News from across the sector
Jobs, jobs, jobs
Yesterday (8 July), the Chancellor, Rishi Sunak, announced the Government's Summer Economic Update which included measures to 'support, create and protect' jobs, jobs, jobs.

Highlights from the update included the phasing out of the furlough scheme and introducing the 'kick start' scheme to help 18-24 year olds get into meaningful work. Full details of the measures can be found on the Government website here.

Other measures relevant to the voluntary sector included the VAT reduction from 20% to 5% for the hospitality and tourism sectors.

Also the Charity Finance Group has helpfully summarised the Summer Economic Update and highlighted the key points for our sector going forward. Read their thoughts here.

The #NeverMoreNeeded campaign is full of material explaining the positive impact of charities on people and communities, but it's also useful to remember that across the UK the sector employs almost 1 million people, or 3% of the workforce. By comparison, the NHS employs around 1.5 million people. (Figures from the NCVO Almanac (2019) and FullFact for the NHS stats. But be careful with stats!)
Charities receive over £32 million from dormant trusts in two years
The dormant funds programme, managed by the Charity Commission and the UK Community Foundations, with funding from the Department of Digital, Culture, Media and Sport (DCMS), has announced that so far it has "revitalised" £32m to help good causes.

The programme has now secured funding by DCMS until March 2021 and will reach out to around 500 more inactive trusts in the year ahead, to help communities in need.

Cultural and heritage organisations to receive a £1.57bn support package
The UK's arts, culture and heritage industries will receive a £1.57 billion rescue package to help weather the impact of coronavirus, the government has announced.

Organisations - many of which are charities - across the performing arts and theatres, heritage, historic palaces, museums, galleries, live music and independent cinema will be able to access emergency grants and loans.

The money will provide a lifeline to cultural and heritage organisations hit hard by the pandemic. Plus funding to restart paused projects will help support employment, including freelancers working in these sectors.

The UK Civil Society Almanac 2020 is here!
The annual UK Civil Society Almanac is now available to download.

Drawing on a range of sources, the Almanac provides a snapshot of what voluntary organisations do, their income and spending, workforce, volunteering and its impact.

Key highlights include:
  • 19.4m people volunteered at least once a year during 2018/19 through a group, club or organisation
  • The voluntary sector contributed £18.2bn to the economy in 2017/18, representing about 0.9% of total GDP
  • The voluntary sector has a paid workforce of 909,088, 5% more than in 2018

The Change Collective Guide to Recruitment for Small Charities

Running a small charity is hard work, and you get used to doing
everything yourself - you have to, when there isn’t a volunteer
available with the skills and time, and you just do not have the money to pay others to do it. Making the decision to employ someone to help you with fundraising is a big one – you need the investment to pay off to keep running your services and
not deplete your reserves.

The Institute of Fundraising has produced a guide, supported by the Small Charities Coalition, to help identify what you need from a fundraiser and the different options for recruiting your first fundraiser into this role. It is primarily aimed at organisations operating under £350,000 a year.

Coronavirus (COVID-19): safer travel guidance for passengers

Since the easing of some lockdown activities, the Department for Transport has updated the guidance on how to travel safely during the outbreak including travelling by public transport and other means.

The most recent update to this guidance includes travelling in and out of areas in which find themselves in local lockdown.

The Government advises that only essential travel is allowed into and out of local lockdown. Their definition of essential travel is also included.

Other guidance includes how to wear a face mask, who does/does not need to wear a face mask and what to take with you if you are walking or cycling.

Weekly surveillance report

Each week Public Health England issues the findings of its weekly surveillance report.

The infographic shows the total number of COVID-19 cases, people tested and COVID-19 related deaths for both the week and cumulatively since the end of January 2020.

There is also a regional breakdown and incidence rate, plus a whole heap of data for you to pore over, should you wish.

As a chair, building and maintaining a successful relationship with a chief executive is a key part of the role. But it’s not always a simple task.

The Association of Chairs is holding a webinar on 12 August to look at what is needed at key stages in the Chair-Chief Executive relationship, including appraisal of a Chief Executive.

How to manage negative social media comments
At some point if you are on social media, you will encounter a negative comment or two directed your way.

The temptation is to respond in a similar manner and explain why they are wrong, however this is usually the best approach.

New online tool to involve young people in policy making
Young people across the UK have been invited to share their views on key government issues through a new Instagram profile - Involved.

This profile is aimed at encouraging 13-25 year olds (not me, then) to contribute to Government policies through Instagram features such as polls and stories.

Topics such as social distancing measures, what support is needed to access information about coronavirus and what extra help is needed during this time.

NAVCA is one of 20 VCS organisations that are part of the Health and Wellbeing Alliance , a partnership between voluntary sectors and the health and care system to provide a voice and improve the health and wellbeing for all communities. If you or your organisation would like to share your experiences and ideas with NHS England, the Department of Health and Social Care, and Public Health England, you can do so via any of the HWA members. Fury as Boris Johnson accuses care homes over high Covid-19 death toll

Care leaders, unions and MPs have rounded on Boris Johnson after he accused care homes of failing to follow proper procedures amid the coronavirus crisis, saying the prime minister appeared to be shifting the blame for the high death toll.

Johnson said the pandemic had shown the need to “make sure we look after people better who are in social care.”

He went on to say, “We discovered too many care homes didn’t really follow the procedures in the way that they could have but we’re learning lessons the whole time. Most important is to fund them properly ... but we will also be looking at ways to make sure the care sector long term is properly organised and supported.”

Regular retesting rolled out for care home staff and residents

The Government has announced that staff and residents in care homes for over 65s and those with dementia will receive regular coronavirus tests as part of a new social care testing strategy.

Majority of children no longer need to shield

The Department of Health and Social Care has announced that the majority of children now no longer need to shield, as evidence from paediatric clinicians shows COVID-19 poses a low risk to children and young people.

The impact of COVID-19 on education and children’s services
The Education Committee has an open inquiry looking at how the outbreak of COVID-19 is affecting all aspects of the education sector and children’s social care system. This will also scrutinise how the Department for Education is dealing with the situation.

It will examine both short term impacts, such as the effects of school closures and exam cancellations, as well as longer-term implications particularly for the most vulnerable children.

Social care: funding and workforce
The reopened Social care: funding and workforce inquiry, led by the Health and Social Care Committee, seeks to establish how much extra money would need to be spent by government in each of the next five years to counteract the impact of a shortage of care on the NHS. Shortages in the social care workforce and what solutions need to be found to address changes in the years ahead will also be considered.

AB Charitable Trust supports charities that defend human rights and promote respect for vulnerable individuals whatever their circumstances. The Trust is particularly interested in charities that work with marginalised and excluded people in society, with a focus on: migrants, refugees and asylum seekers prisoners and penal reform human rights, particularly access to justice. Deadline is 31 July.

The Architectural Heritage Fund (AHF) is a registered charity, working since 1976 to promote the conservation and sustainable re-use of historic buildings for the benefit of communities across the UK. We do this by providing advice, information and financial assistance in the form of early project grants and loans for projects undertaken by charities and not-for-private profit organisations. Deadline is 31 July.

The Austin and Hope Pilkington Trust awards grants to charitable organisations in the United Kingdom. Deadline is 31 July.

Grants tend to be made in line with the founders interests which are principally causes benefiting children, the sick, elderly, needy and disabled.
Can you help more BAME-led organisations to access coronavirus crisis funds?
UK Community Foundations (UKCF) is making a new infrastructure fund available for organisations that can help more BAME-led organisations to apply for National Emergencies Trust (NET) grants through their local Community Foundations. An initial £250,000 has been allocated for this purpose, with more funds anticipated on a rolling basis.

UKCF is seeking applications from BAME-led infrastructure organisations to access the new fund. Grants between £5,000 – £20,000 over a maximum of three months are available.

Applications will be considered by an independent panel every week and awards made as quickly as possible thereafter. Click here for full details.
Julia and Hans Rausing Launch £10 million Charity Survival Fund
The Julia and Hans Rausing Trust has launched a new ‘Charity Survival Fund’. A total of £10 million will be made available to support charities in the UK, specifically focusing on small and medium size charities.

The aim is to provide core funding to help charities overcome the impact of Covid-19, offsetting lost income. Deadline for applications is 27 July.
