Roadmap to Re-Opening Based on Public Health Indicators
We're safely moving forward together
We're all anxious to reopen our local businesses safely. That means relying on science and data over politics.  
 
That's the approach our Governor Gavin Newsom has taken in re-opening California's businesses. I believe his thoughtful approach has saved thousands of lives and is getting us safely back to work as quick as possible.
 
Bay Area Health Officers have identified a data based roadmap to ease shelter-at-home restrictions and re-open businesses. This roadmap measures our progress in several key areas.
 
The good news is that we are making progress in these areas and getting close to easing some restrictions and re-opening more businesses. We should expect revised Health Orders soon.
 
The County is using the five indicators listed below and you can track our progress on them at the Contra Costa Health Services dashboard

These indicators are: 

* The total number of new cases is flat or decreasing in the coming weeks/months, and the number of COVID-19 hospitalizations is flat or decreasing for 14 consecutive days. 



* We Have Sufficient Hospital Capacity to Meet Needs - meaning no more than 50% of patients in non-surge hospital beds are COVID-19 positive. 

At Least 200 Viral Detection Tests per 100,000 Residents Are Being Conducted Each Day (Equals 2,400 tests per day in Contra Costa)

 
Contra Costa Health Services has expanded testing so there are now 9 state or county run testing sites in our county, in addition to the testing occurring at private hospitals and labs. We've increased testing to almost 500-800 per day and still have a ways to go to get to 2,400.

* We Have Sufficient Case Investigation, Contact Tracing, and Isolation/Quarantine Capacity. 
 
The County is aggressively expanding its capacity to do contact-tracing and has increased its disease investigation staff to 75 with plans to expand it to 250.  If you're interested in working on this effort, click here

We Have a 30-Day Supply of Personal Protective Equipment Available for All Healthcare Providers. 

The County, working with local healthcare providers, is making great progress in procuring needed PPE and will soon meet this goal.


Our collective efforts to shelter-at-home over the last 9 weeks has made a big difference! As you can see in the charts, we've "flattened the curve", kept our hospitals from being overwhelmed and saved lives.  
 
If we continue our steady progress, our Health Officer will soon ease restrictions to get more people back to work! We are stronger together and we can do it!
