and Breast/Chestfeeding Toolkit with guidance on how to support breastfeeding parents when creating child custody, support, visitation, and dependency plans. There is also great information on how to use inclusive language when talking about breast/chestfeeding.
2) NEW ABBOTT FORMULA RECALL: On October 14, 2022, Abbott announced a new formula recall that is not expected to impact overall supply.
3) For those interested, the FDA Evaluation of Infant Formula Response is available online for those interested. Highlights include discussion around the lack of understanding of what it means for formula to be an infant's sole food source, a lack of oversight and accountability on formula production, and how limited consumer education around formula and formula preparation is. The CDC Cronobacter Infographic Resources may be helpful for those interested.
4) Advocacy Opportunity: USBC is requesting an increase to the federal budget request for the Hospitals Promoting Breastfeeding line item. Take action now!

The UCLA Health Preventive Medicine education team is interested in collaborating with clinics on quality improvement work to incorporate tobacco use/vaping treatment and screening in pediatric practices. The goal is to improve screening, identification, treatment, and referral policies during clinic visits for pediatric patients who use tobacco/vaping products.
