A priority of the Biden Administration, a federal clean energy standard (CES), seeks to drive electric power generation to net-zero carbon emissions by requiring utilities to include more clean energy over time. Standards like this already exist in 30 states as renewable portfolio standards. Should we implement one on the federal level?

This will only be achievable if the electric power sector generates power from 100% clean sources, reducing its sizeable carbon emissions and making clean electrification of transportation, building heating/cooling, and industrial electrification viable. A properly-designed federal clean energy standard is a direct, practical method to move the US along this path in the required time frame..."
