Statement from the North Country Chamber on Transition
"As we now move towards the anticipated assumption of the Governorship by Lt. Governor Kathy Hochul, we express our very best wishes to someone who has been an active friend and partner for the last several years. She is eminently prepared to assume the responsibilities of Governor. Indeed, she may in fact be the most prepared person for the Governorship ever, considering her leadership for seven years now of the Regional Economic Development Councils, giving her direct knowledge of each region's characteristics, challenges and opportunities along with an established working relationship with each region's leaders.

"This includes the North Country where I had the pleasure of working alongside Kathy for four years as Co-Chair of the North Country REDC, enjoying her direct engagement in such varied advances as major broadband extensions, support for our growing transportation equipment cluster, the major modernization of ORDA's sports facilities and many other regional projects and initiatives.

"Importantly, no one has ever come to the office of New York Governor with such a direct understanding and appreciation of the importance of New York's northern border and our economic partnership with Canada.

"We look forward to continuing to work with Kathy Hochul in new and impactful ways on behalf of the North Country economy going forward. All best wishes to her.

Chamber Welcomes Senate Passage of Infrastructure Bill
The North Country Chamber of Commerce is welcoming approval by the U.S. Senate of the long-anticipated Infrastructure Bill.

"This bill represents an historic investment in not only traditional infrastructure such as roads and bridges but categories we have been highlighting in Washington as great needs and opportunities in the North Country," says Garry Douglas, President of the North Country Chamber of Commerce. "This includes major investment in the further closure of broadband gaps in area like the Adirondacks, capital funding for Plattsburgh International and other airports, funding for much needed water system upgrades and, of course, a major new national investment in mass transportation, especially rail and hybrid and electric buses. As a region squarely in the transportation equipment business, we can look forward to playing a real role in producing the buses and railcars that will now be needed across the country."

Douglas thanks Senators Charles Schumer and Kirsten Gillibrand "who were in regular communication with us and with partners in the North Country as the bill came together and details were developed." Passage of a major federal infrastructure bill was supported by 90% of the regional business community in the Chamber's annual issue survey earlier this year.
Quebec Outlines Sept. 1 Plans for Vaccine Passport
Starting next month, Quebecers will need a vaccine passport to get into restaurants, bars, outdoor festivals and sporting events.

Health Minister Christian Dubé said rather than shutting down such facilities or activities, the province will allow in only those who have been double vaccinated. And it will do so with a vaccine passport that will be available through a free mobile phone application by Sept. 1. Those without access to smartphones will be able to use paper proof of vaccination.

The Mental Health Effects of COVID-19
COVID-19 continues to threaten public health, and not just from new infections. Some people who have recovered from the disease are experiencing after effects, known as “long-haul” COVID-19. Anyone who becomes infected can suffer from it, regardless of the severity of their symptoms.

Long-haul or post-acute COVID-19 consists of new, recurring or ongoing symptoms occurring more than four weeks after infection and initial recovery.1 The signs vary from mild to severe. While there is more to learn, a variety of physical and mental health symptoms have emerged.
