Mayor Lightfoot and Chicago Department of Public Health: Framework for Reopening Chicago Amid Covid-19 -
UPDATES

The City of Chicago is currently in Phase 2 of the official reopening plan, and will remain in Phase 2 until
early June
.
We do not yet know the exact date when the City will transition to Phase 3.
We anticipate and are hopeful Mayor Lightfoot will announce the exact date in the coming days. Please continue below for more information on what businesses and residents can expect when we do enter Phase 3.
In yesterday's press release, Mayor Lightfoot, in partnership with the Chicago Department of Public Health (CDPH), industry leaders, labor leaders, and public officials from around Chicago, released industry-specific guidelines for businesses, employees, and customers to follow as the city prepares to begin safely reopening in early June.
Industry-specific guidelines include details such as how businesses can engage in healthy interactions between workers and customers, how to maintain safe working spaces and conditions, and how to design and monitor workplace operations to create flexibility and maintain safety for employees and customers.
Businesses are encouraged to go through the city's self-certification process for reopening. Please review the guidelines and create your business plan to self-certify.
The guidelines are aligned with the State-issued guidelines, with specificity included for Chicago's context. Guidelines for the following industries, which will open the earliest in Phase 3 in Chicago, can be found at www.chicago.gov/reopening.
For the time being, schools, playgrounds, bars and lounges, and large venues (stadiums, indoor theaters, music venues, convention centers) will remain closed.

OTHER IMPORTANT UPDATES
OUTDOOR DINING: We are currently putting a plan together to help with outdoor dining. Please send your suggestions or requests to us for extending sidewalk cafes, curbside dining, surface lots and outdoor dining. We understand the Mayor has suggested closing streets and we are working with our Aldermen to best determine what streets, if any, may be selected for our wards. LABOR LAWS, FAIR WORKWEEK, & MINIMUM WAGE INCREASES: There have been several updates to local Labor Laws, including the implementation of the Fair Workweek Ordinance and the Minimum Wage Increase that goes into effect
July 1, 2020

The City of Chicago is excited to launch the

to streamline the purchase process for businesses as they prepare to open in Phase 3.

REFUNDED LICENSE FEES: A
City ordinance introduced by Alderman O'Shea will be introduced to City Council regarding refund of license fees for businesses who were not able to operate for more than 30 days during the Emergency Executive Order. We will keep you updated on this ordinance and what you would need to do to petition for the refund should this pass.
COCKTAILS TO GO: The Governor will be signing off on
COCKTAILS TO GO for the State and the local liquor authority will set the rules for Chicago.
PPP LOANS: We are also anticipating changes to the PPP loan to include some flexibility and longer time periods for spending the federal loan and bringing back staffing.
SAFETY: Please make sure your customers and your delivery drivers are not keeping their cars running when picking up curbside deliveries. There has been a rash of carjackings and theft in the area. There has been recent arrests in our district, however this continues to be a city wide issue.

Fundraiser for Bijan Choya Early & Family Organized by The Lakeview East Community Partnership
|
At around 6pm on Friday, May 15th the daughter of Nita Tanner from Ms. T's Southern Fried Chicken, Bijan Choya Early, was deliberately struck with the car of a man posing as a Grubhub driver, who was asked to wait outside the restaurant due to Covid-19 guidelines.
The driver fled the scene and eventually turned himself in. Grubhub issued a statement that they are cooperating with police.

Anyone that knows Bijan and Ms. T knows that they are some of the most kind people in the Lakeview East Community. We want to do whatever it takes to help their family during this time.
The Lakeview East Community Partnership
is gathering donations for Bijan and Ms. Tanner's family for any extraordinary expenses they might incur during this time. The fundraiser is approved by the family and we are in communication with them. 100% of the proceeds will go to the family.

LABOR LAWS: WEBINARS
Business Affairs and Consumer Protection will be hosting
ZOOM webinars
on
Tuesdays and Thursdays at 2pm through the end of June
to educate both employers and employees on wage, sick leave and scheduling. These are important webinars to protect your business from lawsuits and to understand employee and labor laws.
FAIR WORKWEEK
The Fair Workweek Ordinance goes into effect on
July 1, 2020
. Employees are covered by the ordinance if they work in one of seven "covered" industries (Building Services, Healthcare, Hotels, Manufacturing, Restaurants, Retail, and Warehouse Services), they make less than $26/hour or $50,000/year, and the
employer has at least 100 employees globally (250 employees and 30 locations for a restaurant).
Covered employees are given:
- Advance notice of work schedule (10 days beginning July 1, 2020)
- Right to decline previously unscheduled hours
- 1 hour of Predictability Pay for any shift change within 10 days
- Right to rest by declining work hours less than 10 hours after the end of previous day's shift
FAMILY FIRST CORONAVIRUS RESPONSE ACT
The
Families First Coronavirus Response Act (FFCRA or Act)
requires certain employers to provide employees with paid sick leave or expanded family and medical leave for specified reasons related to COVID-19. The Department of Labor's (Department) Wage and Hour Division (WHD) administers and enforces the new law's paid leave requirements. These provisions will apply from the effective date through December 31, 2020.

- Small businesses with fewer than 50 employees may qualify for exemption from the requirement to provide leave due to school closings or child care unavailability if the leave requirements would jeopardize the viability of the business as a going concern.
- The Lakeview East Chamber of Commerce is looking into how small businesses can be exempt from this Act. We will be hosting a ZOOM webinar on this subject that will go over this Act in more detail. It is scheduled to be effect December 2020.
MINIMUM WAGE
The minimum wage that will go into effect on July 1, 2020 is based on EMPLOYEE COUNT and is charted out as:4-20 employees is $13.50 per hour and $14.00 for 21 or more employees. Tipped employees will receive $8.10 for 4-20 employees and $8.40 for 21 or more employees. If you have fewer than 4 employees, the Sate minimum wage law is exempt. Please also review the PAID SICK DAYS to based on 1 hour for every 40 hours worked.

Sewer Main Replacement Project#7322
Department of Water Management (DWM) and MAT Asphalt Construction crews are scheduled to have Barry, from Broadway to Sheridan, resurfaced by the end of May.
Parking Restrictions: Crews will post "No Parking" signs on both sides of the street as needed restricting parking between the hours of 7:00 a.m. and 3:30 p.m., Monday through Friday, in order to perform this work. Parking outside working hours and over the weekend.
Traffic Impacts: During milling, structure adjustments and repaving phases of this work crews may restrict vehicles from entering the street from Broadway and Pine Grove during work hours for safety reasons. A traffic lane will be maintained outside of working hours and on weekends. |

Local Impact:
- The alleys will be closed to through traffic at all times.
- Vehicles will be unable to enter/exit garages and parking spaces in the alley between W. Roscoe Street and W. Newport Avenue during this closure.
- Vehicles access to garages and parking spaces located in the alley west of N. Sheffield Avenue and east of N. Seminary Avenue will be maintained (except for 3406 N. Sheffield Avenue).
