This week, the Honolulu Authority for Rapid Transportation (HART) commenced industry outreach with a Pre-Solicitation Notice for RFB-CTR-2101122, “Double Crossovers (DXO) Flangeway Modifications & Weld Repairs” (or “DMWR”). The purpose is to alert the local contracting community of new expanding opportunities as HART prepares for turnover to the City Department of Transportation Services for the first 10.5 miles of the 20.2-mile Honolulu Rapid Transit Project (HRTP) light metro starter line.

The work involves welding services along the trackway of Segment 1 now undergoing vehicle testing, and along Segment 2 now under construction. Advance notification provides opportunities for local firms to form teams that have the capability indicated in the specifications for welding that conform to the American Welding Society (AWS) D15.2, Section 5, for austenitic manganese steel frogs. It is expected that as the HRTP revenue operations get under way, there will be an increasing on-island demand for specialized track welding services, and that this upcoming Request for Sealed Bids (RFB) will have served as entry opportunity for locally based companies with skilled welders.

The anticipated milestone dates are:
  • Issuance of the RFB - July 16, 2021.  
  • Bids are due - August 20, 2021.  
  • Anticipated Date of Award and Notice to Proceed - September 20, 2021.
  • Completion date - November 19, 2021.

Facilities tour
On Thursday, June 10, 2021, HART and Hitachi Rail Honolulu hosted City and County of Honolulu Councilmember Brandon Elefante and his staff for a facilities tour of the Rail Operations Center (ROC) and Hālaulani (Leeward Community College) Station. Visitors were able to access a stationary train parked within the Operations and Servicing Building. The trains feature an open gangway design that allows passengers to walk from one end of a train to the next. The system will include a total fleet of 20 four-car trains, with up to 17 trains operating during peak travel times.

A unique feature of the Hālaulani (Leeward Community College) Station is that it is the only at-grade (ground level, non-elevated) station along the alignment. Educational institutions along the alignment include UH-West O‘ahu, Leeward Community College, Honolulu Community College, and Hawaii Pacific University.

Monday traffic update
From Monday, June 21, 2021 through Friday, June 25, 2021, between the hours of 8 pm to 5 am, the on-ramp from eastbound Kamehameha Highway onto Nimitz Highway and the H-1 Freeway will be closed.

Motorists on eastbound Kamehameha Highway will be detoured via Radford Drive, Bougainville Drive and Valkenburgh Street.
