OPWDD Phase II Retainer Program Changes Coming:
Today, the NY Alliance and other provider associations received word that OPWDD/DOH will be shifting gears related to the phase II Covid Response Services structure, about which providers have been anxiously awaiting further information. They are making adjustments to the retainer day structure and phase II billing structures that they are still refining, but plan to unveil via webinar late next week.
- We understand that the changes they are considering will allow providers to bill for the period of time since the phase I retainer payment structure ended.
- We also understand that the revised structure will not involve the development and use of new rates codes, but rather the use of an existing rate code.
- We understand the new structure will continue to utilize the shared staffing arrangements described previously, so providers are encouraged to continue to work on developing such arrangements.
The webinar next week should lay out the key elements of the revised retainer payment program, expectations for how the services are to be delivered, how providers are to bill for these services, and the timeline for implementation. As soon as that webinar is scheduled, we will share that information.
