Need a website or want to jazz-up an existing website? It’s easy - Learn how with National RTAP’s Website Builder 3.0. Join National RTAP for a two-session online training on September 9, 2021, 2:00-3:30 PM ET, and September 23, 2021, 2:00-3:00 PM ET, on how to use our free updated Website Builder application.
In the first 90-minute webinar we will show you how to set-up your website and demonstrate how to use many of the features available on Website Builder 3.0 (drag and drop design, banner messages, trip planning widgets, job application form management, and many others).

After the first webinar, we encourage you to sign up and start to use Website Builder. During the second “optional” webinar, we will be available to answer questions about your experience working in Website Builder and, if time permits, cover a few advanced topics.

Upcoming National RTAP Webinar on Rural Transit Service Planning and Route Design

National RTAP will be holding a webinar on Rural Transit Service Planning and Route Design on September 14, 2021, 2:00-3:00 PM ET. This webinar, presented by Ken Hosen of KFH Group, will provide guidance on how to evaluate the appropriate service design for your area and will cover some best practices in service design and planning of fixed (or flex) route design as well as on-demand or microtransit services which can be attractive in small cities.

The chat will be moderated by Heather Edmonds, Program Associate, NADTC; Melissa Gray, Assistant Program Director of Transportation, n4a; and Marcela Moreno, Transit Technologist, N-CATT. RSVP.
U.S. DOT and FTA Updates
FTA published its August 2021 Drug and Alcohol Regulation Updates newsletter. The issue includes information on oral fluids testing not being authorized, stand-by and on-call employees random testing, random testing exclusions, and additional articles.

FTA is extending the comment period for the request for information regarding its Public Transportation Safety Program to September 22, 2021.

FTA published its August 2021 Transit Safety and Oversight Spotlight newsletter. The issue included information about The Public Transportation Safety Certification Training Program (PTSCTP) regulation that requires FTA grantees subject to it to certify compliance with initial training and refresher training requirements. Applicable personnel have until August 20, 2022 to comply.

FTA's Addressing Operator Assault through a Safety Management System describes a three-part Safety Risk Management process: identification, assessment, and mitigation.

FTA published a Best Practices Final Report based on three America’s Open and Transit’s Open listening sessions that showcased best practices to renew ridership, safety, community partnerships, and how to build back better. Best practices shared included ridership campaigns, leveraging partnerships, mobility hubs, and trip bundling.

FTA's and FHWA's Transportation Planning Capacity Building program created a new webpage on Coming Together for Equity. The page contains answers to questions that include "What role do State DOTs, MPOs, and public transportation providers play in incorporating nondiscrimination and environmental justice into transportation planning?"
Webinars and Training
The Heart of Iowa Regional Transit Agency (HIRTA) is holding a Transit Drivers - Incarcerated Reentry Roundtable on September 22 at 3:00 PM ET. Participants will discuss how public transit can be part of the solution for those re-entering the workforce after incarceration, and how transit agencies can tap into this pool of potential employees to fill positions in the ever-declining transit driver workforce.

National Center for Mobility Management (NCMM) is offering a free training opportunity to assist communities to move to Level 1 Mobility as a Service (or to other levels/aspects of other levels, if level 1 has already been reached), by creating a project management plan to aid in implementation for that one-stop platform, incorporating options from all public and private operators. The application deadline is September 17, 2021.

Easterseals Project Action (ESPA) has several upcoming online training courses, such as Procurement and Maintenance of Vehicles and Facilities for ADA Complementary Paratransit on September 8, 2021 and Taking ADA Complementary Paratransit Service to the Next Level on October 1, 2021. They also offer Travel Trainer Certification and a Certified ADA Paratransit Manager Program.
Publications
Chaddick Institute for Metropolitan Development at Depaul University’s On the Brink: 2021 Outlook for the Intercity Bus Industry in the United States evaluates the intercity bus industry regarding travel booking, marketing and service developments, trends in bus fares versus air and rail, legislative trends, and service innovations.

Centers for Disease Control and Prevention's (CDC) Workplace COVID-19 Vaccine Toolkit shares best practices (including transportation support), guidance, and considerations, and information on vaccine mandates and exemptions.

AARP Public Policy Institute, Urbanism Next Center, University of Oregon, and RAND Corporation published Older Adults, New Mobility, and Automated Vehicles. The Framework includes supply and demand-side factors, safety factors, transportation system factors, and other components.
Tribal Transit Spotlight - Muscogee Nation
The Tribal Transportation Program of the Muscogee (Creek) Nation provides transit services within the eleven counties of the MCN tribal reservation boundaries. These services are available to anyone residing in these communities. Tribal Transportation Coordinator Amy Hill, Transit Manager Kogee Spaniard, and their Transit team have been hard at work over the past year delivering safe and efficient transportation to all.
Opportunities
The Transportation Learning Network is looking for beta testers for their new Learning Management System (LMS). While giving feedback on the user experience, they will help shape the final product. Anyone interested in joining the team of beta testers may contact Julie Deibel-Pundt.

National Center for Applied Transit Technology (N-CATT) announced the opportunity for State DOTS to hold State Technology Summits with their small-urban, rural, and tribal agencies. Applications should be submitted in one document in PDF format to Andrew Carpenter by September 24, 2021.

National Center for Mobility Management (NCMM) is accepting applications for its Community Mobility Ready-to-Launch Grants through October 15, 2021. Grants will fund the pilot phase of an already designed solution to allow low-income community members to become more fully engaged in economic opportunities, improve their health and well-being, and/or become more integrated into their community. USDA is inviting public comment on a Strategic Framework that outlines how it will focus its efforts to prevent, detect, investigate and respond to SARS-CoV-2, the virus that causes COVID-19, as well as other emerging and zoonotic diseases. The comment period closes on October 8, 2021.

The Tri-State Learning Collaborative on Aging is asking individuals to Take the Anti-Ageism Pledge. It begins, "I stand for a world without ageism, where all people of all ages are valued and respected." To date, over 150 people have pledged.
Legislation
The Transportation Security Administration (TSA) extended the face mask requirement for individuals to January 18, 2022 across all transportation networks throughout the United States, including public transit, over-the-road buses, and commuter bus systems.

Effective September 20, 2021, the Federal Communication Commission will adopt a Final Rule to ensure that more people receive relevant emergency alerts, to enable Emergency Alert System and Wireless Emergency Alerts System participants to report false alerts when they occur, and to improve the way states plan for emergency alerts.
