Latest on BuildSA
As the Sept. 30 deadline to decommission Hansen approaches, the BuildSA team continues efforts to complete a full transition from Hansen to Accela (BuildSA). To support this endeavor, several team members are dedicated to migrating projects to BuildSA.
 
Over the last few weeks, the team’s focus has been to work with customers who requested to be migrated, as they know their project will not close in Hansen before the deadline.
 
Many of you received an email with a list of your open Hansen projects. If you know your project will not be completed in Hansen prior to the Sept. 30 deadline and your project is not on the list to be migrated, please contact us at dsd.plansmanagement@sanantonio.gov. Be assured, your project will not stop during the migration process.
 
For the past nine months our goal has been to facilitate the completion of permits in Hansen and ensure a seamless transition to one integrated solution. This change will make it easier for our customers and staff to identify projects and track their status in one system.
 
As a reminder, extensions are no longer granted in Hansen if the project will exceed the Sept. 30 decommission Hansen deadline. Applications/permits without activity for more than 180 days are considered expired and customers will be required to reapply in BuildSA.
 
Please visit our BuildSA website for training material regarding how the new system works including How to schedule an inspection in Accela, How to pay fees in Accela, instructions on Adding General Contractor or MEP trade subcontractors (for combination permits), and so much more.

BuildSA Training
We want to hear from you! Development Services is seeking to roll out BuildSA training sessions in the upcoming weeks and we need your help. The DSD BuildSA Team is offering Commercial Application training to include:

We have scheduled a Webex session to address these topics. The 2-hour virtual training will take place Sept. 9, 2021, at 9:30 a.m.  If you are interested in attending, please register at your earliest convenience. Noise Ordinance CCR
Council members Roberto Trevino and Clayton Perry sponsored a Council Consideration Request (CCR) on March 15, 2021, to create a Noise Ordinance Task Force to complete a review of Chapter 21 Article III of the City of San Antonio Code. The Task Force began meeting in June to discuss three main areas of the current ordinance: enforcement, noise levels, days, and times.

Development Services held two community meetings (Aug. 17 and 31) from 6 to 7:30 p.m. to gather input from residents. An additional meeting has been added on Sept. 2 (WebEx only).

DSD Academy is Back - Sept. 18, 2021
We offer DSD Academy for residents, providing information on many topics related to development, property maintenance, zoning, permitting, and code enforcement.

The first session will be on how Code Enforcement works and what you can do to avoid violations on your property. The class will start at 9 a.m., Saturday, Sept. 18, in our Board Room (1901 S. Alamo - first floor). For more information on upcoming topics, visit our website.
Mechanical & Residential Building
Contractor Connect Training Available in September
Homebuilder and Home Improvement, Mechanical, Electrical, and Plumbing contractors are encouraged to register for the upcoming Contractor Connect classes to help meet the criteria of Contractor Plus and Premier categories. The free Webex training sessions run from 8:30 to 10:30 a.m. Please sign up in advance by selecting the training of choice and completing the registration link next to the date below:

HVAC Registration Fee Deactivated
HB 871 was submitted and adopted during the 87th Texas Legislative Session with the intent to prevent local municipalities from charging contractor registration fees for air conditioning and refrigeration contractors. The bill is similar to other bills approved in 2019, during the 86th Texas Legislative Session, for plumbing and electrical contractors. HB 871 goes into effect on Sept. 1, 2021.
FY 2022 Budget Process Continues
The City of San Antonio continues to work on the Budget process. As such, many of the districts have held in-person budget meetings. Upcoming schedule highlights include:
 
  • August to September – Council and Community Input
  • Sept. 7 – DSD presents to Council
  • Sep. 16 – FY 2022 Budget Adoption

Once adopted, the FY 2022 city budget will run Oct. 1, 2021 to Sept. 30, 2022.
SABCA Success
The Development Services Department (DSD) hosted San Antonio Building Codes Academy (SABCA) training sessions on Aug. 10-13, 2021 focusing on the 2021 Significant Changes to the International Building Code (IBC), the International Plumbing Code (IPC), the International Mechanical Code (IMC) and the International Fuel and Gas Code (IFGC).

The Summer 2021 SABCA training sessions were successful with 273 attendees over the 4-day training period. Customer attendance increased from recent SABCA events by 43 customers. The training sessions were held in the Henry B. Gonzalez Convention Center from 8:30 a.m. to 4 p.m. each day.

The courses were taught by ICC preferred providers Roger Axel and Joseph Montoya. Mr. Axel taught the IBC significant changes on Aug. 10 and 11. He is a retired Chief Building Official (CBO) from Minnesota and has a wealth of construction and inspector experience as a self-employed contractor, building inspector and plans examiner.

Mr. Montoya conducted the Aug. 12 and 13 training sessions. He is a Colorado Master Plumber and currently works as CBO for the Town of Castle Rock. Mr. Montoya is also an instructor at Red Rocks Community College where he instructs students in the Plumbing, Mechanical, and Fuel Gas Codes, and at the Community College of Denver where he teaches the Building Code.

The training was extremely beneficial for all who attended. The significant changes provided updates from the 2018 to the 2021 International Codes.
Masks Required in City Facilities
The Development Services Department, and all city facilities, require the use of masks for both employees and visitors regardless of vaccination status. For updates, visit the city’s COVID website.
