States are required to perform a 10% random audit as part of the Promoting Interoperability Incentive Payment Program (PIP).  Any eligible professional (EP), eligible hospital (EH) or critical access hospital (CAH) attesting to and receiving a Promoting Interoperability incentive payment through the Illinois Medicaid PIP may be subject to a Medicaid audit.  PIP Medicaid Audits for the State of Illinois will be conducted by the Department of Healthcare and Family Services, Office of the Inspector General, and Bureau of Medicaid Integrity.

"It's a pleasure to speak to you on this tenth annual Rural Health Day. Let me start by thanking all of you on the frontlines for your hard work and dedication at this difficult time in history. It's not lost on me how much rural providers have sacrificed. You are heroes in this war. Coronavirus has not spared any part of the world, and it has been particularly challenging for rural providers, which already faced considerable difficulties going into this pandemic.
 
The good news is that there is light at the end of the tunnel. Recent news about impending vaccines and new treatments is heartening. Life will eventually return to normal. As we face many difficult days ahead and all the challenges of immunizing a nation, I am also encouraged by the progress CMS has made in addressing some of the most critical rural health issues."

Are you ready for the
CMS Patient Access 
and
Interoperability Final Rule?

A limited survey conducted by the eHealth Initiative, a non-profit organization that supports healthcare transformation through research, education and advocacy, indicates that many providers are not. The answers reveal that almost one third of providers are not familiar with the final rule, 39% indicating they were somewhat familiar and only 28% indicating they were very familiar with the rule. Survey respondents also included payers and vendors. Additional details can be found at eHI Survey.

While the survey is not specific for every compliance, it captures our concern and confirms what we've observed and heard from our provider clients. CMS has provided very little guidance around the requirement for updating Direct Contact information in NPPES with a vague deadline of late 2020. 

We recognize there are multiple challenges and competing priorities for providers, 89% indicated a desire for extension of the deadlines. Important Information Regarding the use of 
ILPMP for 2020 and 2021 Medicaid PI Attestations
Please review the Medicaid Program Year 2020 Specification sheet for important information regarding the use of ILPMP for 2020 and 2021 Medicaid PI attestations.  The specification states:  an EP may count a specialized registry (such as PMP) if the EP achieved Active Engagement Option 3 in a prior year.  Active engagement Option 3 - Production as defined in the specification sheet:  The EP has completed testing and validation of the electronic submission and is submitting production data to the Public Health Agency or Clinical Data Registry.
