How to deal with controversy between the CBOC and the district over matters like bylaws changes, reporting to the public, staff support, etc. How and how often to report to the public on matters within the scope of the CBOC's responsibility.

New member indoctrination should be mandatory. I have had none. I have had one telephone meeting with a second Zoom meeting coming up. I am kind of clueless.

Bond committee members need to know that they are responsible for financial oversight not construction oversight. Financial oversight needs to be assessed through original source accounting documents not power point slides and pie charts.

Evaluating the overall effectiveness & cost benefits of mandates imposed by CBOCs.
It might be helpful to review/revise mandatory committee membership categories to see if any issues with compiling with this mandate exist (in particular, tax organization member). Perhaps it might better as a membership organization recommendation (tax organization member).

It is imperative that Oversight Committee members have at least a minimal understanding of how the above types of contracts work, particularly in the CA Public Sector. They need to be cognizant of the myriad of rules imposed by the CA Public Contract Code

We should examine the different types of Contract Delivery methods used for medium to large construction projects: Design/Build, Lease-Lease-Back, CM @ Risk, The Role of Construction Managers and Program Managers, etc.

CBOC Independence must be stressed.
