First Vaccines to Arrive in States Monday - Officials Hope to Inoculate People Immediately
Hospitals that have spent months seeking a silver bullet against a virus that has infected more than 16 million people in the United States and killed more than 297,000 will begin receiving shipments of the first coronavirus vaccine on Monday, U.S. officials said Saturday. General Gustave Perna is chief operating officer of Operation Warp Speed, the public-private partnership speeding the development of vaccines and therapeutics. The initial distribution of 2.9 million doses, a sliver of what was initially anticipated and intended only for health care workers and residents and staff of long-term care facilities, will arrive at hospitals battling climbing case counts and mounting deaths. Immunization in its early phases will not curtail intensifying outbreaks, experts caution, underscoring the need for continued public health precautions. As experts gave their sign-off, boxes were being packed and loaded with the vaccine. Vaccines would arrive at 145 sites, mostly large hospital systems on Monday, December 14th, with another 425 sites receiving a supply on Tuesday, December 15th. The final 66 of the 636 locations poised to receive doses in the first round of Pfizer shipments would receive their supply on Wednesday, December 16th. Inoculation at long-term care facilities could begin by the end of the week. Separate kits with needles and alcohol wipes are being shipped to sync up with the vaccine batches at each site, underscoring the complex choreography of the operation. There will be much news about this on television and other media resources, so stay tuned.

State COVID-19 Updates
Return to Work Letters

Employees are not required to provide a doctor’s note or letter prior to returning to work as long as they meet the following state criteria for individuals who test positive for SARS-CoV-2:

  • Individuals who test positive for SARS-CoV-2, the virus that causes COVID-19, and who have had symptoms, may return to work or school when:
  • At least 10 days have passed since the symptoms first appeared AND
  • At least 24 hours have passed with no fever (without the use of fever-reducing medications), AND
  • Other symptoms have improved
  • Individuals who test positive for SARS-CoV-2 who never develop symptoms, may return to work or school 10-days after the date of their first positive test for ARS-CoV-2.

The CDC also recommends for Healthy Business Operations that employers should not require sick employees to provide COVID-19 test results or a healthcare provider’s note to validate their illness, qualify for sick leave or to return to work. Healthcare provider offices and medical facilities may be extremely busy and not able to provide such documentation in a timely manner.
4M Quickly Sign Up for COVID-19 Smartphone Alerts
An estimated 4 million Californians have signed up for the state’s smart phone-based COVID-19 notification system as of Friday afternoon (December 11th), according to the California Department of Public Health. The system dubbed CA Notify officially launched Thursday and builds off traditional contact tracing methods by sending smartphone alerts to people who’ve spent prolonged time with someone who later tests positive for the coronavirus. It is hopeful that this tool will help slow the spread of the deadly virus by providing people with timely information so they can self-isolate and get tested for the disease. However, the system still needs a lot more of California’s 39.5 million residents to opt in for it to be truly effective.

On Saturday, the California Department of Public Health showed the available ICU capacity in the entire Southern California region to be just 5.3 percent. San Diego County health officials reported Saturday that 84 percent of all ICU beds were full.

How does CA Notify work?

Once you activate CA Notify, it does all the work. All you do is keep your Bluetooth on. You will only receive alerts if you were in close contact with someone who tests positive for COVID-19. Your privacy is protected as your identity is NOT known and your location is NOT tracked.

Reminders of the Health Order
Can I travel under the new order?
Under the new order, Californians are being told to cancel nonessential travel plans.

How long will these restrictions last?
San Diego is locked into the current restrictions for at least three weeks. At that time, the state will project what the region’s ICU capacity will be in another four weeks. If the projected capacity is 15-percent or more, the counties in that region return to whatever reopening tier they fall into based on their COVID-19 case rate and percentage of tests that come back positive. But if the projected capacity is below 15-percent, the order stands, and the state will issue its next assessment the following week.
La Mesa Chamber Annual Senior Holiday Project "Puts a Little Love" in Many Hearts!
The La Mesa Chamber thanks the public, members and friends for making this year’s annual senior project an overwhelming success. People drove from throughout the region to donate items for our gift baskets and bags that were delivered to the 21 La Mesa homebound seniors this year. Each year we work with the La Mesa Police Department Retired Senior Volunteer Patrol to distribute our gifts. This year due to the pandemic, the RSVP’s have not been able to work, so we enlisted the help of others from the Police Department to deliver our items.
Each year the La Mesa Chamber allocates funds to assist these seniors and were joined by the following financial partners who donated cash and gift cards: AMR, Kyle Nyswonger of Carl Burger Dodge Chrysler Jeep RAM World, Darsi Bakker of PenChecks, Inc. and Michelle Huey of Pete’s Place. In addition to these cash donations and gift cards, we collected canned food, calendars, toiletries, note pads, soaps, shampoos, stationary, clothing, socks tissues, blankets and other articles for a Grand Total of 3,298 items. The Chamber receives all of the items and wraps them in gift baskets and bags that are delivered to each senior. We thank EDCO and Sycuan for donating the bags that make this distribution possible. In addition to these needed items, we were honored to receive beautiful handmade Christmas stockings from the Pioneers, a volunteer network of AT&T. These folks worked tirelessly throughout the year making those handmade Christmas stockings, then stuffed them with lots of items such as masks, shampoos, gloves, socks, wafers, lip balms, and more. Adorable stuffed animals were attached to each stocking, as an added bonus! The Pioneers donate these stockings to various organizations during the holidays and we were pleased to receive them for our La Mesa seniors. We enlisted the help of Steve Browne, Maggie Eggers, Dennis England, and Al Russell to pack the items in their vehicles and help deliver them to the Police Department.
The generosity of the public and our members in supporting this project, is a testament to the love that we all have for our senior population. Our seniors do not ask for much and accept all that they are given with a grateful heart. We thank everyone who participated in this year’s project.

Coalition Supporting Small Businesses - La Mesa Chamber Joins Over 80 Other Business Organizations
With the entire business community struggling during the pandemic, it is difficult to find poof of and understand the science and data that is guiding the decisions to shut down businesses. There does not seem to be evidence that proves that small businesses are a threat to public health. See the letter here that was sent to the Governor, State Senators, Assembly Members and all California elected officials. We encourage you to call your State Senator and Assembly Member and urge them to support small businesses, in addition to supporting large businesses. Stay Home, Stay Safe, Visit the DMV Online
As Californians continue to deal with the challenges arising from the coronavirus pandemic, the California DMV remains committed to the health and safety of its customers and employees across the state. For your own protection, the DMV urges Californians to avoid visiting DMV offices unless absolutely necessary for the duration of the pandemic.
At this time, the DMV encourages Californians to complete their DMV tasks through its new website from the safety of home, or through other service channels such as DMV NOW kiosks conveniently located in grocery stores around the state.
The vast majority of DMV tasks, such as vehicle registration renewals and driver’s license renewals, can now be completed without a trip to a DMV office. Many online services are self-serve, meaning you can complete them on your own from start to finish, while other services are “assisted,” meaning they are completed with the help of a DMV representative – but without a visit to an office. Customers can use the Service Advisor on the DMV website to learn their options for completing their DMV business.
DMV field offices remain open, serving those with appointments and walk-ins as time and space allow.

Dages Personnel Appeals Board Decision
Personnel Appeals Board of The City of La Mesa Upholds the Decision of the Police Chief to Terminate the Employment of Police Officer Matthew Dages Regarding His Involvement in a Police Contact on May 27, 2020, with Mr. Amaurie Johnson at the Grossmont Trolley Station

After several months of complying with necessary legal protocols and procedures, including an external investigation by independent investigators, on August 7, 2020, now retired Police Chief Walt Vasquez terminated the employment of Police Officer Matthew Dages. The termination stemmed from his actions in connection with a May 27, 2020 police contact with Mr. Amaurie Johnson at the Grossmont Trolley Station. On August 14, 2020, Dages appealed the termination to the Personnel Appeals Board of the City of La Mesa (Board).  The appeal hearing, which was closed to the public on the request of Dages pursuant to Government Code Section 54957, concluded on December 9, 2020. The Board upheld the decision of the Police Chief to terminate the employment of Dages. The Board's decision is final and no further appeal is available through the City (including an appeal to the City Council). The disciplinary records will be released publicly following review of the records for any legally required redactions.

San Diego County Rental Assistance:

The County of San Diego Emergency Rental Assistance Program provides grants of up to $3,000 to cover rent for eligible households financially impacted by the COVID-19 pandemic.

Man Sentenced for Stabbing Ex-Girlfriend

A man who stabbed and seriously wounded his ex- girlfriend outside a Carlsbad Costco store was sentenced Monday to nearly two decades in state prison. Charles William Higgins, 64, was convicted of attempted murder, domestic violence. Deputy District Attorney Ben Barlow prosecuted this case.
Authorities Seek Additional Victims of Arrested Loanshark

A loanshark who targeted and threatened several in the Latino community was arrested by Escondido Police and the FBI. Authorities are asking that anyone who was victimized by him or has info contact the FBI at (858) 320-1800 or online at tips.fbi.gov.

From SDG&E: Keep Holiday Light Decorating Safe, Energy-Efficient, Festive and Fun
Businesses enjoy lighting up their stores for the holidays to add a festive spirit but they don’t enjoy the increase in their electricity bill after all the holiday cheer and lights are gone.
Here are some ways to be energy-efficient this holiday season:
  1. Make smart lighting choices. LED holiday lights are the way to go! They use up to 80% less energy and are brighter and safer since they are much cooler than incandescent lights. They’re easier to install—up to 24 strings of LEDs can be connected end-to-end without overloading a wall socket. They last 10x longer and have no filaments or glass to break.  
  2. Limit energy use. Set timers for lights to automatically turn on when it gets dark and off in the middle of the night. You can save more by keeping light displays on only 8 hours of the evening. 
  3. Get reflective. Shiny ornaments, tinsel and mirrors can multiply the effects of your lighting without using more energy. Reflective ornaments and tinsel are just as bright at night, so getting creative with your lighting display can multiply your resources for shine. Don't forget the ribbons, wreaths, garland, and reflective menorahs for electricity- free, age-old traditions that bring holiday cheer. 
  4. Be sure to stay safe over the holidays. Here are some great tips to keep you and your customers and patrons safe. 
  5. Limit the connection of light strands. Avoid overloading extension cords and wall sockets by following the manufacturer’s limits for the number of light strings that can be safely connected. 
  6. Hang lighting safely. Make sure that no cords will be pinched by furniture or placed under rugs, furniture or other appliances. If covered, cords can overheat or become frayed, increasing the risk of fire. Replace faulty lights instead of trying to repair them. 
  7. Avoid electric hazards outdoors. Before climbing ladders to string outdoor lights, check for overhead power lines on your roof or attached to your storefront. Always keep at least 10 feet away from overhead lines. Never place yourself or any object, such as a string of lights, in a position that risks contact with a power line—the result can be fatal. 
  8. Use GFCI outlets. Outdoor electric lights and decorations should be plugged into circuits protected by ground fault circuit interrupters (GFCIs). How do you know if it’s a GFCI? Look for the “test” and “reset” buttons. If circuits are not GFCI-protected, portable outdoor GFCIs can be purchased. 
  9. Check your environment outdoors. Before stringing lights on outdoor trees, make sure tree limbs haven’t grown into or near power lines. Branches, entire trees and even the ground adjacent to a tree can become energized when trees contact power lines. 
  10. Put your tree in a safe location. Keep your holiday tree away from heat sources such as heat vents. The heat will dry out the tree, making it more susceptible to fires caused by heat, flame or sparks. 
  11. Check condition of lights. Inspect light strands for cracked or broken plugs, frayed insulation or bare wires. Worn cords can cause fires, so discard damaged sets of lights. 
  12. Read the labels. Be sure to check each product label to see whether the lights are intended for indoor or outdoor use. Make sure lights have a tag indicating they have been evaluated by a recognized testing laboratory.
