Update to Quarantine Guidance from Clay County Public Health Center

The CDC recently modified its guidance regarding the number of days after exposure to COVID-19 an individual must quarantine. The revised guidance provides two, shorter quarantine options based on testing. An important consideration of the revised guidance is to take into the account the local prevalence of COVID-19 and testing capacity. While the needs and conditions of KC Metro jurisdictions vary, we agree with the CDC that the preferred length of quarantine remains 14 days after exposure. Research continues to identify that length as the safest option.

We encourage anyone who has been exposed to COVID-19 to stay home. Individuals who are asymptomatic should wait at least 7 days after exposure to get tested. As always anyone with COVID symptoms should be tested if possible.

Per CDC guidance, quarantining for the full 14 days is the preferred option. Based on the December 2nd CDC update, as a close contact, you may end your quarantine after 10 days IF you have NO symptoms, but you must continue to wear your mask and monitor for symptoms for the full 14 day time period. If at any time during that 14-day timeframe, you develop symptoms of COVID-19, please isolate and get tested.

Key points:
• CDC still recommends the full 14-day quarantine for any close contacts.
• Ending quarantine early is only an option if you have NO symptoms of COVID-19.
• Masking and symptom monitoring for full 14 days are required even if you are able to end the quarantine early based on this new option.
• If you are unable to wear a mask (in general or for a particular activity), you would need to complete the 14 day quarantine or avoid any activities for which you cannot wear a mask until the end of your 14 day quarantine.

Regarding the following CDC option: “When diagnostic testing options are sufficient and available, then quarantine can end after Day 7 if a diagnostic specimen tests negative and if no symptoms were reported during daily monitoring. The specimen may be collected and tested within 48 hours before the time of planned quarantine discontinuation (e.g. in anticipation of testing delays) , but quarantine cannot be discontinued earlier than Day 7. Testing for the purpose of earlier discontinuation of quarantine should be considered only if it will have no impact on community diagnostic testing. Testing of persons seeking evaluation for infection must be prioritized.”

CCPHC has determined that it is unable to support that option at this time due to not having sufficient testing capacity available. To attempt to do so at this time would have an adverse impact on our community diagnostic testing efforts.

Real World Learning - Intern Available
The Kearney School District has a student interested in a virtual internship for the second semester. This student would be available each day from approximately 9:30-11:30am.

This student does not have available transportation so internship would need to happen via phone/computer.

To give a little background on the student: Val is one of the most outgoing girls I've ever known. She has never met a stranger! She is currently participating in the culinary arts program at NCC (for which KSD provides a bus), and takes classes at Kearney High School in the mornings. This senior only needs her American Government credit, but wants to make better use of her mornings by participating in an internship. She is a hard worker and is open to trying anything.

Businesses Need Protection
Lawmakers have begun discussions toward shielding employers from opportunistic COVID-19 lawsuits — all while it is now clear that Missouri will have to wait until January for progress on this critical issue.
A Missouri Senate committee jump-started discussions on Dec. 1 by holding a hearing on the need to shield businesses, schools and health facilities from the growing threat of COVID-19 litigation.
Sen. Ed Emery of Lamar had filed legislation to bring these important protections to Missouri.
“Never before have we ever even implied that if you enter a business and you catch a disease … that it was the business’s fault that you caught that disease,” said Sen. Emery, as he introduced his bill to the Senate committee.
In November, Gov. Mike Parson asked lawmakers to pass legislation dealing with this issue during a special session before the end of the year. But with limited time remaining, the governor has now asked lawmakers to wait until January to take action on COVID-19 protections.
Even with this new time frame, the Missouri Chamber is stressing the need for this to be treated as emergency legislation and for lawmakers to pass these protections as their first priority.
“On behalf of employers across the state that have been anxiously waiting for these protections, the Missouri Chamber is disappointed that progress will be stalled until lawmakers reconvene in January,” said Daniel P. Mehan, president and CEO of the Missouri Chamber of Commerce and Industry. “We will continue to move the issue forward, ensuring lawmakers appreciate the seriousness of the issue. Missouri businesses need to know they won’t be subject to frivolous COVID-19 litigation. This work is critical to our economic recovery. We call on lawmakers to make passing these protections their top priority as soon as the 2021 session begins.”
